SAN DIEGO (KGTV) — A woman was left laying in a gutter with a broken pelvis in Pacific Beach after a vehicle hit her and fled the scene Friday.San Diego Police say the 27-year-old woman was walking in the area of 4300 Ingraham St. at about 11:30 p.m. when a vehicle traveling northbound hit her. The vehicle fled the scene, leaving the woman in a gutter on the street when officers arrived, SDPD said.RELATED: Pedestrian killed in hit-and-run near Brown Field in Otay MesaThe woman was taken to the hospital with a fractured pelvis and multiple abrasions.There was no description of the vehicle, according to police. SAN DIEGO (KGTV) -- An Australian national and his Long Beach business partner are accused of siphoning more than million from the State of California in a years-long charter school scheme. According to the San Diego District Attorney, the pair sought out small school districts with limited experience in oversight and proposed they start online charter schools to earn more public funds. Sean McManus, 46, and Jason Schrock, 44, the CEO and president of A3 Education, along with nine other people named in the case have been indicted in San Diego County. Criminal counts include conspiracy, misappropriation of public funds, paying for student information and conflict of interest.A year-long investigation uncovered a massive scheme in which McManus and Schrock told subordinates and co-defendants to open a total of 19 charter schools in both San Diego County and statewide, according to the DA. McManus is charged with 64 counts and is facing more than 40 years in prison if convicted. Schrock is charged with 62 counts and also faces more than 40 years in prison, Stephan said. On top of creating the charter schools, both McManus and Schrock are accused of running another scam that paid athletic organizations for student information. The pair reportedly paid pre-existing youth programs as little as per student for enrollment documentation and would then enroll the students into a charter school during the summer, collecting roughly ,000 per student from the state. McManus and Schrock are then accused of transferring more than million in public charter school funds into companies the pair own or control. Instead of spending the money on education, once the money was in private bank accounts, both men are accused of using the funds for themselves and their families. According to authorities, McManus and Schrock used the money to invest in startup companies, real estate, and wired money directly to themselves or family members. Most of the money obtained from the state ended up in the pockets of McManus and Schrock, the District Attorney's office said. San Diego's District Attorney held a news conference Wednesday morning. SAN DIEGO (KGTV) — A San Diego sailor is on a mission to keep homeless veterans from going cold this winter.U.S. Navy Chief Petty Officer Gregory Ellis hopes to raise ,500 for winter jackets that convert into both sleeping bags and over-the-shoulder bags during the off-season.The jackets are made by the Detroit-based nonprofit The Empowerment Plan, which hires single parents from homeless shelters to sew the jackets. “Our homeless veteran community, many of them are very proud and don’t want to be a burden on anybody,” said Ellis.He plans to deliver the jackets to veterans staying at the Veterans Village of San Diego temporary bridge shelter, which houses nearly 200 homeless veterans. “A jacket that actually converts into a sleeping bag, that actually converts to an over-the-shoulder bag, it’s three times beneficial for them, so at least they’ll have something warm to put over their shoulders and keep them out of the elements.”Ellis says he wants veterans to know the community cares about them and is grateful for their service.You can donate to the fundraising effort here. 1099

  

SAN DIEGO (KGTV) – A suspicious backpack prompted a bomb squad response downtown Tuesday afternoon. According to San Diego Fire-Rescue, the incident unfolded around 3:30 p.m. just outside the federal building on the 800 block of Front Street. Authorities say a security guard at the building saw a man acting suspiciously before tossing a military backpack into a planter. After using special equipment to examine the bag, the bomb squad found only personal items inside the bag. The FBI said it sent agents to the scene, but that the "matter is being led by Federal Protective Services." 596
