SAN DIEGO (KGTV) — Local leaders say it's going to cost millions of dollars to prevent toxic waste from flowing into the Tijuana River Valley, but it's a bill they are willing to pay. Dozens of local leaders and federal agencies came together this morning with a common goal, to prevent the massive amounts of sewage from flowing into our San Diego County beaches. "427 million gallons of sewage has hit our water and our beaches just this year alone," says Port of San Diego Commissioner, Dan Malcolm. During today's meeting, leaders were given possible solutions on how to tackle the problem. "To divert sewage and wastewater flow away from the Tijuana River Valleys, so that it can either be treated or diverted to outflow pumps, that would pump the water far out in the Pacific Ocean," says Mayor of Coronado Richard Bailey.The costs are estimated up to 0 million. Local leaders say sewage isn't the only contaminate in the water. A chemical test was done that showed things like herbicides, arsenic, and lead are also flowing into the sea. "The time of talk is over," says Serge Dedina, Mayor of Imperial Beach. "The time of actually doing things and preventing sewage and toxic waste from reaching our beach is now."Local leaders say the next plan of action is to ask Congress for help with funding. Mayor Kevin Faulconer and Mayor Serge Dedina will be visiting Mexico over the next few days to talk about solutions to the waste in the Tijuana River Valley. 1475

The team is giving its first look at next year's new brown uniforms this fall.The Padres are set to debut their new 2020 uniforms at an event on Nov. 9 at Petco Park, a team spokesperson confirmed to 10News. The news originally dropped after President of Business Operations Erik Greupner revealed the date on Twitch.Since January, fans have waited in anticipation of seeing the new brown uniforms after the team announced the color change. The Padres haven't released a sample of the uniform yet though.The change comes as Nike inked a 10-year deal to be the MLB's official uniform and footwear supplier starting in 2020. Some form of brown and mustard was used in Padres' jerseys until 1984. The inclusion of brown was abandoned after the 1990 season when the team took on a blue and orange color scheme. SAN DIEGO (KGTV) - Long wait times have always been a problem at the DMV, the way to avoid that was to make an appointment online to skip the long lines. For people needing to renew their license like Debby Herscovitz, they had to plans months in advance, “I went online, booked an appointment, but I had no idea it was going to be in March”. Herscovitz got a notification from the DMV in the mail to renew her license back in December and immediately tried to make an appointment. She tells us the first available time slot was at the end of March, “I absolutely had no idea it was going to take that long”. A DMV representative tells 10News, drivers are trying to avoid the hours long line at the DMV by making an appointment online. Because so many people are scheduling appointments, the appointments are filling up faster than ever before. For Herscovitz, her appointment would have taken a total of 15 minutes to get her Real ID, however she didn’t have all the necessary documents. The DMV tells 10News to help people adjust to the new requirements and be prepared for their appointments they have a video people can watch before they make the trip in. Despite having to plan months in advance, the DMV says it’s still the best idea to schedule an appointment online before heading to a nearby office. Tips to keep in mind that could help with the scheduling process: don’t rule out nearby offices because some might not be as busy as others. Also, continue to check back online to see if any cancellations were made. Here in San Diego, there are also a few offices with extended hours and that are open on Saturdays. The Chula Vista DMV opens an hour earlier on certain days of the week. Poway, San Marcos, Chula Vista and Clairemont have Saturday appointments available. 1788

SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen. "The bad guys won't be registering their guns."Hauffen says registering the gun at the initial purchase is sufficient, but Marcus points out some transactions, like sales between private sellers and family, are hard to trace.State officials haven't released numbers, but it's estimated there are thousands - if not tens of thousands - of legally owned AR-15s in California. 1738
