SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. Work is almost complete on a brand new pedestrian plaza, replacing half of the parking lot in front of the Air and Space Museum.RELATED: City to replace 144 parking spaces with plazaNext to the plaza, the Comic-Con Museum still plans a grand opening in the summer of 2021 in the building that used to be the Hall of Champions.And the Save Starlight group just revealed new plans for a complete overhaul of the Starlight Bowl theater, which has been closed since 2010."The placement of the museum in that area couldn't have been any better," says Melissa Peterman, the VP of Development for the Comic-Con Museum. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. SAN DIEGO (KGTV) - Conflicting instructions on the California mail-in ballot have confused some voters when it comes to signing their envelope."I laid it all out, and I looked at it and said, 'This doesn't match,'" says San Diego resident Theresa Lally. "It was red flags all over for me."The confusion comes from two separate instructions on how to sign your ballot envelope before submitting it. On the envelope itself, it says your "signature must match your voter registration record." But on the Voter Instruction form that comes with the ballot, it says, "Sign your name just like it appears on your driver's license or identification card."Lally says she can't remember how she signed her voter registration, and she wasn't sure if the instructions meant to include her full name or if she could just use a middle initial.ABC 10News took her concerns to Michael Vu, the San Diego Registrar of Voters. He says voters shouldn't stress over specifics, because the law allows for a fairly liberal interpretation of a signature."You do not have to have an exact match of your signatures," says Vu. "What we're looking for are the unique characteristics of a signature."Because signatures change over time, Vu says the people who verify each signature look at identifying markers to match the signature on the envelope to the signature on file."We look at the way that a person slants their signatures," Vu says. "Or the way that they loop their L's or J's or S's. Or how they may have a tail at the very end of their signature."He also says just initials can be enough to make a comparison and verify a signature.If none of that matches, Vu says the ballot goes into a "curing" process. The Registrar will have the voter fill out an affidavit that the office uses to verify the signature.And if a voter makes a mistake on their signature, Vu says they can contact the Registrar's office for a replacement ballot.Mail-in ballots must be postmarked by November 3 and received within 17 days to count. SAN DIEGO (KGTV) — Congressional candidate for the 53rd District and San Diego City Council President Georgette Gómez says she was unaware of an error on her 2017 tax return and says it was committed by her accountant.Gómez's 2017 tax return shows she reported almost ,000 from pension income but reported zero in actual wages. According to Transparent California, Gómez made more than ,000 that year from her job as a San Diego City Council member and an additional ,000.University of San Diego professor of law Ariel Jurow Kleiman specializes in federal tax law. ABC 10News reporter Adam Racusin asked her to look at the filing."There was a zero on the line where you would normally report your wages," Kleiman said.Discrepancies in Gómez's tax returns were first reported by the San Diego Union-Tribune.The numbers on Gómez's 2018 return also don't match the dollar amounts reported on a financial disclosure report for Congressional candidates.In a statement, Gómez says her accountant made the errors, but that she has filed a corrected return and paid back the taxes."You may have seen a story about my accountant’s errors on my taxes. Like most people, I trusted my accountant to file my taxes accurately and I was shocked to find out that my 2017 returns were not properly filed. My accountant has taken responsibility for the errors. SAN DIEGO (KGTV) - Candalee Carbonel remembers the panic she felt Tuesday when her son's principal called about an incident involving her 7-year-old. "This is a horrible situation, I pray no other family has to go through this," said Carbonel. Her son Cole has autism and managed to walk off the Miller Elementary campus in Tierrasanta without staff noticing. He walked about half a mile to his house. "It broke my heart, knowing I drop off my child every day at school in their hands. They are now responsible to be his safety, to keep him out of danger. This really breaks my heart," said Carbonel. Carbonel says panic turned to frustration when she learned how the school handled the situation. "They should've called 911, called the police, then called me, and I could've helped. I could've been somewhere; I could've come home, I could've been here for my son when he was looking for me," said Carbonel. But instead, the principal went to look for Cole herself, driving to the family's home. She found Cole inside the house, watching television on the couch, and proceeded to take him back to the school and call Carbonel. "It broke my heart that a little kid could be running the streets, and no one called his mom," said Carbonel. She's grateful he made it home safe, but Carbonel says she can't help but wonder what could have happened to him on the walk home. The military family is new to the district, and Carbonel says she's been advocating for her son to have a one-on-one aide as he did in his last school district. She was pushing for more support for her son so that an incident like this wouldn't happen. SDUSD says as a result of this incident, they are going to add an additional staff member to provide above-and-beyond support to Cole's classroom.
