JULIAN, Calif., (KGTV)— Firefighters in Julian are hoping to keep San Diego’s last volunteer fire department alive, despite being voted to shut down last week. The Julian Cuyamaca Fire Protection District is now suing the County, alleging the decision to dissolve the department was made in secret meetings. The court hearing for Wednesday was postponed in Downtown San Diego after a judge recused himself from the case.Two weeks ago, Debbie Mushet voted to have the county take over the Julian Cuyamaca Fire Protection District [JCFPD]. “I definitely voted yes for it, and I thought that was the end of it,” Mushet said. In this special election, 56% of Julian residents voted to have the San Diego County Fire overtake the historic volunteer department. “It’s worked as long as I’ve been up here, but it doesn’t work anymore. There’s a time when things just need to change,” Mushet said. “The volunteers have done a great job ion the past, but it’s just the money wasn’t going to be there.”Despite losing the special election and a unanimous vote by the Local Agency Formation Commission to officially dissolve the department, volunteer firemen are not ready to give up. Attorney Cory Briggs, who represents JCFPD said that decision was made through secret meetings. Therefore, the election results and the commission votes are “null and void.” When the County transition team came to the station on Monday, protestors staged a sit-in, refusing the leave the premises. JCFPD said in a statement, the County sent armed Sheriffs Deputies to “intimidate the unarmed JCFPD personnel who were peaceful truing to secure their facilities and equipment while the new lawsuit works its way through the courts.”“CalFire and the Julian Fire Department that exists now, I don’t understand why we can’t coexist,” Debbie Hickey said. “Every time it’s been really good response times. They knew right where to come.”For years, Hickey has relied on the Julian Fire Department for emergency care for her ill husband. She said she trusts the locals more than an outsider who would be assigned to cover the Julian area. “If I was to call 9-1-1, I don’t know who will come, I don’t know what the response time will be, and that’s a very scary situation to be in,” Hickey said. “My husband is staying down in the city during this time because quite frankly, I’m scared to death to let him come home to Julian.”A volunteer fireman told 10News off camera that since Monday they have not been allowed to respond to emergency incidents. In fact, they said their radios were disconnected. In the meantime, all 9-1-1 calls are being handled by Cal-Fire Station 50, down the street from the JCFPD station.While there is no official sit-in happening now, there are still many volunteers at the station. Volunteer crews have barricaded their engines inside the garage with their SUV’s, to try to stop the county from towing their vehicles. Either way, Mushet said this back and forth is getting out of control. “Let the vote speak for itself, let the count come in, volunteers step back, and it’s over and done,” Mushet said. “This is ridiculous. They asked for the vote they got their vote, and they were not happy with the decision, so they’re refusing to give in and it’s just sad. I’ve never seen this town so divided.”Wednesday’s court hearing scheduled for 8:30 a.m. was delayed after the assigned judge recused himself from the case. No reason was given for his recusal. (KGTV) - Crews worked to clear flooding on the campus of UC San Diego caused by a heavy storm moving through the county.Campus police responded just after 6:30 a.m. and placed sandbags near the entrance of the Student Health and Wellness Center. During that time, the water was about ankle deep to the officer’s boots. There were also reports of a parking garage flooded. JOSHUA TREE, Calif. (KGTV) - A San Bernardino County couple has been arrested after authorities said they kept their three children in unsanitary and unsafe conditions.Sheriff's Department deputies were conducting an area check Wednesday afternoon in the 7000 block of Sunfair Road when they located a trailer that appeared abandoned. A large rectangular box made of plywood was also located on the property.Upon inspection, deputies found there was no electricity or running water and several large holes, mounds of trash, and human feces on the property.Police said the parents, identified as Mona Kirk, 51, and Daniel Panico, 73, did not provide their three children, ages 11-, 13-, and 14-years-old, with enough food either.About 30-40 cats were also found roaming freely inside the trailer and on the property.Kirk and Panico were arrested and charged with willful cruelty to a child in lieu of 0,000 bail.The three children have been transported into the care of San Bernardino County Children and Family Services. 1061

KENOSHA, Wis. — The father of Jacob Blake says his son was left paralyzed from the waist down after he was shot by a Kenosha police officer Sunday.Blake’s father told the Chicago Sun-Times that he was told his son was shot eight times during the Sunday evening confrontation with police, which was captured on cellphone video and led to two nights of unrest in the city that's along Lake Michigan between Milwaukee and Chicago.The father, who is also named Jacob Blake, said he was driving from Charlotte, North Carolina, to Kenosha to be with his son.He said his son has “eight holes” in his body and that doctors don’t know if the paralysis will be permanent.Protests in Blake's honor happened across the country Monday night, including in Portland, San Diego, New York, Minneapolis, and Denver.Police declared a riot in Portland after fires were set outside of the offices of the police association. In San Diego, at least three protesters were arrested.Locally, anger over Blake's shooting spilled into the streets of Kenosha for a second night Monday. Police again fired tear gas at hundreds of protesters who defied a curfew, threw bottles and shot fireworks at law enforcement guarding the courthouse.Wisconsin Democratic Gov. Tony Evers activated 125 members of the National Guard to assist local law enforcement Monday. Police fired the tear gas about 30 minutes after an 8 p.m. curfew took effect, but many protesters remained out hours later.Blake was shot by Kenosha police just after 5 p.m. Sunday. JUPITER, Fla. — Groundbreaking research out of the Scripps Research Institute in Jupiter, Florida found a genetic explanation for the pain processing and sensory issues some children living with autism face."To see the biology in the lab turn out that has parallels to what’s going on in these children takes it so far beyond just an academic endeavor," said Dr. Gavin Rumbaugh, a neuroscientist at Scripps. "You go home every day thinking, unbelievably, I may actually be making a difference in someone's life."One of those children who Rumbaugh hopes to help with his research is 10-year-old Beckett, who lives in Texas."We wanted to understand generally in the lab how genes like SYNGAP1 affect the way the brain functions and we thought what better way was then to look and see how this gene may directly affect sensory processing, and then further on ask the question, 'Does the change in sensory processing actually lead directly to learning, memory and behavioral impairment?' " he said.Beckett has a genetic mutation of SYNGAP1, which researchers have now found causes certain issues he faces, particularly, having an extremely high pain threshold while also experiencing heightened sensitivity to another kind of stimuli. Beckett and other children living with this genetic mutation also often have epilepsy."It's all about quality of life. Everybody deserves to live their best life and that's my mission," said Monica Weldon, Beckett's mom.Weldon said the research being done in Jupiter could change her son's life and the lives of hundreds of other children around the world with the same genetic abnormality and symptoms, some of whom whose families she's connected with online."That is the power I believe of a patient group that is motivated to find treatments for their loved ones," Weldon said. "Also, you've got scientists who are listening. They're willing to listen and they're willing to learn."The next step in Rumbaugh's research is to look at treating the symptoms from the genetic mutation. 2043
