SAN DIEGO (CNS) - San Diego Police Chief David Nisleit Tuesday promised a thorough investigation into allegations that one of his officers uploaded a social media post mocking a roadside memorial for a robbery suspect fatally shot three months ago by that lawman and a patrol partner.SDPD Officer Jonathon Lucas was immediately suspended without pay after the online image seemingly belittling the death of 25-year-old Leonardo Hurtado Ibarra appeared on Instagram last week, Nisleit told reporters during a mid-afternoon briefing at downtown police headquarters."I am shocked and disturbed by the reports of this officer's conduct," the chief said about the post, in which emojis of laughing and tearfully wailing faces were superimposed over a photo of the makeshift tribute to Ibarra at the site where he was shot."The officer's alleged actions fall short of the high standards I and our community have for the San Diego Police Department," Nisleit said.Late on the afternoon of June 27, Lucas and Officer Tevar Zaki opened fire on Ibarra, a suspect in a recent robbery, when he allegedly pulled a revolver from his waistband and pointed it at them as they approached him in the 1200 block of Sixth Avenue in the Core-Columbia district.Ibarra succumbed to his gunshot wounds in a hospital two days later.The shooting prompted demonstrations by protesters alleging a culture of excessive use of force and racial bias on the part of the San Diego Police Department.While condemning the antagonistic online posting Tuesday afternoon, the police chief offered a message to Ibarra's survivors."I want to apologize to the Ibarra family," Nisleit said. Condo and townhome sales fell from 1,056 to 792, a 25 percent decrease.Year-over-year sales figures were also down, with single-family home sales falling 21.6 percent from 1,958 in September 2017 to 1,536 last month, and attached property sales down 22.7 percent from 1,024 to 792 listings sold.In total, previously-owned home sales in 2018 are down 9 percent compared to the first nine months of 2017."I'm hopeful that residential sales will continue along a mostly positive line for the rest of the year," said GSDAR President Steve Fraioli. SAN DIEGO (CNS) - Pride Live, the online pride parade and festival, kicked off a day-long event today featuring elected officials, community organizations and businesses.Because of the pandemic, organizers took the historic Pride Parade march through Hillcrest online -- sdpride.org/live/ -- and began at 10 a.m. with a slide show of photos from 46 years of the parade, which started in 1974. The San Diego Women's Chorus followed with a virtual singing of the national anthem. An interfaith blessing, with clergy from various denominations, gave their blessings.In 1994, the San Diego Women Motorcycle Riders first appeared to officially kick off the parade, which usually had about 350,000 participants and 200 pride floats, along with 400 volunteers.This year, about 12 motorcycles from the group took off from the site of the Hillcrest pride flag at University Avenue and Normal Street. SAN DIEGO (CNS) - The city of San Diego announced Tuesday the completion of upgrades to 15 of the city's most accident-prone intersections. The improvements are part of the city's Vision Zero program, with a goal of eliminating fatal traffic accidents altogether by 2025 via infrastructure upgrades and traffic safety education. Circulate San Diego released a list last April of the city's 15 most dangerous intersections. Mayor Kevin Faulconer and Circulate San Diego Executive Director Colin Parent held a news conference at the last intersection to be fixed, 33rd Street and El Cajon Boulevard, to discuss the improvements, which include higher-visibility crosswalk designation and audible pedestrian signals and countdown timers. ``This is all about making it safer for everyone -- drivers, pedestrians and cyclists -- as they navigate city streets,'' Faulconer said.``Making crosswalks more visible and adding audible walk signals are just a few of the simple yet effective ways we can make our neighborhoods safer.'' SAN DIEGO (CNS) - San Diego County public health officials Sunday reported 373 new cases of COVID-19 and no new deaths, bringing the county's totals to 52,355 and the death toll remaining at 853.Officials are imploring San Diegans to maintain vigilance as positive case rates for the coronavirus continue to increase in the region."We are now concerned about the trends and we are concerned about the likelihood we could tip back to purple, Supervisor Nathan Fletcher said on Twitter today. The county is now in the red tier and the limit for the next tier is seven cases per 100,000 residents.Fletcher pointed to positive unadjusted case rates over six days (Oct. 11-16): 6.9 out of 100,000 residents, to 7.2 to 7.3 to 7.4 to 7.7 and 7.8.The county will be in the red, or "substantial," tier for at least another two weeks.But Fletcher and Public Health Officer Dr. Wilma Wooten held an emergency meeting Friday to "sound the alarm" as the future case rate appears to cross into the purple tier of the state's four-tier reopening system.With the state's monitoring system having a seven-day lag, the adjusted case rate of positive COVID-19 tests is 6.8 per 100,000 residents, up from 6.5 in the previous assessment.Nearly all non-essential indoor businesses would close under the purple tier."We are still in the red tier, but it is too close for comfort," Wooten said.The California Department of Public Health will update the county's data Tuesday.One new community outbreak was confirmed Saturday in a business.
