BEIJING, April 13 (Xinhua) -- China's top economic planner said late Tuesday it would raise prices of gasoline and diesel both by 320 yuan (46.88 U.S. dollars) per tonne from April 14.This comes as the first such move in nearly five months since it raised gasoline and diesel prices both by 480 yuan per tonne in November 2009.The benchmark price of gasoline will be 7420 yuan per tonne and diesel 6680 yuan per tonne, according to the National Development and Reform Commission (NDRC).The price rises translate into mark-ups of 0.24 yuan and 0.27 yuan per liter, the measurement used at service stations in China. Photo taken in the wee hours on April 14, 2010 shows the price board at a gas station in Shenyang, northeast China's Liaoning Province. The National Development and Reform Commission (NDRC), China's top economic planner, said late Tuesday it would raise prices of gasoline and diesel both by 320 yuan (46.88 U.S. dollars) per tonne from April 14.China adopted a new oil pricing mechanism at the start of 2009 that allows the NDRC to adjust retail fuel prices when the international crude oil price changes more than four percent over 22 straight work days.International crude oil prices had kept rising since mid-February, and the 22-day moving average of global crude oil prices had gone above four percent, said Cao Changqing, head of the NDRC's pricing department. The decision was also made based on domestic economic conditions and oil consumers' ability to shoulder price rises, he said. After the price change, the government would continue to grant subsidies to farmers and the sectors of fishing, forestry, public transportation. Taxi drivers would also get a temporary subsidy.

BEIJING, June 8 -- South China's Guangdong province has taken the lead in the country by introducing a new accumulating points system to grant urban hukou, or household registration, to migrant workers. The province plans to attract 1.8 million migrant workers to become urban residents via the points accumulation system before the end of 2012, according to Lin Wangping, deputy director-general of the Guangdong provincial bureau of human resources and social security."In addition to helping speed up the province's urban construction, the accumulating points system aims to let more migrant workers share in the province's economic growth achievements together with urban residents and help build a harmonious society," Lin said at a press conference on Monday."Guangdong encourages more farmer-workers to settle down in cities and become urban residents in the upcoming years," she said.Guangdong aims to achieve an urbanization target of 67.5 percent by the end of 2012.And mass events and social conflicts will be avoided or reduced in the years ahead when the province's large number of farmers-turned workers can enjoy the same social treatment as their urban counterparts, she said.Currently, farmers and migrant workers cannot enjoy the same treatment as their urban counterparts in employment, education, medical treatment, social security and related fields in the society.

HANGZHOU, March 28 (Xinhua) -- China's Ministry of Water Resources (MWR) said Sunday the country will step up water conservation infrastructure construction to better cope with natural disasters. The central government has allocated over 80 billion yuan (11.7 billion U.S. dollars) this year for water conservation projects. Total investment in the sector is expected to hit 200 billion yuan, MWR vice minister Jiao Yong said at a work conference Sunday in Hangzhou, capital city of the eastern Zhejiang Province.Jiao said water conservation facilities in China would be expanded while insuring the quality of the projects.Meanwhile, repair and maintenance work on reservoirs in poor condition will be boosted this year, said Sun Jichang, a senior MRW official.China needed to reinforce a total of 6,240 faulty reservoirs in the three years to 2010. So far, only 2,000 of them have been reinforced as insufficient local funding or possible misuse of funds has delayed the work, Sun said.Local water authorities will be rushed as the Ministry is requiring all reservoir repair work be finished by the end of the year.

GENEVA, May 17 (Xinhua) -- The international community should have "a sense of urgency" in their efforts to realize the United Nations' Millennium Development Goals (MDGs), Chinese Minister of Health Chen Zhu said here on Monday."The deadline of the MDGs is only five years away, and we are facing huge challenges at this critical moment," Chen told the annual assembly of the World Health Organization (WHO)."The international community should have sense of mission and urgency to reach consensus, coordinate actions, and accelerate progress," Chen said.Addressing delegates from the WHO's 193 member states, Chen said that despite the unremitting efforts of the international community, "the MDG health indicators of women and children have been improving slowly and the situations are far from optimistic.""China holds that health of women and children constitutes an important element in a country's national basic health system and it reflects the social and economic development level," he stressed.Chen said the attainment of the MDGs would be "a historical milestone," and he urged governments to share this responsibility and "take stronger measures."One of the proposals the minister made at the conference was to improve the health of the people, particularly women and children."The ultimate goal of social and economic development is better life and brighter future for the people, and health is the basis of good life," he said.To improve the health of the people, countries need to build a strong and powerful health system so that they can provide comprehensive health services and tackle public health emergencies, according to the minister."All countries should attach importance to the building of such a system with articulated political commitments and substantial input," he said.Chen also highlighted the importance for controlling chronic and noncommunicable diseases, which "consume large quantities of health resources and afflict social and economic development.""To ensure sustainable health, social and economic development, the international community should conduct researches and take more effective countermeasures in its fight against such diseases, " he said. The minister also called on developed countries to increase their assistance to developing countries so that they can improve their health system and be more capable of dealing with health challenges."Health is an eternal theme of mankind, and the attainment of the MDGs is our common pursuit. China hopes that countries worldwide will stay closer and help each other to ward off disease threats and build our beautiful homes of health and harmony," Chen said. The World Health Assembly (WHA) is the WHO's supreme decision- making body. This year's five-day conference will discuss a wide variety of public health issues as well as administration and management matters.
