SAN DIEGO (KGTV) - San Diego Unified School District's Board of Education approved million in safety upgrades this week.The upgrades will be expedited for installation as well, and include things like security cameras, fencing, locks and gates, and notification systems."We proposed several significant changes that were adopted by the Board of Education at its meeting this week. These changes include fast-tracking several security upgrades at school sites. So far, nine juveniles have been criminally charged in the cases.Marten said in the letter that parents have been reaching out since the Florida tragedy to offer suggestions to safety procedures at the district's schools.The district also focuses on improving school climates for students venerable from becoming disconnected from their peers, according to Marten. SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. SAN DIEGO (KGTV) -- San Diego residents will have their chance to weigh in on the county's .4 billion budget for the fiscal year 2020-21, during two virtual public hearings this week.The proposed budget includes 0 million dedicated to testing, medical supplies, food distribution, and other needs related to the COVID-19 public health crisis. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

SAN DIEGO (KGTV) - Several San Diego families got their loved ones home in time for the holidays.The Crew of the Future USS Tulsa arrived in San Diego Wednesday.  The ship is a brand new littoral combat ship that completed its maiden voyage from the Austal Shipyard in Mobile Alabama.The crew, from San Diego, had been gone for eight months. Before arriving in San Diego, the ship made several port calls and completed a successful transit through the Panama Canal.The ship’s commissioning ceremony is scheduled for Feb. 16, 2019, in San Francisco.  That is when the vessel will officially join the fleet. 628
