Beijing is bulging as its population has exceeded 17 million, only 1 million to go to reach the ceiling the city government has set for 2020.The figure breaks down into 12.04 million holders of Beijing "hukou", or household registration certificates, and 5.1 million floating population, sources with the Ministry of Public Security said at Monday's workshop on the country's management of migrants.Beijing municipal government announced last year it would limit its population to 18 million by 2020.Overpopulation is putting considerable pressure on the city's natural resources and environment. And experts have warned the current population, 17 million calculated at the end of June, is already 3 million more than Beijing's resources can feed.Given this year's baby boom, triggered by the superstitious belief that babies born in the Chinese year of the pig are lucky, analysts say there is little hope for an immediate slowdown in Beijing's population growth, even with the post-Beijing Olympics lull and soaring housing prices that have driven some Beijingers to boom towns in the neighboring Hebei Province and Tianjin Municipality.Migrants, especially surplus rural laborers who have taken up non-agricultural jobs in the city, have forcefully contributed to the population explosion in recent years.About 200 million migrants are working in cities across China.Last year, Ministry of Public Security proposed police authorities in the migrants' home province should send "resident police officers" to cities to help maintain public security at major migrant communities, many of which are slums that are prone to violence, robberies, drugs and gambling.Resident policemen are currently at work in three cities: Dongguan, a manufacturing center in Guangdong Province, Binzhou of the central Hunan Province and Guigang of the southern Guangxi Zhuang Autonomous Region. The ministry has also demanded all cities to complete a management information system of migrants' data by the end of 2009.

在全球的电子制造商中,联想电脑在最新的环保评选中居榜首。AMSTERDAM, Netherlands - One of China's electronic maker has been seen by some as the greenest business in the world. Computer maker Lenovo ranked in at the top spot of environmental group Greenpeace's latest quarterly ranking of global electronics manufacturers. Once at the bottom of the list, Lenovo now leads the way in recycling industrial waste and taking steps on controlling toxic content, Greenpeace said. "Given the growing mountains of e-waste in China -- both imported and domestically generated -- it is heartening to see a Chinese company taking the lead, and assuming responsibility at least for its own branded waste," said Iza Kruszewska, Greenpeace International's toxics campaigner, adding that "the challenge for the industry now is to see who will actually place greener products on the market." Lenovo bought out IBM's personal computer division in 2004. Apple, meanwhile, was placed at the bottom of the list of 14 companies

Wu Bangguo, chairman of the Standing Committee of the National People's Congress, delivers a speech during the seminar marking the 10th anniversary of implementing the Basic Law in Beijing June 6, 2007. [Reuters]The central government will continue to support Hong Kong in developing a democratic system that suits its conditions, but any reform must be gradual and in accordance with the Basic Law, top legislator Wu Bangguo said yesterday in Beijing. Wu, chairman of the Standing Committee of the National People's Congress, the top legislature, made the remarks at a seminar marking the 10th anniversary of implementing the Basic Law. The Basic Law is the constitutional document for the Hong Kong Special Administrative Region (SAR). It enshrines the key concepts of "one country, two systems", "Hong Kong people governing Hong Kong" and "a high degree of autonomy". Wu said events have proved, and will continue to prove, that the principle of "one country, two systems" is workable and feasible and the Basic Law is a sound law able to withstand the test of time. He emphasized that Hong Kong must uphold State sovereignty and ensure prosperity and stability while enjoying a high degree of autonomy. Being an SAR directly under the central government, "Hong Kong's high degree of autonomy is not intrinsic, but authorized by the central government". "It only has as much power as authorized by the central government. There is no so-called residual power." But Wu said the central government will never interfere in affairs within the purview of the autonomy of the SAR. Hong Kong Chief Executive Donald Tsang said at the seminar that the SAR has retained its international features, rule by law and various kinds of freedoms guaranteed by the Basic Law after its return to the motherland. "With State care and assistance, we have strived to display our unique advantages and made significant achievements widely recognized by the international community," Tsang said. The Basic Law has laid a solid foundation for Hong Kong's economic and social development and the improvement of people's livelihood, he added. Former secretary of justice Elsie Leung added that to achieve the ultimate goal of universal suffrage, and maintain prosperity and stability in Hong Kong, it is necessary to have a clear understanding of the relationship between the central government and Hong KongLeung said Hong Kong has made gradual progress in democracy in accordance with the Basic Law over the years. Since its return to the motherland in 1997, the number of members in the Election Committee, which elects the chief executive, has grown from 400 to 800; and they are from different social strata and sectors. In the Legislative Council, the number of directly elected seats has also increased from one-third in the first term to half in the third term. The Basic Law itself is a result of broad participation of Hong Kong citizens as well, Wu said, pointing out that 23 of the 59 members of the drafting committee were from Hong Kong. The full text of the draft law was made public twice for public comments. Different social strata, sectors and groups in Hong Kong came up with nearly 80,000 comments and proposals. "In other words, each and every article of the Basic Law represents the broad consensus of Hong Kong society," Wu said.

The average wedding cost in urban China hits a record of 560,000 yuan (US,572), and young couples are heavily depending on parents' financial aids to pave the way for their marriages, reported the Jiefang Daily Friday.2006 China Wedding Expo was held at Beijing Exhibition Center from August 11-13. Various wedding photos and other related wedding outfits had been exhibited during the expo. [CRI]The 560,000 yuan is based on some 60,000 valid questionnaires of a recent survey conducted by the Committee of China Wedding Expo.According the survey, the wedding related expense, honeymoon, new house and car are prime contributors to the soaring marriage cost in the urban area. The wedding related cost, including wedding picture, dress, ceremony, feast, jewelry is 139,557 yuan in average. The average costs of honeymoon and a new car are 9,227 yuan and 94,800 yuan respectively. Housing expense fuels the marriage cost by adding 308,600 yuan in average. According to the survey, 81.6 per cent of young couples' marriages are funded by their parents. No matter parents finance some of it, half of it or all of it. "Parents are the young couple's first-choice sponsor of their luxurious wedding," said Liao Junguo, the director of the data center of China Wedding Expo. "I am willing to give my boy a hand as it is a tradition of Chinese parents to take care of their children's wedding," a senior surnamed Zhang said. The skyrocketing marriage cost in urban area put many engaged couples in an awkward position when it comes to the question of getting married. Love and marriage go together like a horse and carriage, but the carriage nowadays is loaded with money.

BEIJING, March 3 -- The China Development Bank (CDB) will mainly serve medium- and long-term national development strategies even after it is transformed into a commercial bank, a senior executive said on Sunday. A China Development Bank office in Shanghai. The China Development Bank (CDB) will mainly serve medium- and long-term national development strategies even after it is transformed into a commercial bank, a senior executive said March 2, 2008.      The CDB cannot turn into a commercial bank immediately since it does not accept individual deposits now, but it will start doing so in the future, said Liu Kegu, vice governor of the bank.     The CDB is one of the three policy lenders in the country.     The CDB at the end of last year received the first 5 billion U.S. dollars of the planned 20-billion-dollar re-capitalization from Central Huijin, an investment arm incorporated into China Investment Corp (CIC).     Liu said the capital injection will not affect the CDB's credit rating since it has the best asset quality among domestic banks. It has a non-performing loan ratio below 1 percent - much lower than that of major commercial banks.     The CDB will retain its long-term credit business and the right to issue financial bonds in the interbank market.     The lender has generated controversy in the banking industry by increasingly becoming involved in commercial business in recent years.     Earlier reports said that the CDB is planning to expand into financial leasing to diversify its business. It is reported to be on the verge of acquiring Shenzhen Financial Leasing Co Ltd for 7 billion yuan, by taking a 90 percent stake.
