SAN DIEGO (CNS) - Police Tuesday were searching for a man suspected of carjacking another man on a Bay Terraces street.The victim was sitting in his 2018 Kia Forte around 9:55 p.m. Monday in the 1300 block of Manzana Way, near the Hillsborough Recreation Center, when a white van pulled up alongside him, San Diego police Officer John Buttle said.A man got out of the van and told him he wanted the car, then the victim -- assuming the man had a weapon -- got out of his car, Buttle said.Another person driving the van sped away, followed by the thief in the victim's Kia, which had California license plate 8BCW102, the officer said. SAN DIEGO (CNS) - The Port of San Diego announced Monday a three-year pilot project to test the use of concrete tide pools as a shoreline stabilizing tool. The concrete company ECOncrete will analyze the efficacy of its concrete tide pools as a possible replacement for traditional shoreline-stabilizing tools like rock armoring. The concrete tide pools will also serve as ecosystems for aquatic animals and organisms that live in natural tide pools. The tide pools interlock like puzzle pieces and are made of low carbon concrete that, according to the company, is environmentally safe and tailored to the environment in which its placed. ECOncrete plans to install 72 of the concrete tide pools across three areas of Harbor Island's shoreline, according to the Port of San Diego. ``ECOncrete's Coastal Star tide pools have great potential to provide many benefits for San Diego Bay,'' said Port of San Diego Board Chair Garry Bonelli. ``The Port looks forward to seeing if they can provide shoreline stabilization, help guard against coastal flooding, and improve the ecology of our bay water.'' The project is the eighth approved in the Port of San Diego's Blue Economy Incubator, which is intended to streamline the process in which businesses can launch pilot projects for so-called blue technology. The port launched the incubator program in 2016 as a way to collaborate with businesses focused on restoring ecosystems, improving water quality and fisheries and monitoring the environment. ECOncrete plans to monitor the tide pools every six months to examine how they could replace current shoreline stabilizers in the San Diego Bay. The best-case scenario, according to the company, would be protecting the city from rising water levels due to climate change while also protecting and sustaining local marine life. ``We are eager to help protect the city's coastlines while increasing resilience and rejuvenating the marine ecosystem of the area,'' said ECOoncrete CEO Shimrit Perkol-Finkel. ``The newly developed Coastal Star tide pool in partnership with the Port of San Diego will help change the way our future coastlines look and function.'' 2162

The agency's Housing and Community Development Services division activates the shelter when rain is expected for at least two days, reaches two inches in a 24-hour period or when a storm includes a threat of flash flooding. County officials monitor seven unincorporated zones to determine when to activate the shelter program. SAN DIEGO (CNS) -- San Diego Gas & Electric announced Monday that its residential customers will get a 5% reduction in pricing starting July 1 to help them deal with hot weather while spending more time at home during the COVID-19 pandemic.The new pricing for customers enrolled in the Time-of-Use DR1 pricing plan will last through Oct. 31 and applies to all three time-of-use periods: on- peak, off-peak and super off-peak, according to SDG&E.With the new pricing, a customer using an average of 400 kWh per month could see a bill decrease of about .80 per month, according to the company.For customers in the California Alternate Rates for Energy Program -- a bill discount program that offers a reduction of 30% or more on monthly bills -- an average usage of 400 kWh per month could see a bill decrease of about .96 per month with the new pricing.The California Public Utilities Commission recently approved the new pricing plan, which will also implement a 4% increase in pricing from Nov. 1 through May 31."Given the financial hardships the pandemic has caused, providing some bill relief to our customers as summer approaches was a priority for us, and we are appreciative that the CPUC agreed," said Dan Skopec, SDG&E's vice president of regulatory affairs. "We also encourage our customers to take advantage of the assistance and bill relief programs we have available."Two other energy bill payment assistance programs are available for customers who meet income eligibility criteria. SAN DIEGO (CNS) - Sales of previously owned single-family homes and attached properties like condominiums and townhomes increased between September and October while home prices decreased, according to data released by the Greater San Diego Association of Realtors.Sales of single-family homes increased from 1,605 in September to 1,644 in October, a 2.4 percent jump. Attached property sales rose 8.8 percent from 820 in September to 892 in October.The increases are a minor rebound after SDAR data showed sales of single-family homes and attached properties fell 25 percent from August to September.Monthly home prices dipped slightly for both single-family and attached properties. Single-family prices fell 0.4 percent from 7,000 to 5,000 while condo and townhome prices fell 2.7 percent from 9,000 to 8,000."The temperature of home prices seems to be cooling, which may lead to a period of calm for the rest of the year," SDAR President Steve Fraioli said. "However, the strength of the economy and the strong job market remains great news for buyers and industries related to real estate."Year-over-year increases show significant declines in listings sold and increases in home prices. Single-family home sales fell 16.8 percent from October 2017 to October 2018, from 1,977 to 1,644. Year-over-year condo and townhome sales fell 15.3 percent, from 1,053 to 892.Sale prices rose 6.3 percent for single-family homes, from 7,000 in October 2017 to 5,000 in October 2018. Condo and townhome prices rose from 0,000 to 8,000 in that same time span, a 4.5 percent increase.Realtors sold 43 single-family homes in Ramona in October, the most of any zip code in the county. 1709
