SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday.For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school.An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon.After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting.The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday.The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

SAN DIEGO (KGTV) — Alcohol giant Constellation Brands is bidding bon voyage to San Diego-born Ballast Point.The company announced Tuesday it will be selling Ballast Point Brewing Company to Chicago-based Kings & Convicts Brewing Company for an undisclosed amount. SAN DIEGO (KGTV) - A San Diego mom is hoping the county's new plan to provide more affordable housing will help keep her off the street. Leticia Rodriguez, her mom, and two kids have been living in Rodriguez's van the last several months, but right now the van is in the shop. They're hoping to get into the San Diego Rescue Mission. It would be their first time sleeping at a shelter."You have to come back at  5 ' o'clock and line up and you know, wait to get in, every day, until you get a bed," said Rodriguez. Rodriguez makes  an hour as a team leader at Jack N' The Box. She's been looking for a place she can afford for more than a year. "You can get a studio for 0 then you're lucky, but then they say how many are you? Then they say, that's too many," said Rodriguez. Tuesday the San Diego County Board of Supervisors voted unanimously to set up a million dollar trust fund for the county to use to invest in affordable housing. The vote followed a brief presentation by staff detailing the housing-related hurdles in the San Diego region, including that more than 3,500 affordable units have been lost in the last 20 years. 1192

SAN DIEGO (KGTV) -- Amazing artwork emerged after looters damaged windows and buildings following the peaceful protests in La Mesa in May. Many of the paintings were removed during restoration. Now, two local organizations are coming together to help artists preserve their pieces.The Preserve Community Art! Program is an initiative put on by the Balboa Art Conservation Center and ARTS, which stands for A Reason to Survive."We thought really hard about what we can do to contribute to the conversation beyond just making a statement of solidarity," says Bianca Garcia with the BACC.The pieces they are trying to preserve emerged from local social justice movements in our community illustrated by local artists."The art that is coming out of the movements, black lives matter, is sitting at the forefront," says James Halliday, Executive Director of ARTS. "We see the murals and writings of those words on public streets; it creates a really interesting dynamic."Halliday says the pieces are important because they capture moments in time and show the generation's demands.The BACC says that it won't just be displayed in the museums because of the uniqueness of the artwork.If there are any local artists interested in preserving their work with the program, they can email program directors at communityarts@bacc.org. 1330

SAN DIEGO (KGTV) - An inmate at R.J. Donovan State Prison has filed a lawsuit against the California Department of Corrections and Rehabilitation.Anand Jon Alexander filed the complaint on Monday, alleging prison officials failed to keep him safe and to provide adequate medical care after he was assaulted behind bars.In the complaint, Alexander claims he was attacked by another inmate while waiting to make a phone call on May 18, 2019. He was allegedly stabbed multiple times in the face and kicked on the ground.After the attack he sustained “five facial fractures, a lower orbital floor blowout, sinus and nasal fractures, a deviated septum, a 50% abrasion to the right cornea, long term impairment of his vision and respiration, serious nerve damage, PTSD” according to the complaint.Alexander is 12 years in to a 59 year sentence after he was convicted of rape in 2008.An up and coming fashion designer, Alexander had been featured on “America’s Next Top Model” and was listed in Newsweek’s “Who’s Next in 2007.”But his career was put on hold after being accused by multiple women of sexual assault.Many of the charges were dropped, but he was convicted on one count of rape and 15 other counts following a trial in Los Angeles. The jury found him not guilty or were hung on several other counts.Alexander has maintained his innocence. In the complaint, his lawyer writes he “has acknowledged the existence of blurred lines between his personal and professional relationships…Nevertheless, he holds steadfast to his innocence.”The American Justice Alliance, a group which seeks to free prisoners who have been wrongfully convicted, submitted an amicus brief to the Federal Central District Court.In it, they wrote Alexander “was targeted by a collusion of disgruntled business associates and some former girlfriends, who have admitted they were out to “bring him down,” and “get revenge,” seeking notoriety and monetary benefits. He was then subject to a prosecution and trial riddled with extraordinary police misconduct.”The lawsuit names CDCR as well as Marcus Pollard, the Warden of R.J. Donovan Correctional Facility and Daniel Paramo, the former Warden.It alleges prison officials failed to protect Alexander from harm and after he was injured gave “deliberate indifference to Mr. Alexander’s medical condition.”They are seeking unspecified monetary damages and a jury trial.So far, no criminal charges have been filed against the assailant. 10News reached out to CDCR for comment but had not heard back before the story was published. 2557
