YUZHOU, Henan, Oct. 16 (Xinhua) -- Scores of rescuers on Saturday night slowly made their way through dust-filled underground tunnels to continue searching for 16 miners who were trapped following a coal mine gas leak in central China's Henan province.Twenty-one miners have been confirmed dead in the accident, local work safety authorities said, while 239 out of the 276 miners who were working underground escaped after the gas leak occurred at about 6 a.m. in a small coal mine in Yuzhou city."The thick dust in the shaft is hampering the rescue. We must clear the dust first. We have located the trapped miners already," said Du Bo, an engineer with the mine's parent company who participated in the rescue. He said more than 2,500 tonnes of coal dust were in the pit due to damage caused by the gas leak. The conditions of the missing miners remains unknown. Officials said the miners were located 50 to 80 meters down the shaft from the entrance to the pit."Fortunately, there was no gas explosion. Otherwise, the consequence would be disastrous," a rescuer surnamed Wang told reporters. He said most of the victims were believed to have suffocated.Officials said work crews are struggling to retrieve the remains of the victims from the mine. The mine is owned by Pingyu Coal & Electric Co. Ltd., a company jointly established by four investors, including Zhong Ping Energy Chemical Group and China Power Investment Corp. It was hit by a similar gas and coal leak in 2008. Twenty-three people died in that accident.Ironically, miners were working underground to improve accident prevention measures when the gas leak occurred on Saturday.Billboards reading "Safety is a fortune of the family; Safety is of heavenly importance to our miners" hung at the entrance of the mine.Guo Gengmao, governor of Henan, and Luo Lin, head of the State Administration of Work Safety, supervised the rescue efforts.Authorities are investigating the cause of the gas burst. The accident occurred as people around the globe watched in awe during the rescue of 33 Chilean miners trapped underground for more than two months. China's work safety officials and experts said there are lessons to learn from Chile's dramatic rescue."Mining accidents in China usually claim heavy loss of lives. The lack of modern emergency response systems is a key factor," said Liu Tiemin, a researcher with the China Academy of Safety Sciences and Technology.Gas leaks in China's coal mines left 341 people dead in the first half of this year.Of note, the fatality rates have actually decreased in recent months as the country's senior officials ordered the industry to strengthen safety measures.China closed 7,466 illegal mines in four years, from 2006 to 2009. Mine operators are required to obtain all operational permits and have safety systems installed.

BEIJING, Oct. 16 (Xinhua) -- When the 18 farmers in east China's Anhui Province, their bellies rumbling, stamped red fingerprints on the land-contracting agreement three decades ago, they never expected they might be making history."We had no other choice," said 70-year-old Yan Lixue. Prior to World Food Day this Saturday, he recalled the bitterness and successes from those past days. The elderly man used to be head of the production team at Xiaogang Village in Fengyang County. At that time, Fengyang was dubbed the "hometown of beggars", and was infamous for its poverty. It was the hometown of Zhu Yuanzhang, the first emperor (1368-98) of the Ming Dynasty. Ironically, Zhu, started as an insurrectionary army leader, though he used to be a beggar, too. The local opera in Fengyang was said to be sung for begging, at the beginning. With stubble on his square chin, Yan said his only memory of those days was hunger."At that time, we ate from the 'big cooking pot'," he recalled. The "big cooking pot" referred to the public kitchen. Establishment of the Peoples' Commune was made official state policy in 1958. In the Commune, everything was shared and people were encouraged to eat in the commune's kitchen. Private cooking was then banned and replaced by communal dining. But the food from the "big cooking pot" was not enough. In Yan's memory, the days were horrible when there were fewer than 0.25 kilograms of grain per person."Sometimes people ate wild herbs or bark from the trees," he said.As a result, 67 people died of hunger during the Great Leap Forward from 1959 to 1961 when six out of over 30 households in Xiaogang disappeared. In Fengyang, 90,000 people, or one in four people, died."Sometimes you would see a person tumble and never stand up again," Yan said. The nightmare was shared by another villager, Guan Youjiang."I had four children. When they cried with hunger, my heart ached," he recalled. In his home there were only pots and beds.Yan went out to beg in 1976. At first he begged in nearby Huaiyuan County, and then roamed further to the richer Jiangsu and Zhejiang provinces. He then refused to lead the production team any more. "The young people mostly went out to beg and few were left to work on the field."In fact, they were not allowed to beg all year long. "We took turns going out. There had to be someone working for the village."Realizing that they could starve to death, Yan believed that they had nothing to lose, although "signing the land contracting agreement could mean severe penalties, like imprisonment or even execution," he said.

MATYBULAK RANGE, Kazakhstan, Sept. 16 (Xinhua) -- Ma Xiaotian, chief commander of the 1,000 Chinese troops taking part in the "Peace Mission 2010" in south Kazakhstan said Thursday that the ongoing military exercise of the Shanghai Cooperation Organization (SCO) is purely a strategic action against terrorism.MAJOR CONTRIBUTIONS TO REGIONAL, WORLD PEACE"Peace Mission 2010" involves 5,000 troops from five of the six SCO member states -- China, Kazakhstan, Kyrgyzstan, Russia and Tajikistan -- from Sept. 9 to 25. Uzbekistan is not taking part. The ongoing exericse never targets or constitutes a threat to any country, Ma emphasized.Ma, who is also deputy chief of the People's Liberation Army General Staff, said China's purpose in taking part in the military drills was the same as the previous six military exercises launched under the SCO framework."We aim to put in place a common understanding among SCO member states to further strengthen cooperation in various aspects, including national defense cooperation, maintaining regional security, peace and stability, and to show the resolution, willingness and capability of the SCO member states to fight the three evil forces of extremism, separatism and terrorism," Ma said.CHINA'S NEW EQUIPMENTMa said the Chinese weaponry used in the exercises were all new and by and large represented the latest development of Chinese troops' equipment.Ma said China had three goals in using the new equipment.Firstly, it showed China attached high importance to this joint exercise and defense cooperation among SCO member states, he said.Secondly, it indicated Chinese troops' determination, will and capability to strike terrorism. And thirdly, it promoted military transparency, Ma said.According to the Chinese general, the Chinese air troops were assembled home in Chinese territory and took part in the exercises by long-distance projection, which was the first time in the history of Chinese air forces.By contacting the troops of the other countries in the exercises, Chinese troops had also learned a lot of good practices and experiences, Ma said.JOINT DRILL ADVANCES SMOOTHLYMa said the massive joint drill had unfolded successfully at present. He said the troops had staged two joint training sessions with cooperation of command personnel and troops of all sides."The process of cooperation is also a process of mutual learning and understanding. It has become more smooth and much better," Ma said, "The next step is to switch to live firing and nighttime exercises once the conditions allow."KAZAKHSTAN'S EFFORTS FOR DRILLS' SUCCESS LAUDEDMa highly appreciated the efforts made by the Kazakh side to ensure the success of the anti-terror exercises. He said that Kazakhstan, as the host country, had made full preparations and arrangements for the drills in various aspects, including overall planning, force delivery, preparations for the drilling grounds, the designs of military field camps, and logistics support.EQUALITY, CONSULTATION, MUTUAL BENEFITWhen asked whether the drills were "dominated" by China and Russia, Ma said, before the drills started, all the five participating countries had jointly held four rounds of consultation and participated in the overall planning and designs of the drills. The principles of equality, consultation and mutual benefit were demonstrated and followed both during pre-drill training and the drills, Ma said. The common desire and consensus of the SCO member countries were reflected in the drills and requirements from each participating country had been taken into account, he said.He also noted that the succes of the SCO drills relied on the concerted efforts made by each participating member country.Joint anti-terror drills of the SCO entered the second phase on Monday at the Matybulak range near the largest Kazakh city of Almaty.
