A group of California lawmakers is raising new questions about what the state is getting in return for the billions of dollars it has spent combating its homeless crisis.The seven lawmakers, all Republicans, are calling for an audit that will need bipartisan support to get going. In the last two years, California has invested .7 billion on homelessness, and Gov. Gavin Newsom is budgeting an additional .4 billion in next year's budget. Meanwhile, the Federal Department of Housing and Urban Development says California's homeless population increased by 16 percent last year, or 21,306 people. "I don't know where that money is going, and it's being approved by the legislature," said State Sen. Brian Jones, Republican of San Diego County's 38th district, who is calling for the audit. "So if I don't know where it's going, how can the taxpayers know where it's going?"Newsom's office did not immediately respond to a request for comment. Last week, Newsom unveiled a proposal for .4 billion to overhaul medi-cal and create a new fund that would serve in part to help people on the brink of homelessness make rent. San Diego homeless advocate Michael McConnell, who is not a member of a political party, said he has been asking many of the questions those seeking the audit are raising. "We know the big buckets that the money just kind of disappears into, but what we don't do is we don't follow it all the way through to see how many folks were actually getting out of homelessness," he said. The state's Joint Legislative Audit Committee, comprised mostly of Democrats, will consider the audit request at its Feb. 19 meeting. A Christmas display that's a little too life-like has led to some panicked calls to 911.Chris Heerlein of Austin, Texas, recreated the famous scene of Clark Griswold hanging from the roof in the 1989 movie "National Lampoon's Christmas Vacation." For a week, a dummy has been hanging perilously from the side of his house, unable to reach a ladder that's fallen.The knock-off was a bit too good. Last week, a day after the installation, Alfred Norwood Jr. stopped his car, jumped out and ran to help the man hanging from the roof.The tense moment was captured on the Heerlein's Nest camera."Can you reach it? Can you reach it?" Norwood calls up to the man on the roof, as seen in the video. "Help!" he yells toward the street, turns away and runs back to call the police.When Heerlein found out what happened, he and his family tracked down the good Samaritan to let him know the dummy was fine and thanked him for his efforts."The thing was out there only one day, and Alfred was running to save this man's life. Alfred is a veteran and it was his instinct. He was the only one who jumped out and tried to help," Heerlein told CNN on Monday."He thought the guy might have been electrocuted by the lights ... but the dummy wasn't responding," Heerlein said.A police officer who came to the door after the mixup said police had received several calls about the Christmas display saying there was a man hanging from the roof.After the attempted Clark Griswold rescue, Heerlein said he put up a sign letting people know Griswold is fine."Clark G. is part of our Christmas display. Please don't call 911," reads the sign. "That so far has been sufficient," Heerlein said.The homeowner and the good Samaritan reunited on Monday, a week after the incident. Norwood was rewarded for his efforts.Norwood was the only person to stop and try to save the man, Heerlein said. Norwood served in the US Air Force and was assigned at the former Bergstrom Air Force Base, according to Heerlein."At the end of the day we were able to contact him and had him over to the house and thanked him for his service. And gave him a gift card," Heerlein said.Norwood is now subscribed to a chili of the month club. It's a fitting gift inspired by the movie: Griswold received a jelly of the month subscription as a Christmas bonus from his boss.When Heerlein first talked to the veteran on the phone, he asked if he needed anything. Norwood said he wanted to buy some groceries because he hardly had money to buy food. Heerlein gave him a 0 gift card for groceries when they met."Ultimately it's awesome that in this day and age there's a real quality human being out there," Heerlein said. "He's a hero in one sense. A federal prosecutor who was helping lead the investigation into the origins of the Trump-Russia probe has resigned from the Justice Department. Nora Dannehy was a top prosecutor on a team led by U.S. Attorney John Durham of Connecticut, who was appointed last year to lead an investigation into how the FBI and other federal agencies set out to investigate Russian interference in the 2016 presidential election and whether the Trump campaign had coordinated with the Kremlin. A spokesman for the U.S. Attorney’s office in Connecticut has confirmed Dannehy’s departure but declined to comment further. The Hartford Courant first reported Dannehy's resignation. 669

A man and a woman were arrested in Arkansas on Tuesday after the woman's 1-year-old child was found dead in their bedroom closet. Fayetteville Police say that 21-year-old Tyler Hobbs called dispatchers stating that the child fell down the stairs and started seizing. He said that he performed CPR on the child but could not revive the child. Hobbs told police, “It happened a few days ago.” He explained that he got scared and did not know what to do.When officers arrived on the scene, they spoke with Hobbs and the child’s mother, 21-year-old Maria Giron-Molina.Inside the closet of the bedroom where the couple slept, officers found the child's body decomposing inside a plastic container that was covered with blankets.Hobbs later admitted to investigators that the child was crying uncontrollably and that it was giving him a headache. The child then knocked a picture frame and lamp off of a bedside table. Angered at the child’s refusal to calm down, police say that Hobbs picked the child up and covered its mouth with his hand to “muffle” the crying.Hobbs told investigators that the child hit and scratched him, so he shook the child back-and-forth. Hobbs said he blacked out, and when he “came to”, he saw the child was not breathing.He then performed CPR to attempt to revive the child. His initial effort was successful, but ultimately the child died without ever receiving medical attention, according to police.Hobbs said he was under the influence of marijuana at the time of the child’s death. He expressed remorse for his actions, and he said he did not intend to harm the child, police say.Hobbs was arrested for first-degree murder and abuse of a corpse. Giron-Molina was arrested for abuse of a corpse. 1761

A crowd of about 250 protesters on the University of North Carolina at Chapel Hill's campus knocked over the controversial Silent Sam Confederate statue, according to the university.A video and pictures from a student shows the statue coming down on Monday as students chant "I believe that we will win." Video footage from WRAL-TV shows protesters putting up poles and banners around the statue during daylight. By nightfall, video from WRAL shows the statue falling down and students cheering.
