SAN DIEGO (CNS) - Police Sunday identified a 24-year-old man who was fatally wounded in a shooting in Emerald Hills on Wednesday.The victim was identified as Gai Wal, who died of his wounds in the early morning on Friday, according to Lt. Matt Dobbs of the San Diego Police Department.At 5:51 p.m. Wednesday, police received a ShotSpotter activation in the area of 6100 Imperial Ave. It was soon followed by a second ShotSpotter activation near 6300 Imperial Ave. The SpotShotter is a device used by police to locate and alert whenever it detects the sound of gunshots.When patrol officers arrived on the scene, they found a man down in the parking lot of a business with an apparent gunshot wound to his upper body, Dobbs said.The officers rendered aid to the man, who was transported to a local hospital in critical condition, the lieutenant said. SAN DIEGO (CNS) - Sixteen new cases of COVID-19 were reported Saturday by San Diego State University, bringing the total number of confirmed cases to 1,064 since Aug. 24, the first day of instruction for the fall semester.The new totals reported by Student Health Services reflect numbers as of 6 p.m. Friday.Of the students living on campus, 380 have tested positive and students living off campus totaled 663 positive cases, health services said. A total of eight faculty or staff members have tested positive and 13 "visitors," people who have had exposure with an SDSU-affiliated individual, have tested positive.The information is based on cases reported to Student Health Services by an individual or by a public health official. As more private labs are administering tests, there is a possibility that not all cases are being reported to Student Health Services.For privacy reasons, SDSU does not report names, affiliations or health conditions of students, faculty or staff who test positive for COVID-19 unless a public health agency advises that there is a health and public safety benefit to reporting such details.The university will also not disclose the specific location of the individual who was infected for privacy reasons and also because avoiding the physical location does not inherently lower a person's risk of infection. 1353

SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes both fell by roughly 25 percent in September compared to August, according to data released Tuesday by the Greater San Diego Association of Realtors.Single-family home sales decreased from 2,039 in August to 1,536 in September, a 24.7 percent decline. Condo and townhome sales fell from 1,056 to 792, a 25 percent decrease.Year-over-year sales figures were also down, with single-family home sales falling 21.6 percent from 1,958 in September 2017 to 1,536 last month, and attached property sales down 22.7 percent from 1,024 to 792 listings sold.In total, previously-owned home sales in 2018 are down 9 percent compared to the first nine months of 2017."I'm hopeful that residential sales will continue along a mostly positive line for the rest of the year," said GSDAR President Steve Fraioli. SAN DIEGO (CNS) - San Diego County Treasurer-Tax Collector Dan McAllister announced his office is accepting penalty cancellation requests for homeowners and small business owners who were impacted by COVID-19 and missed the Dec. 10 property tax deadline.Property taxes unpaid after Dec. 10 incurred a 10% penalty. To qualify for penalty cancellation, the property must either be residential and occupied by the homeowner or owned and operated by a taxpayer that qualifies as a small business."COVID-19 has affected many in San Diego -- especially our small businesses, so we want to do what we can to help those who did not have the funds to pay their taxes on time," McAllister said. "We want to be as lenient as we can and show compassion for those who need it."To complete a penalty cancellation request, a taxpayer must:-- complete the request form, print it and sign it-- include copies of printed evidence proving how the taxpayer was impacted by the coronavirus pandemic and unable to pay the property taxes by the delinquent date-- include a check for the base amount of the property taxes owed. SAN DIEGO (CNS) - San Diego County will have enough water for 2019 in spite of low rainfall and high temperatures over the past year, the San Diego County Water Authority announced today.Rainfall during the 2018 water year, which ran from Oct. 1, 2017, to Sept. 30, totaled slightly more than three inches at San Diego International Airport, the county's precipitation measurement site. SDCWA officials say that's 67 percent lower than usual and the county's second-lowest annual rainfall total since 1850.Despite the scant amount of rain, the Water Authority expects that increased water-use efficiency and many water supply facilities will keep the county well-stocked with water for the immediate future. The Carlsbad Desalination plant produces roughly 50 million gallons of safe and drinkable water per day and the San Vicente Dam currently holds about 100,000 acre-feet of water after the Water Authority took action to conserve water resources because of recent droughts.One acre-foot of water, roughly 325,900 gallons, can supply two four-person households for a year, according to the agency."It has been very hot and dry, but we have invested wisely in infrastructure, and regional water use remains well below where it was at the start of the last drought," said Jeff Stephenson, the Water Authority's principal water resources specialist. "In fact, potable water use over the past three-plus years was 17 percent below 2013, which shows that San Diego continues to live WaterSmart."San Diego County currently has "severe drought" conditions, according to a regional classification by the U.S. Drought Monitor, but the investment of more than .5 billion over the last 30 years for local water infrastructure improvements has paid off, according to the SDCWA.Along with that investment and hedging against future droughts, the county is expected to see more rainfall in the coming months, Stephenson said."We are looking for a wet winter locally, and in the Sierra and Rocky Mountains, to help replenish reserves for future years," he said. 2060
