BEIJING, Nov. 5 (Xinhua) -- China's Vice Premier, Li Keqiang, said Friday that the population count, the first in 10 years, should be "authentic, accurate and complete", to provide a basis for economic and social development.In a visit to local communities in Beijing, Li said all-out efforts should be enlisted to conduct the census with quality and efficiency.Li noted that some progress has been made, but new problems also emerged as some migrant residents have not been found in their homes.He also said the census has entered a critical phase, and hoped the 6 million census takers could overcome difficulties and carefully carry out the counting.Chinese Vice Premier Li Keqiang (4th R) talks with a resident in the Dongcheng District of Beijing, capital of China, Nov. 5, 2010. Along with census takers, Li visited Beijing residents on Friday to inspect China's ongoing sixth population census."Only by getting a clear picture of the population could we better plan and provide people with equal public services in education, health-care, housing and pension," Li said.On Monday China began the once-in-a-decade population count, with 6 million census takers going door-to-door during the next 10 days to document demographic changes in the world's most populous country.Statistics from this census will be calculated in December and the main results will be released by the end of April 2011.

BEIJING, Oct. 27 (Xinhua) -- A signed article published in Wednesday's People's Daily said China's political reform must be conducted in a step-by-step manner under a socialist system and the leadership of the Communist Party of China (CPC).The article, written by Zheng Qingyuan, said China's political reform should be conducted in accordance with the development of the country's economic, historical and cultural background.The article was carried by the CPC Central Committee's official newspaper after the Party concluded a key policy-setting meeting that stressed the need for political reform."Great impetus will be given to economic restructuring, while vigorous yet steady efforts should be made to promote political restructuring," the communique, issued by the fifth plenary session of the 17th CPC Central Committee, said.The article starts with noting that the kind of political system a country chooses "depends on the will of the overwhelming majority of the country's people and its particular national condition, as well as its historical and cultural background."It cited late leader Deng Xiaoping's remarks about the three key indicators to assess a country's political system: whether its political situation is stable; whether the system can enhance unity among its citizens and improve their lives; and whether the country's productivity can be sustainably developed.The article said that since 1979, the CPC has announced a comprehensive reform policy which included consistent political reform over the past three decades, and added that China had achieved some experience in political reform now.It also stressed that China's political reform should not blindly adopt western-style practices such as having multiple parties which hold office in rotation and separating administrative, legislative and judicial powers.

BEIJING, Nov. 1 (Xinhua) -- China launched an association on Monday to evaluate the quality of the nation's higher education."The association, as a non-government organization, is designed to evaluate and supervise the quality of higher education," said Lin Huiqing, an official with the Ministry of Education, at the launching ceremony held in Beijing.The association is composed of over 200 educational institutions as members, including the Higher Education Evaluation Center of the Ministry of Education, Shanghai Educational Evaluation Institute, Peking University, Beijing Normal University, and others.China's higher education has been blamed for a decline in quality since 1999 when the government started to expand college enrollment."Therefore, we should establish a nation-wide network to evaluate the teaching methods, development of each discipline and curriculum designs of each school," Lin said.According to Ji Ping, a senior official in charge of the evaluation of educational quality with the Ministry of Education, China started to implement higher education quality evaluations in the 1980s, and decided to carry out evaluation once every five years since 2003."It is time for us to start a new round of higher education evaluations," Ji said, noting that the priority of China's higher education is to improve its quality."We have required the local schools to make regular evaluations themselves, and invite experts to carry out independent assessments," Ji said.
