SAN DIEGO (CNS) - Gusty Santa Ana winds will sweep through San Diego County Monday amid dry conditions, raising the risk of wildfires in the mountains and the inland valleys, according to the National Weather Service.The agency issued a wind advisory that will be in effect until 5 p.m. Monday in the coastal areas and the western valleys.Winds out of the northeast are expected to be between 25-35 mph, with sustained wind gusts potentially reaching 55 mph, forecasters said. Humidity will drop to around 5-10% Monday afternoon with poor overnight recovery.This combination will create an elevated risk of wildfires in the mountains and the western valleys through Tuesday, according to the NWS. Outdoor burning is not recommended.To reduce the risk of wildfire in some parts of North County, SDG&E notified approximately 21,480 residents over the weekend that it may have to turn off power Monday and Tuesday. A map of areas at risk of power shutoffs is available at sdge.com/ready.Power shutoffs are approved by state regulators as a safety tool to mitigate fire risk during dangerous weather conditions, SDG&E said.High temperatures Monday are forecast to reach 76 degrees near the coast and inland, 73 in the western valleys, 67 near the foothills, 59 in the mountains and 71 in the deserts.The winds are expected to calm by Tuesday night, then temperatures throughout the county will warm to slightly above average by Thursday, forecasters said. 1467

SAN DIEGO (CNS) - An ex-con accused of sexually assaulting a 24-year-old woman in broad daylight on a Mission Beach street pleaded not guilty Thursday to a charge of assault with intent to commit a sex crime. Philemon Shark, 40, who has two prior convictions from Washington state for residential burglary from 2014 and 2015, faces life in prison if convicted, said San Diego County Deputy District Attorney Trisha Amador. Judge Joseph Brannigan set Shark's bail at million and ordered the defendant to have no contact with the alleged victim. Amador said all sexual assaults -- no matter what level -- are ``serious'' and taken ``exceptionally serious'' by the District Attorney's Office. ``I think part of the concern is that when an individual is attacked in broad daylight in an area where they felt safe or did not feel a threat, of course that's added concern, but our office takes all sexual assaults equally as serious,'' the prosecutor said outside court. The attack happened about 8:40 a.m. last Sunday on Bayside Lane near San Jose Lane, just off Mission Boulevard, according to San Diego Police Lt. Jason Weeden. Weeden said the victim was walking south when Shark allegedly approached her from behind, threw her to the ground and held her down while he assaulted her. The woman screamed for help, and several residents forced the man off her, the lieutenant said. When Shark tried to leave, some of the residents followed him but lost track of him, Weeden said. Then, about 45 minutes after the attack, one of the neighbors found Shark hiding in a breezeway. Shark allegedly fled but was apprehended by patrol officers and booked into jail. Weeden said Shark is from the Seattle area and was believed to have been living in San Diego for the last few months. He will be back in court Jan. 8 for a readiness conference and Jan. 10 for a preliminary hearing. 1880

SAN DIEGO (CNS) - As a county with the third highest population of veterans in the United States, San Diego County has multiple events Wednesday meant to honor those who served in the Armed Forces.Rep. Mike Levin, D-San Juan Capistrano, announced the formation of a panel of servicemembers, veterans, and other community leaders who will work together on recommendations to name either an Oceanside or San Diego Department of Veterans Affairs facility after a woman veteran.The VA Facility Dedication Advisory Panel will compile a report on notable women veterans with ties to the region who are worthy of the honor. Currently, there are no VA facilities in the United States that are named after women veterans, and neither the San Diego VA Medical Center nor the Oceanside VA Clinic are named after an individual.The panel is led by Army Veteran and Carlsbad resident Karin Brennan."Throughout our nation's history, women have served and sacrificed for our freedom just like men, but have often gone without the recognition they deserve," Levin said."It is past time to rectify that injustice and live up to our responsibility to honor all veterans, including women. It's disappointing that not a single VA facility in the country is named after a woman veteran, but we can change that here in our district."In September 2020, the VA released the 2020 Report of its Advisory Committee on Women Veterans. The committee made seven recommendations to VA, one of which is the inclusionary branding of VA facilities. This item recommended that VA "form a working group to recommend names for VA undedicated facilities to honor women veterans.""It is my honor to lead a group of distinguished veterans and servicemembers who are committed to recognizing the extraordinary contributions of women veterans," Brennan said."Inspired by women like Capt. Lillian Daly, the first female Marine based at Camp Pendleton, I served side by side with men, performing the same mission and taking the same risks. It's time for our service to receive equal recognition, and that can start by finally naming a VA facility after a woman veteran."Other Veterans Day events include:-- A Veterans Day boat parade hosted by Fleet Week San Diego. The parade provides an opportunity to celebrate the men and women who have served and are currently serving. It will feature boats of all sizes decorated to salute and honor veterans and members of the military.The parade will take place on San Diego Bay starting at 10 a.m. and proceed from Shelter Island under the skyline of Downtown San Diego and work its way up to the Coronado Bridge where it will cross the Bay and proceed south along the Coronado Shoreline. There will be live demonstrations by the U.S. Coast Guard as well as vintage Aircraft Flyovers and other attractions on the bay.-- The USS Midway Museum will hold a variety of events, including two precision parachute jumps by the U.S. Navy's "Leap Frogs" onto the ship's flight deck at 10 a.m. and 1 p.m. Along with active-duty Navy SEALS, the parachuting demonstration will include a SEAL veteran.The Midway will feature an art exhibition on its flight deck by Navy Chief Petty Officer Joe Pisano. His work is considered "3D industrial," and uses items like drywall screws, dog tags and golf tees.The San Diego Blood Bank will have its mobile tent outside the Midway Museum. Donors will receive one ticket for entry into the museum. Veterans and active duty military will get free admission all day.Lastly, in celebration of the 75th anniversary of the end of World War II, the USS Midway Museum will conduct a special broadcast of its "Destination Midway" live webcast series at 12:30 p.m. The webcast will feature ship historian Karl Zingheim as he interviews four WWII veterans.-- Meals on Wheels San Diego County, a nonprofit organization that supports the independence and well-being of seniors in need by delivering them nutritious meals, will make a special delivery to honor an Oceanside veteran.Brent Wakefield, president and CEO of Meals on Wheels San Diego County, will deliver meals to World War II Navy veteran Ed Kruck and thank him for his service. Additionally, his son, Ed Jr. -- who is also a Vietnam War veteran -- will join him.-- Honor Flight San Diego will host a "Parade of Honor." The socially-distanced, no-contact, drive-thru parade through the Kearny Mesa neighborhood is for military veterans of all eras.At the end of the route, every military veteran will receive a care package from Operation Gratitude and Honor Flight San Diego. Operation Gratitude donated the items for the 1,000 care packages and Honor Flight San Diego collected over 3,000 letters from community supporters around the country. The care packages were assembled Sunday by a team of Honor Flight San Diego volunteers.-- There will be 18 San Diego County COVID-19 testing sites remaining open, free of charge and most do no require an appointment. Most county- organized testing sites are now appointment-free, with few a mix of appointments and no-appointments. All city skate parks will be open.All public buildings in Balboa Park will be closed, including the Balboa Park Activity Center, Botanical Building, Casa del Prado, Municipal Gym and War Memorial Building.Miramar Reservoir and Murray Reservoir will be open a half-hour before sunrise until sunset. Barrett Reservoir will be open for waterfowl hunting by appointment only. All other City reservoirs will be closed. Chollas Lake will be open 6:30 a.m. to 6 p.m.Parking meters, time restrictions for parking on streets and yellow zones within San Diego will not be enforced. Red, white and blue zones are still enforced every day. SAN DIEGO (CNS) - Assisted by San Diego officers, Los Angeles police Friday morning arrested social media personality Raymundo Diaz on suspicion of sexual assault.Diaz, 33, who is known online as Ray Diaz, was arrested by detectives with the Los Angeles Police Department's Robbery-Homicide Division's Special Assault Section about 5 a.m. in San Diego, according to the LAPD."Proud of our elite RHD who pursued this relentlessly," Chief Michel Moore tweeted Friday evening. "Their work brings a small measure of justice."Moore also thanked the public for their concern regarding the case."We are better when we share the responsibility of making sure every member of our community is safe," Moore tweeted.San Diego police assisted in the arrest of the Hollywood resident, the LAPD reported.Details about the alleged assault were not released, but according to media reports, an investigation was launched after videos surfaced that appeared to show him assaulting an underage teen girl he was reported to have been dating.The 16-year-old alleged victim said in an interview with "DramaAlert" YouTube channel host Daniel "Keemstar" Keem she had been dating the 33-year-old Diaz for the past 18 months while she was underage and was emotionally and physically abused.On July 5, the alleged victim's mother posted a video clip to her daughter's Instagram page that showed Diaz screaming at the teenager, Newsweek reported.Keem posted a longer version of the clip that showed Diaz yelling at the girl and saying she should "kill herself" and "die."The teen and her mother said they have both filed restraining orders with the Los Angeles Police Department, Newsweek said.Diaz, who has claimed the video depicted an acting exercise and not an actual assault, was being held in lieu of 0,000 bail, according to the LAPD.In June of 2018, Diaz was arrested on domestic violence charges for scratching and bruising his girlfriend at the time. SAN DIEGO (CNS) - A parolee accused of sexually assaulting an 88-year- old woman at a Hillcrest nursing home just days after being released from jail for an unrelated drug offense was charged Wednesday with rape, elder abuse and other felonies.Lusean Arline, 48, was arrested Monday in connection with the alleged Oct. 27 sex assault at the Balboa Nursing & Rehab Center. Deputy District Attorney Scott Pirrello alleged that Arline entered the nursing home around 3 a.m. and was found completely nude on top of the victim in her bed. How Arline allegedly entered the facility remains under investigation, but Pirrello said it's believed he got in through an unlocked door.RELATED: 88-year-old woman sexually assaulted at Hillcrest nursing homeStaff heard the victim and her roommates screaming and entered the room, prompting Arline to flee the scene, the prosecutor said. The victim, who suffers from memory decline, sustained a fractured arm in the attack, according to Pirrello.Arline was identified as the alleged perpetrator through ``evidence left at the scene'' that was submitted to the FBI Combined DNA Index System, he said. Police then tracked down Arline with help from the state Department of Corrections and Rehabilitation, SDPD Lt. Carole Beason said.Pirrello said Arline has a prior conviction from 2017 for following two elderly women home to their apartment and exposing himself to the victims.RELATED: Halfway house resident charged with chilling City Heights rapeFollowing his release from prison on Oct. 10, Arline was arrested in Chula Vista for a misdemeanor drug offense and jailed until Oct. 24, the prosecutor said.
