RAINBOW (CNS) - A 51-year-old man was arrested on suspicion of attempting to abduct a 61-year-old woman while she was walking in a senior mobile home community in northern San Diego County, authorities said.At 1:10 p.m. Sunday, a 61-year-old woman called 911 and reported that a man, later identified as Francisco Gutierrez, had attempted to kidnap her in the 4700 block of Oak Crest Road, in a senior mobile home park in Rainbow, Sheriff's Lt. Arnold Aldana.The woman reported that Gutierrez had allegedly crept up behind her, grabbed her and attempted to drag her away, Aldana said. She was able to fight him off and run to a nearby neighbor to call 911.Deputies responded to the area and were flagged down by a witness who directed them to Gutierrez, who was sitting in a vehicle he had allegedly broken into, the lieutenant said.Deputies gave Gutierrez multiple commands to surrender, but he refused and a sheriff's K-9 was deployed, Aldana said. Gutierrez was taken into custody and transported to Tri-City Medical Center in Oceanside for treatment of unknown injuries he suffered during the arrest.Upon release from the hospital, Gutierrez was expected to be booked into the Vista Detention Facility on suspicion of kidnapping, assault with intent to commit rape, resisting arrest and attempted auto theft, Aldana said. 1333

President Donald Trump signed two pieces of legislation into law on Wednesday that aim to inform consumers about drug prices.Both measures, the Know the Lowest Price Act and the Patient Right to Know Drug Prices Act, aim to end the drug industry's so-called gag orders of pharmacists, which prevent them from discussing cheaper price options with consumers. These price options include discussing whether a medication may be less expensive if using insurance or paying out-of-pocket.At Wednesday's signing, the President called the gag clauses "unjust" and said the legislation would lower drug prices that are "way out of whack" and "way too high.""It's called the law of supply and demand. They didn't want to have that. But now we have that and it's going to lower drug prices," Trump added.Both the President and Health and Human Services Secretary Alex Azar said at the signing that they expect further regulatory action on reducing drug prices in the coming months.Some states and municipalities have pharmacy gag order bans, but the Patient Right to Know Drug Prices Act, sponsored by Maine Republican Sen. Susan Collins, addresses banning the practice of gag orders on a federal level. The Know the Lowest Price Act, sponsored by Michigan Democratic Sen. Debbie Stabenow, prohibits Medicare drug plans from putting a gag clause on a pharmacy in their contracts.Collins and Stabenow were present at Wednesday's signing, as well as Tennessee Republican Sen. RANCHO BERNARDO (KGTV)- A coyote with piping trapped around her neck is still suffering, much to the chagrin of neighbors and animal rescue organizations.Katie Ryan first noticed the mother coyote was in trouble April 15th. She has an outdoor camera that captures her side yard in the overnight hours and, prior to this, she's seen lots of animals travel through."We moved in a little over 3 1/2 years ago, and we had no idea that we were moving onto a pathway for all types of wildlife. We've had a raccoon on a nightly basis recently, one of my neighbors had deer, we've seen roadrunners," she said.Katie's worked tirelessly, monitoring the coyote from her window and calling organizations to get help. "[I'm] making sure she's safe and that no one's out trying to injure her more than she already is," she said.The Fund for Wildlife Animal Center, based in Ramona, brought out a large trap, filled it with bait, but the raccoons got to it before they could trap the coyote.Katie had them remove the trap last weekend after a week of no luck. Her hope is another rescue group will be able to trap the coyote Monday night."I want it humane, I don't want, I did talk with some people who... I was not happy with their trapping ideas because she's already in such bad condition," she said.Katie has grown so invested in the animal, she and her husband came up with a name for her, "because of the tubing around her neck, my husband and I were just joking around about it and we just said it reminds us, she looks like a turtle. So we called her Myrtle the Turtle."As time goes on, the situation becomes more desperate. Katie's pictures show how thin Myrtle's become over the past month and she's worried about Myrtle's pups."She's very cut up and could be septic at this point and I noticed she's starting to have problems with her hind legs and her hips," Katie said. "Just watching her try to move from A to B, is painful, it really actually gives me physical and mental pain to see her in that kind of distress."PETA has gotten involved, saying they want to help. The Fund for Wildlife Animal Center says they have room and experts ready to help once Myrtle's caught.If you find a wild animal, you are advised to not approach it, touch it or feed it, contact animal rescue personnel. 2343
