SAN DIEGO (KGTV)- Assembly Bill 5 (AB 5) may pose a new threat in plans for at-home learning this fall.AB 5 was created to help turn some gig workers, or freelancers turn into employees with benefits.The bill has been met with controversy as it has impacted thousands of freelance workers across California, and now it could change how tutors can be hired.“Many parents are scrambling right now to find out how do they help their children keep pace,” said Carl DeMaio, Chairman of Reform California.DeMaio held a press conference in Escondido with a group of parents, teachers, and education advocates by his side, calling for California Gov. (KGTV) - An East County woman was devastated to find out the money she spent to buy a new cat likely went to con artists.“I just felt like I lost my sense of love for humanity,” Suzi Moon told Team 10. Moon’s Maine Coon cat, Teka, recently passed away. She was 15-years-old and a longtime member of her family.“He was the best cat ever,” Moon said. When he died, she was heartbroken.“I was in an emotional mode,” Moon said. “I wanted to get another one because I just was so used to that cat.”Moon searched online and found a website that advertised pure Maine Coone cats. She emailed the website and got a response. “They emailed me back and this cat that I saw on the website was a gray cat. Beautiful,” she said.She also spoke to someone on the phone, who sounded legitimate. The man asked her questions, such as whether or not she was having the cat indoors and if she was declawing the cat. Moon eventually scraped up 0 and sent the money through Zelle, something she now regrets.The day the supposed seller was supposed to ship the cat to her, he asked for more money for a special crate. “We need to have you cash app, send ,000 more,” Moon said. After back and forth with the seller and refusing to pay more, Moon said they eventually blocked her number. The 0 she paid was gone. The website, puremainecoons.com, is no longer active. Team 10 found the website on petscams.com, a site that bills itself as a pet watchdog website. The Better Business Bureau said pets are the top scam when it comes to online purchases. The average loss is 0. Moon wanted to share her mistake with others in hopes nobody else falls victim to this scam.“I just felt violated. There [are] people out there taking advantage like that. It’s disgusting,” Moon said.Team 10 called the person Moon said she spoke with about the cat. That man hung up before answering any questions. The BBB suggests do not buy a pet without seeing it in person. The organization also recommends conducting an internet search of the photo. San Diego (KGTV)- There are no regrets for a San Diego man who risked his life when he stumbled on a wreck in the middle of last week's rainstorm. "If you ask me, I probably would have done it again," says Victor Ruvalcava. On a rainy Wednesday morning, Dec. 4th, Ruvalcava says he saw a car flip over on Interstate 8 in Mission Valley. The young driver was ejected from the car. "I park behind his car, get out to see if he's ok, I asked him hey is there anyone else in the car. He didn't respond," says Ruvalcava. "I look towards the car, and that's when I get hit by the SUV."He was thrown about 100 feet after that SUV slammed into him. Ruvalcava spent days in the hospital with several injuries, which include a collapsed lung, broken ribs, and leg. While in the hospital, he says the young man he stopped to help, and his family came to visit him. He says they were "extremely thankful." CHP says for safety reasons, they don't recommend drivers stopping to help crash victims on a busy freeway. They should call 911. But Ruvalcava says he'd do it all over again. SAN DIEGO (KGTV): A vacant lot next to the College-Rolando area library has become a dumping ground for homeless people and their trash. Now neighbors are fed up and want the owners to do something about it."My house is not even this trashy," says Erin Webster, who visits the library every day. "I keep my house clean. I think we should keep this whole community clean."The lot, at 6650 Montezuma Road, is owned by 52 Blue Falcon LLC, an investment group. They've filed paperwork with the city to build a 4-story Holiday Inn Express on the property. They're still waiting for final city approval."Everybody's trying to get through this process as quickly as possible," says Jeannette Temple with the Atlantis Group, who is a consultant on the project.In the meantime, homeless people have broken through the fence blocking off the lot. There are piles of mattresses, food, tents, electronics and other garbage piled up on every side.Temple told 10News the owners hired a cleaning company to come this week and remove the trash. She also says they have contracted with a security company to come twice a day and kick out anyone who doesn't belong.She says they welcome the complaints from the community and the owners want to know when things aren't right."We appreciate their eyes and ears because we don't want anything bad to happen at the property either," says Temple.Temple says the owners hope to start construction on the hotel at the start of 2019 and it should take about 18 months to finish.City of San Diego representatives say there are ways people can report problem properties in their neighborhood. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now.
