SAN FRANCISCO (AP) — The vast region of Southern California, much of the San Francisco Bay area and a large swath of the Central Valley are about to be placed under a sweeping new lockdown in an urgent attempt to slow the rapid rise of coronavirus cases. The California Department of Public Health said Saturday the intensive care unit capacity in Southern California and Central Valley hospitals had fallen below a 15% threshold that triggers the new measures, which include strict closures for businesses and a ban on gathering with anyone outside of your own household. The Southern California region includes San Diego, Los Angeles, Orange, Riverside, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara, and Ventura counties. The San Joaquin Valley region includes Calaveras, Fresno, Kern, Kings, Madera, Mariposa, Merced, San Benito, San Joaquin, Stanislaus, Tulare, and Tuolumne counties.Saturday, CDPH released new ICU capacity numbers:Bay Area: 21.7%Greater Sacramento Region: 21.4%Northern California: 24.1%San Joaquin Valley: 8.6%Southern California: 12.5%The new measures will take effect Sunday evening and remain in place for at least three weeks, meaning the lockdown will cover the Christmas holiday. 1241

SAN YSIDRO, Calif. (KGTV) -- Authorities are investigating a shooting involving U.S. Customs and Border Protection near the San Ysidro Port of Entry Monday night. The San Diego Police Department told 10News the suspect is a 23-year-old man in a white pickup truck who was trying to drive into the United States from Mexico.Police say he had been directed to a secondary screening area but failed to stop for an inspection and began firing at border agents. The man attempted to drive away, but authorities shot back. SDPD said at least seven CBP officers fired their weapons, killing the driver.According to a witness who was driving to the border from National City, police could be heard telling someone to pull over. The witness added that a police helicopter could also be seen in the area. San Diego Police say they're helping with the shooting investigation, which originally involved Border Patrol and CBP. Marco Sotomayor, Secretary of Public Security in Tijuana, tweeted that CBP closed all lanes of the port during the incident, but quickly reopened them. 1075

SAN MARCOS, Calif. (KGTV) — A photo of a Cal State San Marcos graduate is going viral. It shows 29-year-old Erica Alfaro in her cap and gown, standing with her parents, in the middle of a strawberry field in Carlsbad.Her educational journey was anything but easy. “I was a teenage mom,” Alfaro said. She was 15 and pregnant, and became a mother at 16. Alfaro said she dropped out of high school and was stuck in an abusive relationship.“My baby’s father forced me to sleep outside with my baby,” Alfaro said. “That is the night I decided to go back to school.”She left Fresno and returned home to Oceanside. It was then that she remembered a moment from when she was 13-years-old.“My mom took me to work with her in the tomato fields,” Alfaro said. “And I remember she told me, ‘This is our life. The only people who have a good life are the people who have a good education.’”Alfaro was born in Fresno but spent most of her elementary years in Tijuana, Mexico. When she was 13, she and her family moved to Oceanside. Her parents got jobs as farm workers. They never received a formal education. “They don’t know how to read or write,” Alfaro said. All the signs pointed toward her repeating that cycle. But Alfaro was not going to let that happen. “I did it for my son,” she said. Little Luis inspired her to finished high school through homeschool, and enroll in Junior College. The next step was Cal State San Marcos. Statistics show that only 2 percent of teen mothers finish college by the age of 30. But Alfaro pushed forward. “At first I thought I was being unrealistic, but I just started to keep going,” she said. But in 2012, Alfaro got a diagnosis that changed her life once again. “My son was diagnosed with cerebral palsy,” she said. The depression overcame her, and she dropped out of college. But again, she remembered that day at the tomato fields. “I had so many excuses to give up. But giving up was never an option,” Alfaro said. Five years later, she earned her bachelor's degree at CSU San Marcos. On Sunday, as if she has not accomplished enough, Alfaro will receive a Masters in Education from San Diego State University. She hopes to inspire students and her now 13-year-old son, to never give up. “My son represents a new generation,” Alfaro said. “He will have a better future. He will have more opportunities, and I will be there to tell him that it is possible. That he belongs. All those things I never heard myself.” 2454

SANTA CLARITA, Calif. (KGTV) -- Fast-moving floodwaters swept a vehicle away in Santa Clarita Thursday as what is being called an “atmospheric river” set up over the area, according to KABC. The incident happened along Road Runner Road, per tweets from the Los Angeles County Sheriff’s Department Santa Clarity Valley station.Due to the flooding the road was shut down. The driver was able to make it out of the vehicle safely thanks to good Samaritans.The man's car was totaled, but before he even had a chance to dry off, a neighbor bought him a replacement SUV, KABC reported.  598
