SAN DIEGO (KGTV) — Officials on Sunday released the names of the service members involved with a deadly amphibious assault vehicle training accident off the Southern California coast last week.A total of 16 service members were involved in the AAV accident on July 30, after the vehicle started taking on water while conducting shore-to-ship waterborne operations near San Clemente Island. SAN DIEGO (KGTV) - On Friday, San Diego Police responded to an urgent request to reform the department's de-escalation policy.A board appointed by the mayor has now voted on a request to add more explicit language to the policy on tactics and techniques for how officers are allowed to de-escalate in the field.“The time is now and we really need this for the City of San Diego,” said Attorney Maresa Talbert, Co-Chair for San Diegans for Justice and a member of the Coalition for Police Accountability and Transparency. 10News spoke to her on Friday after Thursday night's emergency virtual meeting of the Community Review Board on Police Practices.“We really need holistic policies in place that will both keep not only our residents safe but also law enforcement safe,” she added.Below is a statement from Sharmaine Moseley, Executive Director of the Community Review Board on Police Practices:"The Community Review Board on Police Practices (CRB) held a special meeting to discuss a recommendation they previously made for SDPD to adopt a de-escalation policy that models Baltimore PD’s de-escalation policy. At that meeting, the CRB discussed and unanimously agreed to add more explicit language to a policy that would require officers to use de-escalation techniques and tactics without the use of force when safe under the totality of the circumstances to do so. The CRB also listed factors for the officers to consider when a person is not complying and techniques and tactics officers can use for de-escalating situations. A revised letter with the CRB’s recommendations will be forwarded to Chief Nisleit early next week. At last night’s meeting, the CRB also discussed the many local protests and SDPD’s response to the protests. By a unanimous vote of 16-0, the CRB agreed to forward this item to its Policy Committee for the Committee to look at best practices for a policy recommendation to Chief Nisleit. The Policy Committee is planning to meet on Thursday, June 11 on MS Teams. SAN DIEGO (KGTV) - New statistics from San Diego County show the zip codes closest to the border have the most cases of COVID-19.According to the County's Coronavirus Heat Map, the zip codes 92154, 91911, 91910, 92113, and 91950 are the five highest for positive tests. Those zip codes make up the area of the County stretching along the harbor from San Ysidro through Chula Vista and National City.Those five zip codes account for more than 21% of all the positive tests in the County.The zip code that makes up most of San Ysidro, 92173, has the highest number of cases per capita in the County. In that zip code, one out of every 14 people has tested positive."We don't want these numbers to continue going up," says Adriana Bearse, the Research Program Manager for San Ysidro Health."When cases rise, it's not only people's health that gets affected. It's also other aspects of their lives like their job situation and their family situation."Bearse says the Pandemic is taking a disproportionate toll on the South Bay's minority community, especially among Latinx and Hispanic populations."These people are working essential jobs, people who may live in multi-Generational households, and also people who may not necessarily have as much access to other resources as other people in the community," she says.That includes less access to quality health care, food assistance, and financial assistance. The lack of help leads to more cases and more deaths.County records show 50% of San Diego's COVID-19-related deaths are among Hispanic or Latinx people, even though they make up just 34% of the County's total population.It's starting to take a toll on the South Bay healthcare system.At Sharp Chula Vista, the ICU in their brand new tower is 85% full. SAN DIEGO (KGTV) -- More than 100 cars pulled out of a downtown San Diego parking lot Wednesday morning hoping to make their voices heard against Proposition 22.Among the caravan -- made up of some local elected officials and workers from various industries -- were many rideshare drivers like Tonje Ettesvoll.Ettesvoll has been an Uber driver for four years, and she said if Prop. 22 passes next month, she will lose income and benefits that are currently protected under state law. If passed, she will be left to rely on what the rideshare companies said they will provide.“A lot of times we spend driving a passenger maybe to a remote area and we have to get back to where we live or where there’s people, and we don’t get paid for that time. And none of the benefit goes towards that time either,” Ettesvoll said.Prop. 22, which is heavily funded by companies like Uber and Lyft, would consider app-based drivers as independent contractors.Al Porce is a driver who supports the measure. If it passes, he said he’ll be able to control who he works for, for how long, and where.“Times are great right now. I’ve been driving all year. I switched over from transporting people to food and groceries.
