SAN DIEGO — The county has stepped up enforcement of its latest round of Coronavirus restrictions, which took effect Saturday.Nearly 20 organizations - bars, restaurants, yoga studios and churches - were served with cease and desist notifications for not following the purple tier, which mandated outdoor only service to help stop the spread of the coronavirus. At Reach Yoga in Pacific Beach, owner Alena Snedeker got a violation for holding socially distanced indoor yoga classes as late as Monday. She said she was aware it was no longer allowed, but was doing it as she transitioned to an outdoor location."With being open for two weeks, we can't turn the machine off," she said. "If we turn the machine off, we lose our business forever."Reach Yoga, which did not hold classes Tuesday, will rent outdoor space at the nearby Soledad Club, which it will have to share with a karate studio and church. "A yoga studio runs a lot differently than a bar or a restaurant or a church, so to have the same blanket over every single business. I don't feel that's right," Snedeker said. At The Landing Bar in El Cajon, owner Steven Fort also got a violation , as a group watched football indoors on Sunday."As long as they're not shutting me down, I'm complying," Fort said.Fort said he was confused over when the purple tier started, but is now fully outside.Meanwhile, in Pine Valley, Major's Diner continues to publicly defy the order - without a cease and desist order. SALT LAKE CITY — A Colorado photographer says he watched the infamous monolith in southeast Utah fall to the ground and says he knows exactly how and why it disappeared last weekend.The mystery monolith captured world-wide attention and intrigue after its discovery in a remote area southwest of Moab, on a 4x4 road near the Canyonlands Needles District. The silvery metallic structure has even inspired copycats to be erected on the other side of the world.How it ended up in a secret spot a half a mile off the road is still a mystery, but photographer Ross Bernards is shedding light on how it vanished-- and what the group who took it said to him as they hauled it away in pieces.Ross Bernards goes on adventures for his career."I'm an adventure and outdoor lifestyle photographer, that's what I do for a living," he said. "So, my job depends on me finding unique and cool places."The photographer, who is based in Colorado, explained that he's also a certified canyoneering guide. Bernards said he's worked with outdoor brands like Kelty, Sierra Designs, and Utah-based Ogden Made.He often finds himself in some of the most remote places in Utah, and said eastern Utah is his "happy place."When a middle-of-nowhere spot in his happy place found itself in the middle of an international monolith mystery last week, Bernards decided to check it out in person.He said he wanted to go out to the monolith before it disappeared, or before the masses found out."I wanted to go out there and try light painting with my drone," Bernards said.Just a couple of days after reading an article on the metal formation, Bernards realized the coordinates were posted online. Realizing time was of the essence, he and three friends make the several-hour trek on Friday.They arrived after dark, and Bernards explained they ended up with the monolith all to themselves.The four of them took pictures of the monolith in the moonlight. About an hour later, Bernards described what he saw after he said four other visitors walked up."Two of them stand back, two of them walk forward and walk up to the monolith and start pushing on it a little bit," he recounted. "And then one of them turns to my friends who are a little bit further up the canyon next to it-- where I was a little further back-- and said, 'Hope you got your photos.'"After that, Bernards said the two gave the monolith a couple of big pushes, and it began to lean over."That's when the rest of them came up, and all four of them pushed it over to the one side, and then pushed it back to another side," he remembered. "And it just fell straight onto the ground."Just like that, Bernards watched the monolith that captivated and mystified people across the globe, topple over."Right after it had fallen over and made a loud 'thud,' one of them said, 'This is why you don't leave trash in the desert,'" Bernards said.He explained the group began to break the monolith down into pieces to throw in a wheelbarrow."As they were loading it up and walking away, they just said, 'Leave no trace,' and left," he said.Bernards explained that he and his friends camped out overnight, and even cleaned up some of the rivets left behind from the fall of the monolith.Fast forward to the next morning-- the message from the monolith demolishers on his mind-- Bernards would find he was hardly the only person who set out to see the strange metal sculpture in person.He took pictures that show several vehicles lined up and parked on the roadway, with more driving down toward the area."You could see the road from the dust just coming up, and you could just see car-after-car coming and going," Bernards said. "I mean, we probably saw 70 or 80 different cars there."He said there were several people in each car, some with dogs wandering off-leash.Bernards talked about how he saw people walking everywhere on the land, some even hiking up the wrong canyon in search of the monolith.Not to mention, the people had swarmed an area miles up a high clearance, 4x4 road. Bernards described seeing minivans and sedans trying to navigate the road.He expressed a worry that this would lead to search and rescue calls, and place an undue burden on local authorities as well as the Bureau of Land Management."It made me understand exactly why these people did it," he said. "One of the reasons that we didn't stop them, is we all agreed with them."Bernards said he's been called out by people saying that he was part of the problem, and he said he completely understands.Bernards said that he practices the "leave no trace" principle and expressed that his job is to visit off-the-beaten-path places, responsibly.He also explained he has a lot of experience with cross-desert navigation and 4-wheel driving.Still, he said he felt guilty afterward about making the trip.After seeing the number of people who showed up, Bernards said the monolith didn't need to be out there."Leave the art to places where art should be and let mother nature have her space for art," he said.And for anyone who is buying into the conspiracy theories about how and why around the mystery metal monument and its sudden disappearance, Bernards can at least set the record straight."Aliens were not involved in any way, shape, or form in this thing. They had nothing to do with it. Nor was it some secret government project. None of that had anything to do with it" Bernards said, with a smile and chuckle. SAN DIEGO (AP and CNS) — A white Christmas was in store for parts of California with wet weather elsewhere in the state that could mean dangerous driving conditions and possible power outages."A storm system is coming and after about 10 p.m. tonight, we'll begin having scattered showers that will continue through the day on Christmas," NWS forecaster Samantha Connolly said of the San Diego impact. "The storm system will bring cooler temperatures through tomorrow, and snow above 5,000 feet."Connolly said temperatures will drop into the high 50s to 60s in most of San Diego on Christmas day. She said temperatures in the mountains are expected to dip into the 30s and 40s during the storm.RELATED: Check Your 10News Pinpoint Weather Forecast"We will have gusty winds as well through the day and night," Connolly said. "Wind gusts will be up to 30 mph along the coasts and in the inland valleys, and as much as 50 to 60 mph in the mountains and deserts."One-tenth to one-quarter of an inch of rain is expected along the coast and in the inland valleys and the deserts on Christmas. Half an inch to an inch of rain is expected in the mountains.The NWS forecaster said the storm will leave San Diego later in the day on Christmas. Wednesday, the day after the storm, is expected to be dry. But more light rain could be on the way."We have another potential storm system that could come in on Thursday and Friday," Connolly said. "We're expecting a little rain from that, but not much."The National Weather Service issued a winter weather advisory Monday for higher elevations in San Bernardino, Riverside, Los Angeles, Ventura and Kern counties.The weather service said the fast-moving storm system was expected to move into Southern California late Monday, bringing up to 4 inches of snow to elevations above 4,000 feet (1,200 meters) including Big Bear, Wrightwood and the Grapevine area of Interstate 5.The system also was expected to bring gusty winds between 40 and 60 mph (64 to 97 kph) and a chance of rain at lower elevations.The conditions could create snowy and ice-covered roads with low visibility and strong cross winds. The California Department of Transportation said chains will be required in mountain areas.In Northern California, the weather service issued a flash flood watch for an area of Mendocino County that was charred by wildfires earlier this year.The warning was in effect from noon until 6 p.m. Monday. Motorists traveling along Highway 20 should be on alert for possible road flooding, rockslides and debris flows, it said.The fire in July blackened 717 square miles (1,857 square kilometers), much of it in Mendocino National Forest.The weather service also issued a coastal flood advisory in parts of the San Francisco Bay Area until 2 p.m. Monday because of higher than normal tides.Holiday travelers in parts of the Sierra Nevada could see up to 2 feet of snow in some mountain passes at elevations of about 6,000 feet. SAN DIEGO — The city of San Diego never waived permit repair fees for sidewalks, despite a January announcement from the mayor's office saying it would do so throughout 2020.A homeowner pays the fees, which total to just over ,000, when he or she elects to repair the sidewalk in front of their home. A spokeswoman for the mayor says, however, that the city had to delay the fee waiver program once the coronavirus outbreak hit. The city instead was forced to cut upwards of million from the general fund budget. "The City continues to prioritize sidewalk repair amid the uncertainty and budgetary impacts that COVID 19 has brought," city spokesman Anthony Santacroce said in a statement. "While COVID-related holds slowed repair down for a few months, we estimate another 10,000 locations will be repaired with concrete slicing this (fiscal year 2021) and we are off to a great start."The news release announcing the fee waiver, however, is still on the city's website.Marie St. George, a Mission Hills resident, saw that announcement and contacted the city. She wanted to spend upwards of ,500 to repair the crumbling sidewalk in front of her home. That sidewalk, laid down in 1922, is likely one of upwards of 81,000 backlogged locations the city has marked for repair."I actually am afraid now," St. George said. "People could trip. It's become sort of a hazard."The city has a program to split the construction cost with residents, as both the city and homeowners can be liable for the condition of the sidewalk. St. George, however, was willing to pay all of the cost because she wanted it done faster. However, when she called to get the permits, the city representative said she couldn't waive the fees. "I thought based on the mayor's announcement that it would be waived, so it was pretty shocking," she said. Councilman Mark Kersey, who heads the Active Transportation and Infrastructure Committee, which was moving the fee waiver program forward, said in a statement that he hopes this will be prioritized as money comes available. “Repairs on sidewalks are even more important in the pandemic since so many people depend on them every day," he said. "Programs like the fee waiver can keep residents moving safely and save valuable City dollars by preventing trip-and-fall lawsuits."The city says it also repaired or replaced more than 7,500 sidewalk locations last fiscal year. The mayor's spokeswoman says the hope is to get the fee waiver program to the full council by the end of the year. 2522
