SANAA, Oct. 24 (Xinhua) -- A Chinese military vessel arrived in the Aden port Saturday on a goodwill official visit for the coming several days, official SABA news agency reported.     The Chinese military vessel, named Chan Dokouh, is affiliated with the Chinese naval fleet now cruising in the international waters, SANA said.     The military ship and its crew were received by a number of senior Yemeni military and security officials at the southern military naval base in Aden, said the report.     The visit of the Chinese military vessel to Aden port came as part of the joint bilateral cooperation between Yemen and China, particularly in fighting terrorism, counter-smuggling, combating piracy and ensuring safety of navigation through international waterways, added the report.

BEIJING, Nov. 12 (Xinhua) -- A new pricing mechanism of fuel surcharge that links it with airlines' jet fuel costs has been introduced to offset rising jet fuel costs, China's top economic planner announced here Thursday.     The National Development and Reform Commission (NDRC), together with the Civil Aviation Administration of China (CAAC), said in a statement on its website that the fuel surcharge keep abreast with China's jet fuel comprehensive purchasing costs.     The new mechanism, which would take effect on Nov. 14, aims to "help the airlines with fluctuating fuel prices", as jet fuel costs usually account for 40 percent of the total costs of China's airline companies, said the statement.     Under the new mechanism, airline companies could decide themselves whether to charge fuel surcharge and how much to charge if jet fuel comprehensive purchasing cost, which is the weighted average of domestic factory-gate prices for jet fuel and prices of imported fuel, reaches certain level.     Currently, the surcharge level was set uniformly by the government.     According to the new mechanism, when jet fuel comprehensive purchasing cost is lower than 4140 yuan per tonne, the benchmark price of jet fuel, airline companies should not charge fuel surcharge.     When jet fuel comprehensive purchasing cost exceeds the level, the companies should digest at least 20 percent of the rising cost and then charge appropriate surcharge, the statement said.     Also, fuel surcharge should be reduced or canceled within five days after jet fuel comprehensive purchasing cost drops, it said.     China raised gasoline and diesel prices both by 480 yuan (70.28U.S. dollars) per tonne Tuesday. The benchmark price of gasoline reached 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.

BEIJING, Dec. 31 (Xinhua) -- Chinese Vice President Xi Jinping Thursday urged improving the quality of Party officials at grassroots level.     Xi, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks here while meeting with Wang Boxiang, former secretary of a county committee of the CPC, whom Xi described as the model of such officials in the new period.     Wang, born in 1943, has been a local official for more than 30 years and won praises for keeping a just and thrifty working style.     From 1986 to 1991, he was Secretary of the Shouguang County Committee of the CPC in east China's Shandong Province. BEIJING, Jan. 4 (Xinhua) -- Beijing saw smooth flow of traffic Monday, the first workday of 2010, after a snow storm Sunday caused traffic breakdown in the national capital.     The city's bus and subway services went smoothly on Monday, with no gridlock and serious traffic accidents reported, according to the Beijing Traffic Management Bureau.     During the peak hours on Monday morning, the Beijing Subway Operating Company dispatched 20 additional subway trains to ease the passenger flow.     The early bus of all routes started off on time in the morning, according to the Beijing Public Transport Holdings.     Most of the bus services ran smoothly, while only 19 lines leading suburban mountainous areas were suspended, it said.     From 9:00 p.m. Saturday to 8:00 a.m. Monday, more than 20,000 sanitation workers were dispatched to clean the snow in the city's main roads with 15,710 tonnes of snow-dissolving agent, said Zhang Zhiqiang, an official with the Beijing Environmental Sanitation Group Co., Ltd.     By 9:00 a.m., all expressways in Beijing reopened to traffic, while some national and municipal highways were shut down due to the slippery road conditions.     The vehicle flow in Beijing was reduced Monday after authorities announced on Sunday that classes in primary and middle schools would be suspended on Monday, and urged institutions and companies to stagger their work time.     However, transportation in eastern Shandong Province and northern Inner Mongolia Autonomous Region was seriously affected by the heavy snow.     By 9:30 a.m. Monday, many expressways in Shangdong were closed and 19 flights cancelled in the Yantai International Airport.     In Inner Mongolia, 13 trains were delayed Monday in Hohhot, the regional capital, said the Hohhot railway authorities.     The No. 1820 train, carrying more than 800 passengers, started off at 5:10 p.m. after being stranded for 12 hours, they said.
