NASHVILLE, Tenn. — Tennessee will soon have one of the most restrictive abortion laws in the nation.Just after midnight Friday morning, state lawmakers passed a fetal heartbeat bill. The law was one that Gov. Bill Lee said was one of his priorities for the current legislative session, adding that he believes that "every human life is precious, and we have a responsibility to protect it."The bill would ban abortions once a fetal heartbeat is detected, typically about six weeks into pregnancy. It's not uncommon for a fetal heartbeat to occur before a woman knows she is pregnant.The bill would also require mothers to get an ultrasound before an abortion and would forbid an abortion when the doctor is aware the decision is motivated by race, sex, health or disability."It does that in a way that we believe is legally defensible," Rep. William Lamberth, R-Portland, said. "Every time we have passed a measure that was in favor of a life in the womb, it has been challenged in the courts. This bill is in such solid legal footing. We feel good about the fact that it could save millions of lives. And those lives are their most vulnerable because they are still in their mother's womb."The passing of the bill shocked Democrats and anti-abortion activists because they had been told for weeks that the Senate would not take up the bill."The fetal heartbeat bill, which is one of the most extreme, anti-choice bills passed in the United States, was used as a trade-off by the House Republicans to get some budget concessions," Rep. Mike Stewart, D-Davidson County said. "I just don't think serious legislation like that should be used as a budget bargaining chip.""Lack of access to abortion care particularly harms those struggling financially and those who already face significant barriers to health care, including people of color, people with limited incomes, rural people, and young people," the American Civil Liberties Union said in a statement. "Politicians should not be deciding what is best for women and certainly not making reproductive health care decisions for them. Mobs of kangaroos have been raiding patches of grass in the Australian capital Canberra, driven to the city's sports fields, back yards and roadsides by food scarcity.Canberra residents have taken to social media with images of the jumping marsupials exploring outside their usual habitats. But beyond the cute photo opportunities, the hungry kangaroos are at risk of dying on the roads as their feeding times coincide with rush hour.Canberra has more than 30 nature reserves, with most hosting hundreds of Eastern Grey Kangaroos, and it is not unusual to see them in the reserves or in roads or yards nearby, Australian Capital Territory (ACT) Parks and Conservation Service Director Daniel Iglesias told CNN.But he said this winter the animals were far more visible."Canberra is experiencing a perfect storm of hardship for its kangaroos. New records have been set in Canberra for very cold, frosty nights this winter. This, coupled with very dry conditions with very little rain at all in June and July, means there is very little food for kangaroos, " Iglesias said, via email."Sports ovals, suburban yards, schoolyards and roadsides are the few places offering any green grass at all in Canberra at the moment and they act as magnets for kangaroos," he said.Driving in areas with large populations of kangaroos is ill-advised during the animals' dawn and dusk feeding times as they can jump in front of moving vehicles without warning. MILWAUKEE — Jacob Blake is out of the hospital and in a rehabilitation center, his attorney says.Blake was in Froedtert Hospital since Aug. 23, when Kenosha Police Officer Rusten Sheskey fired seven rounds into Blake's back.Blake's attorney declined to say when exactly Blake left the hospital, or how long he is expected to remain at the rehabilitation center. Blake's family said he had been paralyzed from the waist down. It appears his condition has improved somewhat, as he is now recovering in an unidentified rehabilitation center.Blake was initially handcuffed to his hospital bed after the shooting. Police said at the time that the handcuffs were necessary because Blake still had an outstanding warrant on him. After he posted bond and with the help of local lawmakers, the handcuffs were removed, and the police officers guarding his door left.Officer Sheskey has not been charged in the shooting. Sheskey's attorney says the officer believed at the time that Blake may have been trying to drive off with a woman's child.On August 23, Officers were initially called to a domestic incident. There, they attempted to arrest Blake on an outstanding warrant for third degree sexual assault charges. Blake tried to get into his car, when the officer fired his service gun into Blake's back.The shooting quickly became national news as protests erupted in Kenosha and across the U.S.After a few nights of demonstrations in Kenosha, a 17-year-old man opened fire on the crowd, hitting three people. Two people died and the third was taken to the hospital. The teen, Kyle Rittenhouse, was arrested at his home in Illinois and he is now facing extradition to Wisconsin and charges in the shooting deaths. More than 20 fire departments are working to burn down a Beaver Dam, Wisconsin apartment building where a deadly explosion happened last week. City officials said dangerous chemicals inside of the structure made it too dangerous for residents to re-enter, and that burning the building to the ground is the safest way to prevent any injuries."We have carefully reviewed this, and we firmly believe this is the action that needs to be taken, unfortunately," said Beaver Dam Fire Chief Alan Mannel at a Wednesday evening news conference. The five, neighboring buildings in the apartment complex were evacuated ahead of Thursday's controlled burn. Streets in the area were shut down at 9 a.m.Around 10 o'clock, firefighters lit both ends of the apartment building at 109 Knaup Dr. on fire and allowed it to burn towards the middle. Large shipping containers were placed around building 109 to help contain the heat and flames. Mannel said staffing of the fire trucks surrounding the building is minimal, and that firefighters only plan to step in and control the flames if they threatened any of the nearby structures. Police on Wednesday identified 28-year old Benjamin Morrow as the man killed in last Monday's blast. According to authorities, Morrow lived in one of the units.Beaver Dam Police Chief John Kreuziger said investigators continue to suspect that Morrow was building a bomb inside of the apartment. According to his obituary, Morrow worked in the quality department at Richelieu Foods in Beaver Dam for almost a year. His obituary describes him as "a hard worker" who "had a good rapport with all those around him."Police and the FBI continue to investigate why Morrow was in possession of the volatile chemicals that required them to eventually burn the building down.Kreuziger on Wednesday declined to comment on what the chemicals inside of the apartment were. City officials said the plan is for evacuated residents to be allowed back into their homes this evening. That's also when they plan to re-open nearby streets. The EPA has placed air monitoring devices in the area. Mannel said the EPA can also test the air in individual apartments within the evacuation zone at the request of residents. 2336

Moderna announced Thursday they have started giving teenagers their COVID-19 vaccine as part of their study on how the vaccine works in those under 18.Pfizer, the other vaccine maker with an emergency use request for their COVID-19 vaccine in adults before the FDA, started including teens in their trial in October.In the Moderna’s press release, they say the Phase 2/3 study of the mRNA vaccine is now underway and is being conducted on children between the ages of 12 and 18.“We are pleased to begin this Phase 2/3 study of mRNA-1273 in healthy adolescents in the U.S. Our goal is to generate data in the spring of 2021 that will support the use of mRNA-1273 in adolescents in advance of the 2021 school year,” said Stéphane Bancel, Chief Executive Officer of Moderna in a company statement. “We hope we will be able to provide a safe vaccine to provide protection to adolescents so they can return to school in a normal setting.”The Phase 2/3 study from Moderna is being done to test the safety and immunogenicity of the two-dose vaccine they submitted to the FDA for emergency use approval last month.They plan to enroll about 3,000 teenagers in the U.S. in the trial, with each receiving either a placebo or the vaccine in two doses, 28 days apart. 1262
