BEIJING, Dec. 6 (Xinhua) -- China's government-run welfare lottery has raised a total of 164.5 billion yuan (24.8 billion U.S. dollars) for public welfare funds over the last 23 years, the Welfare Lottery Distribution and Management Center (WLDMC) announced Monday.Total sales of welfare lottery tickets had amounted to 500 billion yuan (75.2 billion U.S. dollars) since the lottery started operation in 1987, said a statement issued by the WLDMC.Half of the funds were allocated to social welfare projects organized by local governments, and the rest to public welfare funds or projects administered by central authorities, including the Ministry of Civil Affairs (MCA), said the statement.The civil affair authorities for the past 23 years had supported more than 200,000 projects for the public good, the statement said.The projects included social welfare institutions, child welfare associations, homes for the aged in villages and towns, and community service centers.The WLDMC is administered by the Ministry of Civil Affairs, which was authorized by the State Council to raise welfare funds through lottery sales in 1987.

NANJING, Dec. 31 (Xinhua) -- A court in east China's Jiangsu Province sentenced a man to death and another to life in prison Friday for illegally raising up to 4 billion yuan (606 million U.S. dollars) in a fraudulent investment scheme.Another 11 suspects were given jail terms ranging from two-and-a-half to 10 years for collusion in the fraud, which caused losses of 650 million yuan (98 million dollars) to 14,822 investors, the Intermediate People's Court in the provincial capital, Nanjing, said in a statement.According to the statement, Sun Haiyu and Hu Zhen jointly set up a company, Nanjing Runzai Biology Co., Ltd. in January 2004 and began soliciting investments from the public in the name of planting glossy ganoderma, or reishi mushrooms, which are widely used in traditional Chinese medicine.The judge said the company exaggerated its profits in planting glossy ganoderma and fraudulently claimed that the investment was risk free.The duo, together with 11 accomplices, raised more than 4 billion yuan from April 2004 to July 2008.Sun was sentenced to death for the crime of illegal fund-raising by fraudulent means, while Hu was sentenced to life imprisonment.

BEIJING, Dec. 28 (Xinhua) -- Chinese Minister of National Defense said on Tuesday it had reduced the country's military reserves forces from 600,000 to 510,000 men and women over the past five years.China has also reduced the number of people in its militias from 10 million to eight million during the same period, said Gen. Liang Guanglie in an interview with Xinhua.It is the first time the Chinese government has given the exact number of people in the reserve forces and militias. In times of emergencies, the reserve forces and militias can be ordered to assist China's 2.3-million regular troops, the People's Liberation Army (PLA).Although China has experienced around 30 years of peace, Gen. Liang said the PLA has never relaxed its military preparations and vigilance especially at a time when "regional military conflicts can not be ruled out."In times of peace, the PLA's reserves conduct regular military training and participate in non-combat military operations, such as disaster relief work.The minister said the PLA had pushed forward military reforms in the past five years to build a more powerful military with upgraded weapon systems and high-quality personnel.Currently, 80 percent of the PLA's officers have four years of higher education compared with 25.8 percent in 1998, Gen. Liang said.To improve the quality of military personnel, the Chinese government has encouraged university graduates to join the armed forces since 2009.
