The report, conducted by the National Low Income Housing Coalition, named the San Diego-Carlsbad metro the fifth most expensive area for housing in the state. SAN DIEGO (KGTV) -- San Diego County sheriff's deputies fished a man out of the ocean in Del Mar who they say rammed a Border Patrol truck at the end of a dangerous chase.According to the San Diego County Sheriff's Department's North Coastal Station, it all started when deputies tried to pull the man over in a blue Smart car driving with no lights or a license plate.The driver failed to stop and took out a road sign then drove the wrong way down Coast Boulevard in Del Mar around 1:30 a.m. Thursday.A few minutes later, the man crashed into a Border Patrol truck at the dead-end of 15th Street. No one was inside the truck at the time.Border Patrol agents spotted the driver running towards the beach.The man jumped over the bluffs' edge and plunged naked into the water, where he spent two hours in the surf.He was taken into custody after he was fished out of the ocean by a Border Patrol boat around 4:15 a.m.Deputies are currently attempting to identify the suspect. 982

SAN DIEGO (KGTV) -- San Diego Police Chief David Nisleit has ordered an internal investigation into a controversial arrest that is making the rounds on social media. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. (WATCH VIDEO IN PLAYER ABOVE STORY)The woman detained in the video is a 20-year-old biracial San Diego State University student, Shayla Piccini. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. After several hours, the group was walking back to their car when Shayla saw several police motorcycles driving past them. At that moment, Shayla held up her cardboard sign, according to her mother. 1060
