Southwest Airlines will look less like a zoo.Passengers will be allowed to bring only cats and dogs on board as emotional support animals beginning in September, and only one per customer. The animals must be on a leash or in a carrier at all times.Southwest says passengers will need to present a letter from a doctor or licensed mental health professional on the day of departure.The airline will also limit the types of trained service animals in the cabin. Only dogs, cats and miniature horses will be allowed. Service animals are specially trained to help people with disabilities.Fliers have become increasingly bold in bringing animals on planes.In January, a woman reportedly tried to board a United Airlines flight with an emotional support peacock. Delta says passengers have also flown with "comfort turkeys, gliding possums known as sugar gliders, snakes, spiders and more."Since the beginning of the year, American Airlines, JetBlue, Delta and United have all introduced rules similar to Southwest's.The airline industry has called on the Transportation Department to update its guidelines for animals on planes. Several countries have started shifting to a shorter quarantine recommendation.Places like France are now telling COVID-19 patients to quarantine for seven days instead of 14. Some people may find it difficult to self-isolate and because of the long period, they may not attempt to do it.“If you have a job that requires you to be there, you’ll miss two weeks’ worth of work,” said Marcus Plescia, Chief Medical Officer at the Association of State and Territorial Health Officials. “Even if you have a job with really good benefits, where you can take sick leave and they can accommodate that, even in that situation, it’s going to be difficult for most people.”Another idea that supports this is that many people will not need the full two weeks to develop COVID-19 symptoms. The Association of State and Territorial Health Officials says the vast majority of people are showing symptoms within four to six days.They do say that the downside to shorter quarantine is that there is the possibility they will miss some people who start showing symptoms later on.Utah is one state that has approved a shorter quarantine period under certain guidelines. The governor there has allowed students to return to school after seven days of quarantine, if they have not shown symptoms. That’s specifically for students who were wearing a mask and were at school when they were exposed.Some more states are also considering a shorter quarantine time for children in grades K-12.“They tend to be asymptomatic or have very mild symptoms, so there’s not a danger for the most part, there’s not a danger to the children themselves,” said Plescia.The Centers for Disease Control and Prevention (CDC) is currently looking at shorter quarantine periods for college-age students.Depending on what they find, the CDC may be able to issue new guidance on self-isolation periods to get states on the same page. 2065

  

Something rare happened today in Washington. A bipartisan bill was signed into law. The Great American Outdoors Act is the culmination of years of environmental and conservation negotiations. WHAT IT DOESThe first thing this legislation does is create a funding stream to improve National Parks in this country. While visitors have increased 50 percent since 1980, funding has not and it has created a maintenance backlog. Currently, there are around billion dollars worth of repairs needed in America's National Parks. The Great American Outdoors Act sends around billion over the next five years to improve maintenance. PROJECTS EXPECTEDIn Colorado, it means Rocky Mountain National Park will get improved sewage systems; in Montana, Glacier National Park will upgrade their camp grounds; in Arizona, the Grand Canyon will get drinking water pipelines fixed; in the Everglades of Florida, storm-damaged buildings can be repaired; and at Shenandoah National Park in Virginia, 100-year-old trail heads will be updated with better parking lots and easier entrances. LAND AND WATER CONSERVATION FUNDApart from improving the maintenance in America's National Parks, the legislation also, for the first, permanently funds the Land and Water Conservation Fund. SOLANA BEACH, Calif. (KGTV) - A small business landlord is giving his tenants some much-needed relief during the Coronavirus Pandemic. He's waived rent for April."Business is difficult in good times. It's especially difficult in bad times," says Daniel Powell, who is the landlord for 17 small businesses in the popular Arts District along South Cedros Avenue. "I think that what we can do together is more than we can do apart."Powell says he felt it was the "right" thing to do. His tenants say it's a reflection of the kind of person he is."His generosity and his action reminded me of what this is all about," says Carly Blalock, the owner of an interior design firm in Solana Beach. "It's about taking care of one another right now.""I have huge gratitude for him," says art dealer Lorna York. "I didn't know how I'd make it, and how I'd pay my rent.
