SINGAPORE: China and the United States plan to set up a defense hotline aimed at improving military relations, a top Chinese general said over the weekend. Zhang Qinsheng, deputy chief of the general staff of the People's Liberation Army, made the remarks at the plenary session of a three-day security summit known as the Shangri-La Dialogue. He said the issue of the hotline between the Chinese military and the US Defense Department would be settled when he visits the United States in September for the ninth Sino-US defense talks. Zhang also told the summit that China's defense budget is authentic. As the Chinese military gradually modernizes, some have raised questions over "military transparency", and voiced suspicions on China's defense budget. So it is necessary to clarify the matter, Zhang said. "In China, defense budgeting must follow a set of strict legal procedures, and the published budget is true and authentic," he said. He added that the increased proportion of the defense budget is mostly used to make up for inflation, improve the welfare of military personnel and logistics support. "Given the multiple security threats, the geo-political environment, the size of the territory, and per-capita expense, the Chinese defense expenditure is small by any yardstick," he added. He stressed that "China is gradually making progress in military transparency following the principles of trust, responsibility, security and equality". The annual Shangri-La Dialogue, named after the Singapore hotel at which the event has been held since its launch in 2002, and organized by the London-based International Institute for Strategic Studies, opened on Friday. It gathered defense ministers and top officials from 26 countries and regions in the Asia-Pacific region and Europe to address major regional security issues and defense cooperation. Also at the meeting, the US and China turned down the heat on a dispute over Beijing's military build-up, with US Defence Secretary Robert Gates expressing optimism about future relations. Gates downplayed past US rhetoric on China's military might. "As we gain experience in dealing with each other, relationships can be forged that will build trust over time," Gates said. BEIJING -- China will continue to spend more on education next year and spread the free nine-year compulsory education to urban children, said finance minister Xie Xuren.The government would continue to improve the funding system to guarantee free nine-year compulsory education currently enjoyed by 150 million rural children, while spreading it to their urban counterparts next year, Xie told an annual conference of the Ministry of Finance in BeijingStarting from the spring term, China would increase the funding for free textbooks used for the national compulsory courses, and the local governments would provide more money for free textbooks for local compulsory courses, he said. Local governments would also provide scholarships to cover the living costs of boarding students from poor families. The central government would provide half of the education funding for areas in Central and West China, while provincial governments in those areas would cover the rest of the costs.Local governments in East China would provide all education fees with some supplementary funding from the central government.Xie said the government would issue new standards for per capita expenditure of students in primary and middle schools, and put those standards into effect within the next two years.He said the allowance for maintenance and refurbishing of rural schools in Central and West China would also be raised with special financial support to high-altitude and cold areas.In addition, the government would continue free education for students taking courses for teaching careers at normal schools and provide scholarships for poor undergraduates and students at vocational schools.According to Xie, the first 11 months saw  557.8 billion yuan (about 74.3 billion US dollars) of fiscal expenditure used for education, up 32.7 percent compared with the same period last year.As a result of the implementation of scholarships for the poor, about four million college students and 16 million secondary vocational school students had benefited.

China's natural gas output would at least double the present volume in the coming decade to reach 150 billion to 200 billion cubic meters, PetroChina Vice President Jia Chengzao said on Tuesday.     PetroChina, the country's leading natural gas producer, alone has reported an annual output rise of 10 billion cubic meters for two consecutive years, he said.     "We will strive to keep the same growth rate this year," said Jia, a member of the 11th National Committee of the Chinese People's Political Consultative Conference, who is attending the annual political advisory session.     His company produces about 75 percent of China's total natural gas output.     Recent discoveries of new gas fields, including Jidong Nanpu Oil Field in north China's Bohai Bay, which contains 1.18 billion tons of oil and gas reserves, would boost China's natural gas sector and optimize its energy structure, said Jia.     "China National Petroleum Corporation (CNPC) will probably announce the proven reserves of the Longgang gasfield in the southwestern Sichuan Province around the end of this year," he said.     Industry insiders believe the Longgang gasfield contains at least 700 billion cubic meters of estimated reserves.     China's natural gas output reached 69.31 billion cubic meters last year, up 23.1 percent year-on-year, according to China Petroleum and Chemical Industry Association.     Listed in Hong Kong and New York, PetroChina Company Limited is the listing arm of China National Petroleum Corporation (CNPC), the largest oil producer of China.

  

Police will charge 38-year-old Wu Shengli next week with kidnapping and injuring Wang Bingrong, Party chief of Weining County in southwestern Guizhou Province, on April 13. "We are making final preparations to conduct legal proceedings for the procuratorate departments," a police officer told China Daily yesterday. Wang is still in hospital, according to an official of the county office. The Guangzhou-based Nanfang Weekend reported the case yesterday. According to the newspaper, the kidnapping occurred at the Party chief's home at about 8 pm and the kidnapper demanded a ransom of 21 million yuan (.73 million) for his release. Wang tried to call a local finance official for help, but he thought Wang was playing a joke on him. It was not until the next morning when the official received a second call from Wang that public security departments were alerted. Wang was found seriously injured and rushed to hospital. "There were three big wounds on his head," one of Wang's nurses from Weining County People's Hospital said on April 20. "Surface wounds have healed, but there is still a hematoma inside his head." Wu, from Hubei Province, was captured "without difficulty" and put under criminal custody, the newspaper said. He used to work as a truck driver for a local gold mining company. While officials remain tight-lipped about the case, rumors of why Wang was targeted have spread. "It is a pure kidnap case for money, and there is nothing between Wang and the kidnapper," Li Zhengchao, a local official told the Guangzhou newspaper. But others are not convinced given that Weining is a remote county and kidnapping a top official poses high risks. Two mine explosions in the coal-rich county last May and June killed 20 workers, leading to the shutdown of more than 400 illegal mines. Wang is believed to have ordered the closure of more than 2,000 illegal mines in one year. In Weining, Wang is known for his boldness in streamlining local government bodies. Over-staffing of departments has been a problem in the county. For example, there are as many as six or seven vice-directors for a small department, as compared to two, regulated by the State. Wang's reform has reduced the ranks by more than 100 senior officials. "Many officials could previously stay in their posts until aged 58, but now they have to step down at 50," said a local official. Last November, Wen Jiangang, the former head of Xingren County, was stabbed to death together with five other family members. He was also known for his tough stance on coalmine safety. Wen had closed more than 300 illegal coalmines within six months.

  

WASHINGTON - Post-menopausal Chinese women who eat a Western-style diet heavy in meat and sweets face a higher risk of breast cancer than their counterparts who stick to a typical Chinese diet loaded with vegetables and soy, a study found. The researchers, writing on Tuesday in the journal Cancer Epidemiology, Biomarkers & Prevention, tracked about 3,000 women in Shanghai, about half of whom were diagnosed with breast cancer. Post-menopausal women who ate a Western-style diet -- beef, pork, shrimp, chicken, candy, desserts and dairy products -- were 60 percent more likely to develop breast cancer than those eating a diet based on vegetables and soy, the study found. The study found the increased risk most acute for cancer involving so-called estrogen-receptor positive tumors. The post-menopausal women with the Western-style diet experienced a 90 percent increased risk for this type of breast cancer. One of the researchers, Marilyn Tseng of the Fox Chase Cancer Center in Philadelphia, said the study detected a much smaller increased breast cancer risk among younger women on a Western-style diet which was not statistically significant. Tseng noted that breast cancer rates among Asian women traditionally have been low but have been rising in recent years. Some experts have suspected that the adoption of a more Western diet may be at least partly to blame. "The increase in risk did appear to be due to the increase in red-meat intake," Tseng said in a telephone interview. "But we didn't do specific analyses to see if it could have been due to other parts of a western diet, like the high intake of desserts or high intake of dairy." The findings also suggested such a diet may increase breast cancer likelihood by increasing obesity, the researchers said. "We are the first to find evidence for an increased risk of breast cancer for a Western-style dietary pattern in an Asian population," the researchers wrote. They detected two dietary patterns in the women, who were diagnosed with their cancer from 1996 to 1998 and were subsequently interviewed about what they ate. One was a "vegetable-soy" pattern based on tofu, cauliflower, beans, bean sprouts and green leafy vegetables, with not much meat. The other was a "meat-sweet" pattern among women gravitating away from typical Chinese fare in favor of more Western foods. "Most studies have tended to look at single dietary factors. And what was unique about this study is that we tried to describe patterns of intake -- foods that go together, that seem to occur together in the diet," Tseng said.
