SAN DIEGO (KGTV) — Officials on Sunday released the names of the service members involved with a deadly amphibious assault vehicle training accident off the Southern California coast last week.A total of 16 service members were involved in the AAV accident on July 30, after the vehicle started taking on water while conducting shore-to-ship waterborne operations near San Clemente Island. Five service members were rescued and have since returned to their assigned ships.15th Marine Expeditionary Unit officials said eight missing service members are presumed dead after the accident:Pfc. Perez, 20, of New Braunfels, Texas, was pronounced dead at the scene before being transported by helicopter to Scripps Memorial Hospital in San Diego. Two service members were injured following the accident, including a Marine rifleman and a Marine assault amphibious vehicle crewmember with Mechanized Company. Both Marines were taken to Scripps Memorial Hospital in critical condition. Christopher Bronzi, 15th MEU Commanding Officer, said in a release. "The steadfast dedication of the Marines, Sailors, and Coast Guardsmen to the persistent rescue effort was tremendous. Our thoughts and prayers have been, and will continue to be with our Marines’ and Sailor’s families during this difficult time. As we turn to recovery operations we will continue our exhaustive search for our missing Marines and Sailor."Recovery efforts for the missing service members now include the use of the offshore supply vessel HOS Dominator, as well as Undersea Rescue Command, to survey the seafloor for the military vehicle.Hal Kempfer, a retired Marine Lt. Colonel with a background in intelligence and amphibious reconnaissance, told ABC 10News last week that one of the most difficult operations in the military is amphibious operations."There is an inherent danger because every once in a while those things will take on water and if they do you've got a lot of marines trapped in a vehicle and it's going to be very difficult to get everyone out safely," Kempfer said. The tethered drone doesn't require an FAA certificate, unlike untethered drones, Lee said.The tether is virtually invisible, three millimeters wide, but don't let that fool you. The drone uses GPS to center itself over the platform and can go straight up 200 feet in the air."You can put cameras on it, communications payloads, you can put a lighting system on it, if you need to illuminate a certain area," Lee said it's able to fly potentially weeks at a time.The infrared or night-vision essential for agencies to locate people in fires, or after a crime. Lee said it could also help locating missing people with Alzheimer's."[It's] less expensive, faster to deploy system than rustling up a helicopter and putting it in the air and of course the time on target and staying in the air," Lee said it saves time and manpower.He said they're also in talks with CBP. 1811

SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

  

SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722
