MISSION VIEJO, Calif. (AP) — Two people were bitten by a coyote in two separate attacks on a Southern California trail on Saturday. A spokeswoman for the city of Mission Viejo in Orange County says a woman was jogging on the Jeronimo Open Space when a coyote bit her lower left calf, leaving four puncture wounds. A second person said they were bitten on the left ankle while they were on the trail around 6:30 a.m. Both went to the hospital for treatment. MORENO VALLEY, Calif. (AP) — A 13-year-old boy seriously injured in an attack involving two other students at a Southern California middle school is "clinically dead" after life-saving treatments failed, authorities said Wednesday.The family of the teen identified only as "Diego" plans to donate his organs, according to a Riverside County Sheriff's Department press release.The student was assaulted Sept. 16 at Landmark Middle School in the city of Moreno Valley, the department said.Two other juveniles who are also students at the school could face prosecution in the assault. Both were booked into juvenile hall last week. Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill. More than half a million businesses received the federal funds the Paycheck Protection Program (PPP). The program was created in March to help small business and their employees survive the financial impact of the pandemic. The program lent businesses money at a low-interest rate, with the potential for the loans to be forgiven or turned into a grant if the company retained and paid their workers for a given time.Watchdog groups, like U.S. PIRG, were among many groups and elected leaders that called for transparency with PPP. After initially resisting, in May, the U.S. Department of Treasury and the Small Business Administration announced they would release the names of all businesses that received a PPP loan in the amount of 0,000 or more.Earlier this month, that list was released. What has come to light is that millionaire, billionaires, and even some celebrities received the federal aid intended to help struggling small businesses. For example, rapper and fashion designer Kanye West, with an estimated net worth of .3 billion, received a PPP loan for his company Yeezy.“From the very outset, the public, watchdogs, and elected officials had a very good reason to want data to see where this money was going,” said R.J. Cross with U.S. PIRG. “As we just learned, we had good reason to be questioning is this program going to do what it was intended to do?”Cross is calling for the federal government to take steps to find out how much money went to small businesses and how much went to larger companies that may have had access to other sources of cash to get them through the financial hardship.“A big improvement on the program would be true audits on all of the loan amounts,” said Cross. “That, say, if we find that you could’ve probably gotten money somewhere else we are going to take those taxpayers dollars back.”Currently, only loans over million will be audited, but most of the loans taken out, including some by millionaires and billionaires, were just below that threshold.“We don’t have any proof to say that they picked that amount strategically, but it certainly raises questions,” Cross added.Watchdog groups say the only way to answer those questions for the American people is continued transparency and expanded audits.“Fraud and corruption are a real concern anytime the government is spending and giving money to companies, and especially, the pace in which it is happening right now,” Cross said. “There is reason to keep a very close eye on what is happening next. The biggest bailout in U.S. history deserves the most transparency in U.S. history.”The SBA and treasury department have not given an indication that they will expand audits.
