SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. SAN DIEGO (KGTV) -- Maintenance crews were hard at work at UC San Diego Tuesday fortifying campus buildings ahead of the rainstorms expected this week, all while several dorms continued to dry out from the last one.Workers shored up roofs and deployed straw wattles and 200 sandbags near the Marshall Lower Apartments. SAN DIEGO (KGTV) — Maritime Museum of San Diego will reopen to the public on Aug. 22, with new precautions for visitors and limited capacity.Museum officials say they have placed 6-foot markers on the upper decks of ships to remind visitors to practice social distancing while visiting. Capacity for the museum has also been cut to 25%, but staff will monitor levels every 15 minutes.Guests and staff will undergo temperature checks and wellness screenings before entering the museum, and facial coverings will be required. The museum is also condensing its hours to 10 a.m. to 5 p.m.Due to the high touch potential, the museum's gift shop is temporarily closed. Museum staff will be cleaning and sanitizing surfaces throughout the day.The museum's tours will be self-guided, but volunteers will be available through the museum to help guests."We wanted to offer a special treat for visitors and residents of San Diego during the stress of the global pandemic," Raymond Ashley, president and CEO of the Maritime Museum of San Diego, said. SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen.
