SAN DIEGO (KGTV) -- California Gov. Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. That's more than half of the nearly 1.5 million petition signatures needed to place the recall on the ballot.But state records show just under 500,000 have been turned in so far; of those, 46,756 are from San Diego County.Recall adviser Randy Economy says interest is higher since it was revealed Newsom dined with friends at an opulent restaurant while telling state residents to stay home and not socialize."He's done this to himself," Economy says, pointing out that many business owners are upset at how Newsom has handled the coronavirus pandemic and ensuing shutdowns."More people have suffered who are the heart and soul of California and the backbone of our economy, and we basically have had it."Economy says his group does not plan to hire professional signature gatherers. Instead, they're relying on a network of 30,000 volunteers across the state. They plan to use social media and their website to gain momentum."People have paying attention," he says, "They're at home, they don't have much to do, they're always on social media..."You can download the petition. You can sign it in your home. You can have your family member sign it. You can have your neighbor sign it. It's just just real simple."But a grassroots movement may not be enough. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. It was identical to a statement he released in 2019 when facing a different recall election.In it, Newsom says the people behind the recall want to "bring Washington's broken government to California.""The last thing California needs is another wasteful special election, supported by those who demonize California's people and attack California's values," it says.When 10News presented that statement to Economy, he scoffed, adding "This man has the audacity to be able to lecture us on on politics and, and how he has been able to conduct himself behind closed doors. How dare he."Recall organizers have until mid-March to gather signatures. SAN DIEGO (KGTV) — Border water officials said Tuesday nearly 14.5 million gallons of sewage flowed into the U.S. from Tijuana after a body became trapped in a sewage system.The International Boundary Water Commission (USIBWC) said transboundary flows between about 9 p.m. on Saturday, Oct. 12, and 8 p.m. on Monday, Oct. 14, brought 14,497,873 gallons of treated and untreated wastewater from Tijuana into the Tijuana River Valley.Mexico's International Boundary Water Commission (CILA) informed their U.S. counterparts Sunday that a cleanup crew at a pump station discovered a body trapped inside one of the sewage intake screens, causing a backup and sewage to overflow.RELATED: San Diego leaders present plan to solve Mexican sewage problem"Police got involved and cordoned off the area preventing any activity in the crime area while the investigation continued. A body was trapped inside the intake screens. This caused trash to build up and plug the structure and overflow into the U.S.," the USIBWC's Dawi Dakhil said in an email.It wasn't immediately clear how the person became trapped in the system.The scene was cleared Monday and Mexico water officials rebuilt a temporary berm, or raised bank, to stop the overflow.The CILA pump station was operational as sewage flowed across the border, according to USIBWC.Last month, San Diego officials introduced a 4-million plan to the White House to address the flow of sewage from Mexico into the U.S. The centerpiece was a treatment facility that could process 163 million gallons of runoff per day, with the aim of reducing border sewage flow days from 138 to 12.Officials were reportedly looking into various sources to fund the project, which would likely require help from Congressional leaders.Days after the plan was presented, a broken water line in Tijuana sent a mix of potable water and untreated sewage across the border into the U.S. 1913

SAN DIEGO (KGTV) -- Data obtained by ABC 10News showed there were more than 150 complaints made to 211 involving a Pacific Beach gym’s violations of public health orders.The data regarding The Gym was compiled starting April 8; overall, there were more than 9,300 complaints from that time period involving violations of public health orders throughout San Diego County.Troy Kahle said he and his husband have been members of The Gym, located on 2949 Garnet Ave., for more than 20 years. Kahle is also a COVID-19 survivor, and he said he’s not sure how he contracted the virus.Kahle has not been to The Gym since he went to the hospital. His husband last went on July 3, and decided it was not safe.RELATED: County confirms coronavirus outbreak at Pacific Beach gym"There are no safety barriers, there are no hand sanitizers, no one is wearing a mask, and no one is socially distancing," Kahle said, passing along what his husband told him from his July 3 gym visit.On July 15, public health orders forced several businesses to close indoor operations, including gyms. But Kahle said they noticed The Gym kept their doors open.Kahle and his husband notified 211 about The Gym's indoor activities on more than one occasion. He said their goal was to prevent the spread of the virus."I can't believe they stayed open as long as they have," Kahle said.During Wednesday's news conference, San Diego County Public Health Officer Dr. Wilma Wooten confirmed there was an outbreak associated with The Gym.The county had ordered it to close last week; The Gym closed on Monday."Last week, when we were working with them to close, we didn't know there was an outbreak there," Wooten said. SAN DIEGO (KGTV) — As President Trump and Democratic lawmakers battle over funding for the president's border wall project, construction at the border is already slated to begin early this year.Texas-based construction company SLSCO was awarded 7 million last month for a series of wall projects along the U.S.-Mexico border in California beginning in February. The contracts include up to 14 miles of secondary wall and 15 miles of primary pedestrian replacement wall in the San Diego, Yuma, and El Centro sectors.A Border Patrol spokesperson said construction of a primary pedestrian wall was already approved, though could not comment as to whether secondary wall construction was previously approved or tied directly to President Trump's Executive Order for a continuous border wall.RELATED: Roughly 150 migrants attempt to climb border fence, throw rocks at Border Patrol agentsIn February 2019, construction on 14 miles of secondary wall will start adjacent to San Diego's primary fence replacement project that is currently underway. That primary fence construction began in June about one-half mile from the Pacific Ocean, extending east to the base of Otay Mountain. SLSCO is also in charge of that project.Then in July 2019, construction on 15 miles of pedestrian replacement wall will start, with 11 miles in Calexico, three miles in Tecate, and one mile in Andrade. SAN DIEGO (KGTV) -- Authorities in California have identified the sailor who died after being struck by a spinning helicopter blade as 32-year-old Lt. James Mazzuchelli.Mazzuchelli was a flight surgeon assigned to Marine Light Attack Helicopter Squadron 267, Marine Aircraft Group 39 and was stationed at MCAS Camp Pendleton.Mazzuchelli is from Orange Park, Florida and was previously deployed to Japan.“Lt. James Mazzuchelli was an incredibly talented physician and Sailor,” said Col. Matthew Mowery, commanding officer of MAG-39. “His contagious enthusiasm, motivation, and love for the Marines and Sailors of HMLA-267 and MAG-39 has been evident in the outpouring of grief at his loss and the support being shown to his family and close friends. His willingness to join the Navy and elect to serve faithfully with the Marines should give a sense of pride to all of us who serve our country that we are surrounded by heroes every day. James and his contribution to our Corps will be sorely missed."The sailor died Saturday morning after being hit by the spinning tail rotor blade of a UH-01Y Venom Marine helicopter.The incident is currently under investigation. 1182
