UNITED NATIONS, July 7 (Xinhua) -- China on Wednesday called on the UN Security Council to address the root cause of the armed conflicts in order to better protect civilians in such conflicts, which often took place in regions with backward economic and social conditions.The statement came as Wang Min, the deputy Chinese permanent representative to the United Nations, was taking the floor at an open Security Council debate on the protection of civilians in armed conflicts."As the organ which has the primary responsibility for the maintenance of international peace and security, the Security Council is duty bound to address the issue of the protection of civilians in armed conflicts," Wang said.China supports the Security Council in its efforts to strengthen the protection of civilians in armed conflicts, he said, voicing his deep concerns with the fact that civilians are the subject of threat and violations in armed conflicts."The Security Council should pay attention to the root cause of the problem and invest more energy in preventing and controlling conflicts," he said. "At the same time, efforts should be made to put the protection of civilians in armed conflicts into the overall framework of the political process for the peaceful settlement of conflicts.""The responsibility for the protection of civilians lies primarily with national governments," he said. XI'AN, July 25 (Xinhua) -- Two floods and other rain-triggered disasters that hit northwest China's Shaanxi Province in the past 11 days had left at least 111 dead and 167 missing, provincial authorities said Sunday.The first floods, from the rain-swollen Hanjiang River and its tributaries, hit Shaanxi's Ankang, Hanzhong, and Shangluo cities from July 14 to 19. Another flood that began Thursday worsened the catastrophe.The floods have affected about 4.25 million people and forced 703,000 people to be evacuated. In the worst-hit Ankang City, 63 people were killed, 119 missing and 2,824 injured, according to a statement from the provincial government.The floods also caused an estimated economic loss of 9.56 billion yuan. Officials noted that more than 71,000 people were mobilized to assist in the flood control.

BEIJING, June 10 (Xinhua) -- The world's most populous country is expanding its social security net as China's major social insurance program reached a new high for the number of people covered, official figures show.The Ministry of Human Resources and Social Security said on Thursday that the nation's urban pension insurance covered 235.5 million people by the end of 2009, an increase of 16.6 million over the beginning of that same year.In addition, 26.47 million migrant workers were also included, which was 2.31 million more migrants than at the start of 2009.Officials note that pension fund revenues topped 1.15 trillion yuan by the end of last year, up 18 percent year on year. Economic losses were estimated at 210 billion yuan (31.34 billion U.S. dollars), Shu Qingpeng, deputy director of the Office of State Flood Control and Drought Relief Headquarters, said Wednesday.Meanwhile, the observatory forecast that heat would continue in south China during the next 24 hours.Temperatures are likely to hit 35 to 38 degrees Celsius in southeast Shaanxi Province, some parts of Sichuan and Guizhou provinces and areas along the Huaihe River. Also, Hunan and Jiangxi provinces may see maximum temperatures reach 40 degrees Celsius within the next 24 hours.
