BEIJING, Aug. 2 (Xinhua) -- Chinese Premier Wen Jiabao on Saturday paid visits to three best-known senior intellectuals living in Beijing, honoring his own promise to call on these over-90-year elders once every year.     The three were linguist Ji Xianlin, founder of China's space industry Qian Xuesen, and "China's Madame Curie" He Zehui, who is the widow of China's Father of A-bomb Qian Sanqiang (1913-92). Ji turns 97 on August 6.     Ji, a former deputy president of the prestigious Beijing University, is known for his translation works and fruitful study on Sanscrit and other ancient Indian languages, speaks good English and German, and can read French and Russian.     In their talks, Wen exchanged views with Ji on issues like the relief efforts for the deadly May 12 Earthquake, foreign language education, and the upcoming Olympic Games in Beijing.     "Our history has always witnessed disasters like floods, droughts and earthquakes, but our nation has never been collapsed, and quite the contrary, (our nation) has become stronger and stronger after these disasters," said the premier, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     Ji agreed with Wen and he said in reply, "It is same for a nation and a person. Disasters train will of a person and a nation, as well." Qian was then president of the China Association for Science and Technology.     Being a geological expert himself, Wen had supported Qian for his strategic proposals on the development of sand industry, mathematics, and chemical industry. Wen even organized some experts to assist Qian in research projects.     In their meeting, the premier informed the scientist of the country's progress in space industry, such as the forthcoming launch of the Shenzhou-7 manned spacecraft, the Second Phase of the Moon-orbiting Program, and the country's ambitious plan to build large passenger aircraft.     Wen attributed China's achievements in science and technology to the decades-long efforts made by the elder generation Chinese scientists.     The premier echoed Qian that China still lags behind in many key sectors. The premier also recalled the night when he went to say farewell to the body of Qian.     Wen praised He for her simple life style and outstanding contribution to the nation. The relation is growing so fast, so quickly, probably unique in history. And we manage this," said Gutierrez.    He mentioned that the two-way trade volume between the two countries had grown to 380 billion dollars last year from only 4 billion dollars when the JCCT mechanism was initially established in 1983.    During Tuesday's talks, the two sides reached consensus on a wide range of issues, including intellectual property protection, medical equipment acquisition and information security, officials said.    Ahead of this, five bilateral agreements were signed by senior officials from the two sides in areas like agricultural cooperation, food safety, trade statistics and rural information and communications technology development.    The Chinese side also announced to lift bird flu-related ban on poultry products from seven U.S. states including New York, and conditionally resume imports of American beef, while the U.S. side expressed its stance against trade protectionism and promised to push for the lifting of trade barriers against some Chinese products like see food, fruit and woodcraft.    Tuesday's meeting marked the 25th anniversary of the China-U.S. JCCT commission, a high-level government-to-government dialogue seeking to open market opportunities and resolve trade disputes between the two countries.    Wang was leading a big delegation of senior officials from the Ministry of Commerce, the Foreign Ministry, the Ministry of Finance, the Ministry of Agriculture and other ministries for the event.

  

BEIJING, Sept. 22 (Xinhua) -- China's chief quality supervisor Li Changjiang stepped down Monday afternoon with the approval of the State Council after tainted dairy products sickened tens of thousands of infants and killed three.     Wang Yong, former deputy secretary-general of the State Council, replaced him as the director of the General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ).     Li was the highest ranking official brought down so far by the dairy product contamination scandal.     Across the country, about 13,000 babies remain in hospital after falling ill from melamine-tainted milk powder, and nearly 40,000 others were also sickened but had been cured, according to the Ministry of Health on Sunday.     Wu Xianguo, the Communist Party chief of Shijiazhuang City, the epicenter of the national dairy industry tremor in northern Hebei Province, was also sacked on Monday.     Before Wu, Mayor Ji Chuntang and Vice Mayor Zhang Fawang as well as three other responsible city officials were sacked after locally-based Sanlu Group became the first dairy producer under the spotlight in the scandal.     The latest government personnel reshuffle, together with the resignation of Shanxi governor Meng Xuenong following a deadly landslide triggered by the collapse of an illegal mining dump, sent a strong signal of the central government's resolution to hold relevant officials accountable for severe production and quality incidents, said professor Wang Wei of the National School of Administration.     "Such a system is especially crucial to the building of a service-oriented government as the public, impressed with the Olympic efficiency of the governments at various levels, expect officials to retain quick-response and effective," Wang said.     Under the Civil Servants Law effective as of 2005 and the State Council Regulations on the Punishment of Civil Servants of Administrative Organs enacted last April, heads of administrative organs who fail to fulfill their duties and cause avoidable severe accidents will face removal and severer punishment.     A State Council decision released on Monday defined the Sanlu milk powder issue as a "sever food safety incident".     Wu, who doubled as member of the Standing Committee of the Hebei Provincial Committee of the Communist Party of China, was removed for delaying the reporting of the issue to higher authorities and incompetence in the disposition.     Li resigned taking the blame for supervision default.     Professor Wang found Li's resignation "no wonder". "With tightened and more efficient supervision, pathogenic dairy products would find no way to get out of the production lines," he said.     A combined result from purposeful cover-up of the producer and supervision default, the contamination scandal didn't emerge until Autumn.     Wang Yuanping from Taishun City of Zhejiang reportedly lodged a complaint to Sanlu in May, suspecting that his 13-year-old daughter developed kidney stone after drinking its milk powder.

  

XIAMEN, Sept. 8 (Xinhua) -- China will further open up to the world and step up its international investment cooperation, Vice Premier Wang Qishan promised here Monday.     Addressing the 12th Xiamen International Trade and Investment Fair in the east Fujian Province, Wang said the country would continue to stick to the national policy of opening up, constantly improve its policies on utilizing foreign investment and investing in foreign countries, and create more space for foreign companies to develop their business in China.     China's reform and opening up policy had significantly transformed the country in the past 30 years, and its accession to the World Trade Organization had further integrated it with the global economy, he said.     Although the country met with severe natural disasters and an unfavorable international economic environment, its coping measures made its national economy stay healthy on the whole, he said, noting it was confident in and capable of overcoming the current difficulties and challenges.     Expounding on improving its policies on utilizing foreign investment and investing in foreign countries, Wang vowed to further improve the country's investment environment including building a service-oriented government, a market of fair competition, a transparent legal environment and stable policy environment.     He also stressed lifting the quality and diversifying the means of utilizing foreign investment, and encouraging domestic enterprises to invest in foreign countries.     The Chinese government had always supported trade and investment liberalization and opposed protectionism in any form, he said, vowing to work with the world to eliminate trade and investment barriers and cope with various difficulties and challenges for global economic prosperity and stability.     Attendants of the forum are from 120 countries and regions and seven international organizations
