SOLANA BEACH, Calif. (KGTV)- As San Diego county's COVID-19 cases continue to climb, restaurant owners hope outdoor dining isn't banned next. Los Angeles County shut down outdoor dining last Wednesday for a minimum of three weeks due to a surge in infection rates.Piero Tarantino owns Parioli Italian Bistro on Highway 101 in Solana Beach.He's down to just two employees, with the restaurant open only four days a week."We have a problem retaining employees cause we have to cut their hours since we don't have a lot of business, and we have to close a few days cause there are not enough sales to even pay one employee," said Tarantino.He says outdoor dining was going well in the summer, but it's a struggle now that cooler weather is here even when using heaters. "It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. Rimoin said everyone needs to do their part to bring down the infection rates."Right now, we're at the most dangerous point of this pandemic that we've been in, so far," said Dr. Rimoin.San Diego County Supervisor said right now there is no talk of banning outdoor dining locally."I have not seen evidence to suggest there's significant spread, at least from outdoors settings," said Supervisor Fletcher. Tarantino doesn't know how much longer his family owned business can survive."A lot of uncertainty, and you don't know what to do. It's a day by day situation," said Tarantino. 1973

Sixty-five years ago today, a Black woman from Tuskegee, Alabama changed the course of American history.Rosa Parks, then 42, was arrested on a city bus in Montgomery, Alabama on Dec. 1, 1955, when she refused to give up her seat to a white man. Parks had willfully violated the city's segregation laws, and her actions inspired the Montgomery Bus Boycott — a movement that thrust Dr. Martin Luther King, Jr. onto the scene as a civil rights activist.At the time, segregation laws in the Jim Crow south required all Black passengers to sit in a certain section in the back of city buses. The law also required that Black people give up their seats to white people should the buses fill up.According to the History Channel, Parks was sitting in the first row of the Black section of a fully-loaded Montgomery city bus. When a white passenger boarded, he asked that Parks stand up and give him her seat. She refused and was promptly arrested.According to History Channel, Parks' defiance was spontaneous — but she was also aware that local civil rights leaders had been planning to challenge segregation laws on public transportation.Parks was quickly bailed out of jail by local civil rights leaders, and the NAACP and other Black leaders immediately called for a boycott of the city bus system. For 381 days — over a year — Black people in Montgomery chose to walk rather than ride the bus to oppose the city's racist laws.The boycott placed financial pressure on the city and put the push to end segregation in the national spotlight.It wasn't always easy — city leaders and vigilantes retaliated against the Black community in Montgomery — King's home was firebombed, peaceful protesters were arrested and many Black people in the city lost their jobs.But at the same time, the King-led Montgomery Improvement Association filed a lawsuit in the hopes of challenging segregation on public transportation.The following June, a federal court declared that segregation on public transportation was unconstitutional, and the Supreme Court upheld the ruling that December.In addition to marking a win for Civil Rights across the country, the Montgomery Bus Boycott launched King onto the national scene. He would later push for further integration and help install voting rights legislation that helped Black people let their voices be heard.But it was Parks' bravery to stand up against oppression that served as the spark that ignited a bonfire of change. She served as an inspiration for all Americans until her death in 2005 at the age of 92. 2549

Some say there’s a problem with the old proverb that if you give a man fish, you feed him for day, but if you teach a man to fish, you feed him for a lifetime.Some argue that in order to complete a task, or learn a life lesson, people need access to the right equipment and education from someone with the right experience.“We didn’t get an opportunity like this,” said Hanifah Chiku while practicing flyfishing with her 6-year-old grandson Kamal during an event hosted by Colorado Blackpackers, a nonprofit on a mission to provide free gear, outdoor excursions and education to ethnic minorities.“We meet those who are at the intersection of economic vulnerability and under-representation,” said Patricia Cameron, founder of Colorado Blackpackers, a group she started a few years ago with the hopes of expanding to other states.“The opportunity to provide more outdoor experiences for people of color across the country, absolutely,” Cameron said.During the flyfishing clinic, Chiku said her grandson is learning great lessons while enjoying the great outdoors“They afford the opportunities to give people this experience and to come out and participate in different venues,” she said.Helping people learn how to properly set up a reel and rod are volunteers like Eeland Stribling, who says these events give people of color unique opportunities.“I feel a lot more community when I see people who kind of look like me,” he said.The classes and gear are free, with people like Kyle Fulmer donating outdoor supplies from his company RovR Products.“We want people, it doesn’t matter where you’re from, to be able to have the same access and opportunity in the outdoors,” he said.Cameron says Blackpackers is helping people learn life lessons while creating their own proverbs.“My tag line is: economic equity and outdoor recreation,” she said. 1850

SOLANA BEACH, Calif. (KGTV) - A fire damaged a well-known restaurant across from the Del Mar Fairgrounds Wednesday. Pamplemousse Grill at 514 Via de la Valle caught fire about 10:45 a.m., Solana Beach firefighters confirmed. A witness at the nearby Winners Tennis Club told 10News she saw smoke coming from the kitchen door on the ground floor. The damage was primarily done to the kitchen, firefighters said. There was some minor damage to the restaurant’s seating area. Pamplemousse Grill’s owners are working to reopen the restaurant as soon as possible, according to the Solana Beach Fire Department. 612
