SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. SAN DIEGO (KGTV) - San Diego State University has instituted new protocols to keep the coronavirus from spreading on campus.Dr. Luke Wood, Vice President of Student Affairs and Campus Diversity, said they hired security to patrol the campus from Thursday through Sunday after hours, document policy violations, and send reports to staff who handle disciplinary action."There are real consequences now of our COVID-19 policies, and that can range from a warning, to suspension to even in extreme cases, expulsion," Wood said.He said they also have a wellness ambassador program they hope to expand to 50 personnel, "so that when students come on campus physically they are being greeted and welcomed to the campus. They're reminded of our policies around wearing face-masks, around social distancing."Wood said he wants to make sure SDSU doesn't join the growing list of colleges with outbreaks."We're doing everything that's within our power to make sure that we don't follow in others' footsteps," he said. "It's demonstrating we take this very seriously."Only a third of students (about 2,600) are living on campus this year, according to Wood. In-person classes have been cut from thousands to 202. SAN DIEGO (KGTV) — State officials hope California’s new 10 p.m. stay-at-home order will slow the spread of COVID-19, otherwise, another 10,000 San Diegans are projected to contract the virus in the next 10 days.That’s according to a new county-by-county forecast from Facebook, which rolled out the prediction software last month.Facebook projects L.A. County will see the second-largest increase in cases in the country by November 30. San Diego County is projected to add the 15th most cases, reaching a total of 78,594 infections by Nov. 30.The two-week forecast was released before Governor Gavin Newsom announced enhanced restrictions. Facebook will release a new two-week forecast next week.“Many other forecasts around the world are only predicting caseload at a country or state level,” said Laura McGorman with Facebook’s Data for Good team. “We’re trying to be much more local in this approach because we know so much of the COVID-19 response is in fact local.”McGorman said the forecast tool could help county and state officials plan hospital bed space, ICU capacity, ventilators and other critical supplies.The map is powered by artificial intelligence that draws on seven kinds of data. They use outside metrics like confirmed cases, doctor visits and the weather combined with information Facebook collects like a survey of people’s symptoms and GPS location data.The location data helps gauge whether people are staying home and isolating or circulating among the community, according to McGorman.Facebook only pulls data from users who opt in and no, they’re not reading your posts. All of the information, which is aggregated to the county or state level to protect privacy, is available for the public to download.The tech giant initially started Data for Good three years ago to help with disaster-relief projects, McGorman said. SAN DIEGO (KGTV) — Scripps Health in San Diego is inundated with calls from people who are worried that they might have the coronavirus.“Understandably, people are now getting upper respiratory infections and right away they're thinking is this COVID-19 so they're calling the line and we're giving them the help that they need,” says Dr. David Wetherhold.The hospital network's dedicated COVID-19 nurse line is reportedly peaking at 60 calls every 15 minutes, connecting patients to nurses for screenings. If a nurse believes that a phone call warrants a video call and the video call warrants actual testing, the nurse will assign the patient a time to park outside one of the cabanas now staged outside three of the Scripps Health clinics. The patient will then call in. “A single licensed provider will come out to your car [and] do an evaluation. They'll check your blood pressure. They'll check your temperature. They'll check your pulse and your oxygenation level and then they will obtain the COVID-19 sample which is a swab into the nose,” adds Wetherhold.Wetherhold says COVID-19 test results come back in two to four days. Positive patients will only need to return for treatment if their symptoms are unmanageable. He's also working vigorously on Scripps Health’s larger telehealth program. It was supposed to roll out over the next 18 months, but with COVID-19, it's been compressed into a few weeks. Wetherhold tells 10News that patients who are considered "at risk" are in desperate need of virtual care so that they can avoid any potential exposure to COVID-19. “The immunocompromised, transplant patients, heart failure patients or cancer patients. SAN DIEGO (KGTV) — San Diego Police say they have arrested a 23-year-old man in a fatal shooting in the East Village this week.Tyler Cosby of San Diego was arrested on Thursday for the murder of a 37-year-old man shot to death outside a downtown parking garage on Tuesday, according to SDPD.The victim, a 37-year-old white male who has yet to be publicly identified by police, was found in the area of 14th and G streets shortly after 10 p.m. Officers responding to several reports of gunshots arrived to find the man lying on the sidewalk at `1400 G St., near a parking garage entrance.The victim had at least one gunshot wound, according to police.
