SAN DIEGO (KGTV) — An autopsy report released on Trevor Heitmann, the teenager known as "McSkillet" on YouTube, is revealing details about what happened before he crashed his vehicle on Interstate 805.The report says Heitmann’s parents called the police to request a psychiatric evaluation stating, “On August 23, the decedent's parents contacted the local police department to request a psychiatric evaluation but were informed that the evaluation could not be performed as the decedent had not broken any laws."The statement means hours before Trevor Heitmann drove his car down the freeway killing two people, police were at his house.RELATED: Autopsy details mental state of McSkillet before deadly I-805 crash"Even though police are trained to identify mental health issues and mental illness issues they just can't take someone off the streets unless there is such conduct to warrant it,” said attorney Kenneth Rosenfeld.Rosenfeld, who has no connection to this case, explained law enforcement does have the ability to detain someone using the 51-50 law. It would allow someone to be involuntarily detained for a psychiatric hold for up to 72 hours.Conduct in many cases needs to be observed. Just saying someone is acting out of nature isn't always good enough.RELATED: YouTuber's family releases statement, offers condolences to crash victims“Police officers are not psychologists or psychiatrists,” he said. “They do their best, but usually when someone’s conduct or behavior is so erratic, that’s when they can factor into the idea that this is probably someone worth taking it.”Police dispatch logs show units arriving at the Heitmann home just after 8:00 a.m., Aug. 23, the morning of the crash.At 9:14 a.m., notes say, “based on statements from parents, there was no credible threat and Subject did not meet 5150 criteria. Parents advised if we went in house to ask subject if he would voluntarily go to hospital, subject may become violent. We did not encounter subject. SAN DIEGO (KGTV) - A San Diego public figure is speaking out after being hit three times by distracted drivers over 8 years.Monica Zech is the Public Information Officer for the City of El Cajon. Her passion is public safety, specifically behind the wheel. She started as a Traffic Reporter in 1984 and had a 30-year career in broadcasting. She immediately found out, through reporting on first responders, how many crashes were preventable. "When my father was hit about eight years after that, when I started lecturing, then the DUI issue became prevalent," Zech said her father was walking across the street in a marked cross-walk when a drunk driver hit him in 1992.August 29th, 2011 a distracted driver ran a red light slamming into her. The crash was so violent surgeons told her she should've been paralyzed, "it was shocking to hear that. They said is this your MRI? Are you sure? I said I'm sure that's my MRI. They said well we're surprised you're sitting here, you should be paralyzed. We have patients with the same MRI and they're in a wheelchair."She now has a titanium plate that straightens her spine and protects her in case she is in a future crash.The next crash was in traffic on I-5, February of 2017. "I kept noticed his head bobbing down, looking down, I realized he was on his cell phone and wham! He hits me from behind," she said.Tuesday she was hit from behind again. This time she says she stopped at a red light about to turn onto I-8 Eastbound from La Mesa Boulevard. You have a couple of bad actors that don’t know how to operate the vehicle responsibly,” Zack Bartlett with LimeBike said. “The community seems to be behind the technology.  We’re also in 45 markets, so this isn’t our first rodeo. SAN DIEGO (KGTV) -- America’s Finest City ranked high on a new list of best cities for jobs in 2019, according to WalletHub. San Diego ranked 28th out of 182 cities overall. Chula Vista also made the list, coming in 123rd place. According to the report, the national unemployment rate has fallen to an 18-year low of just 3.7 percent, while hiring also is up. College graduates are also beginning to see the benefits of the strong job market. According to the National Association of Colleges and Employers, employers plan to hire 16.6 percent more members from the class of 2019 compared to the previous year. Though San Diego secured a strong spot on the list, many cities ranked higher. SAN DIEGO (KGTV) - Aldofo Otanez was diagnosed with schizophrenia when he was 17-years-old."When he's medicated correctly he's very funny, he's always very caring very caring person," said his brother Tomas. Aldofo has been in and out of treatment centers his whole life. Most recently, a hospital assigned him to a home in Spring Valley called Mi Casa Es Su Casa. "Right away we said, 'no, he's never been in a place like this,"' said Tomas. "People don't fit in there. They don't, they're crumbled up, there's about 3 or 4 people per room."Tomas was planning a trip to visit his brother on February 16th. When he called the facility, he says they told him Aldofo had been missing for two days. "It's disturbing," said Tomas. "I mean, it shouldn't happen, a simple phone call, 'your brother isn't here, it's been a day or two'. Give us a call..nothing."It's been more than two weeks now with no sign of Adolfo. "It's very sad, I'm taking it as calm as I can so I can think about what to do next." The family is passing out flyers and posting pictures to Instagram with hopes that someone knows where he is. "The family is pretty sad, I've got a lot of siblings and they're all very worried.""He has no money, no ID, no social security on him," said Tomas. "So he's just stranded out there somewhere."10News spoke to the manager of Mi Casa Es Su Casa who says he didn't call the family right away because he claims to have lost their contact info. He also says he didn't file a missing persons report because police would not let him. San Diego Police checked their records and said they never spoke to the facility that day. The family is holding a search party on March 3rd in the Starbucks parking lot at 8626 Jamacha Boulevard.
