"This is just another way to do it."Kaylee Kiff owns The Dance Spot in Chula Vista. She says she applied for the permit as soon as she heard about the program. She began holding classes at Otay Lakes Park just a few days later.Kiff says it saved her business."This was the first time I really felt supported as a business," Kiff says of the new rule. "I understand why we shut down, and I was happy to do it. But when it got to the point where I would lose my business, I'm just looking for any lifeline I could get. The county really was that lifeline."A county spokesperson didn't say how many more businesses or houses of worship have applied for the fee-free permits, but told ABC 10News other applications are in process for approval.Since the county changed its rules, several other cities have followed suit, including San Diego, El Cajon, Coronado, La Mesa, and Oceanside. It will close up for good Saturday. The apparent reason for the closing is one regular Robert Green knows well. Several customers who have asked employees why it's closing have been told an increase in homeless individuals are turning off customers, leading to a decline in sales."There are people camped out there all day. I noticed an uptick starting about five years ago," said Green."When I have family and friends that come in, they walk by and say, 'Let's go to another one,'" Clegg added.The closing comes some seven months after Starbucks announced customers would no longer be required to buy something to use the restroom or hang out. Critics said the policy could attract more homeless. Closures like this one are likely to add fuel to the debate."You hate for this business to go out with a whimper," said Green.The Starbucks opened up 13 years ago during the renovation of the North Park Theatre. Green was on the planning committee that approved the redevelopment project."They stuck out their necks. They were one of the first businesses in. They were a catalyst," said Green. Green says the long morning lines he saw at the Starbucks five years ago have disappeared. He hopes the closure won't be sign of things to come."A lot of people have put a lot of work and money into this neighborhood ... SAN DIEGO (KGTV) -- Across California, the total number of COVID-19 cases are climbing.According to the California Department of Public Health (CDPH), the most recent statistics on COVID-19 show California's positivity rate is trending modestly upward in the 14-day average. The CDPH said hospitalization rates over the long term are showing a slight uptick in the 14-day average.If you want to know specific outbreak locations, many county public health officials we spoke with won't tell you, unless they decide it's relevant.On June 18, San Diego County Supervisor Nathan Fletcher was asked about the locations of recent community outbreaks. In response to the question, Fletcher said, "When we think that there is a danger to the public, then we will share a location. If there's something specific that the public needs to know, then we will, of course, do that. "But, to arbitrarily do that can undermine the confidence of people to cooperate with our contact racing investigations and would ultimately be more negative to our ability to slow the spread of coronavirus, then it would be positive," said Fletcher. "I understand the curiosity, and I understand the desire to know, but ultimately we have to make decisions we think in totality will balance out, giving us the best ability to confront the public health challenges that we face."Just north of San Diego County, the Los Angeles County Department of Public Health is taking a different approach.The county's COVID-19 website shares information about nursing homes and homeless shelters that meet certain positive test criteria. It also includes locations such as workplaces and food and retail stores that have met certain positive test criteria.ABC 10News Reporter Adam Racusin checked with several counties in California on their policies for releasing information about specific locations to the public and whether or not they share information like Los Angeles County.A spokesperson for the County of Santa Barbara said, "We do not list this information for the public. At this point, our Disease Control Team has determined that there is no added value to sharing this information as our contact tracers do a very thorough job. In the past, we've listed locations for communicable illnesses like measles, but COVID-19 has not proven to be infectious in the same way at this point in time."In San Luis Obispo County a spokesperson for public health wrote, "Our County Public Health Department does not plan to release specific details about the locations of businesses, gatherings and events (including protests) that may be connected with a cluster of cases, especially if those details could potentially be used to identify individuals involved. We may release general information, if we feel it will protect the health and safety of our community.""For instance, if we think there is a potential for wider exposure that may lead members of the public to believe that they were exposed or at higher risk. The only exception to this policy is that we HAVE released when a case, or cases have been linked to a residential care facility as those are known places where disease transmission is both common and serious due to the residential nature of the location and the fragility of the people living there," the spokesperson said."We are working diligently to trace contacts and identify any and all individuals who may be connected to known cases, and their personal privacy is a priority," the spokesperson said."At this time, due to the stance outlined above, I don't anticipate that we would move to a listing like what LA County has adopted, but I will share this website with our team for future consideration," the spokesperson said.A spokesperson for Kern County told us "No, this information is not available. If there is a relevant community exposure, the community is alerted. SAN DIEGO (KGTV) - An old airport terminal turned innovation lab hopes to ultimately improve the customer experience at San Diego International Airport (SAN).The second group of innovators has begun the 16-week accelerator program to "field test" and develop their concepts in a real-world airport environment.The Innovation Lab was launched to reduce barriers for innovators to break into the aviation industry. Its goals are to develop concepts that can enhance the passenger experience, improve operational efficiency, increase revenues and/or decrease costs. The 3,500-square-foot space offers a functional mini-terminal area with ticket counters and a bag claim carousel, all without passenger or security concerns to work around."We wanted to provide a location where we could invite innovators in to test their solutions," said Rebecca Bloomfield, spokesperson for SAN. Jon Wisner, Director of Business Development & Partnerships at HOHM Inc., says they've already gotten good feedback on a sleeping pod they hope to bring to airports. "What we are trying to validate is the best usage for the pod - whether it be used for a nap, lactation room, or privacy just in general, meditation, prayer," said Wisner. SAN DIEGO (KGTV) — An orphaned puppy at a local animal rescue will receive a state-of-the-art heart surgery to repair a rare heart murmur.Helen Woodward Animal Center said Tuesday Cowboy, a terrier-blend brought to the center last October, has an irregular heart rhythm, so intense that veterinary staff could actually feel a distinct and loud rumble if their hands were placed on his chest.The puppy was brought into the center with his mother and five siblings, all of whom have found new homes.RELATED: Puppies found abandoned in Escondido park adopted out to new homesSince Cowboy arrived at Helen Woodward, he's been cared for by center staff and a foster owner and administered a medication called Atenolol to take pressure off his heart.“We care deeply about every single orphan pet that comes into our care and go to great lengths to make sure that each one of these wonderful animals has the chance to live a long, healthy and happy life with a loving forever family,” Jennifer Shorey, Helen Woodward Animal Center Director of Operations, said. “When we learned about Cowboy’s unique condition, we didn’t hesitate to find him the expert care he needs.
