BEIJING, Sept. 24 (Xinhua) -- China and Venezuela on Wednesday inked a series of agreements on wide-ranging fields, a sign of bilateral efforts to advance their strategic partnership to a new high.     The agreements came out of the summit talks in the Great Hall of the People as Beijing rolled out the red carpet for Venezuelan President Hugo Chavez.     The 12 new cooperative deals covered trade, oil, finance, education, justice, telecommunications, infrastructure, sports and cultural relics. Chinese President Hu Jintao(R) meets with visiting Venezuelan President Hugo Chavez at the Great Hall of the People in Beijing, capital of China, on Sept. 24, 2008.    Chinese President Hu Jintao gave an honor guard reception to Chavez, who was on his fifth visit to China since taking office as Venezuelan president.     In their hour-long talks, Hu first thanked the Venezuelan government and people for providing relief to China following an 8.0-magnitude earthquake that devastated the southwestern China on May 12.     In response, Chavez said the Venezuelan people were sympathetic with the victims in the quake. He wished the Chinese government and people a speedy recovery from the disaster.     On the Beijing Olympics and Paralympics, Hu said China appreciated Venezuela's generous support while Chavez said the successes of hosting the two games would go down in history.     Stressing both China and Venezuela stayed at an important stage, Hu said the two countries shared the goal of stepping up substantive cooperation and seeking common prosperity.     To advance the bilateral strategic partnership, Hu proposed the two countries keep the high-level visits, enhance dialogues between the governments, legislatures and ruling parties, and exchange views on issues of common concern.     On the economic front, Hu said China would like to deepen "all-phase and integrated" oil cooperation with Venezuela, encourage businesses to invest in Venezuela and establish a trade zone.     China will also participate in building Venezuela's infrastructures, including railway system, telecommunications network, social housing and hydro-power.     Hu also called on the two countries to work more closely in education, culture, science and technology, justice, sports, journalism and poverty eradication.     Sharing Hu's view on bilateral ties, Chavez said bilateral trade had progressed smoothly, citing remarkable progress in oil, agriculture, science and infrastructure.     Chave said Venezuela would like to work closely with China on stronger political ties, increased dialogues and more substantive cooperation in energy, finance, agriculture and machinery.     On international issues, Hu and Chavez agreed to step up communication and consultation in multi-lateral organizations and on global issues, so as to safeguard the reasonable rights of developing countries.     Earlier Wednesday, top Chinese legislator Wu Banguo also met with Chavez. Wu said China's National People's Congress, the country's top legislature, would like to maintain its friendly exchanges and cooperation with the Venezuelan legislature, boosting the overall bilateral ties.     Chavez will conclude his three-day state visit to China on Thursday.

BEIJING, July 1 (Xinhua) -- Industries with high energy consumption and emissions are developing too fast in China, along with the quick economic growth, the State Council, or Cabinet, warned on Tuesday.     The traditional industry structure remained unchanged, while the service sector and high-tech manufacturing weighting fell in the national economy, State Councilors heard at a meeting focusing on energy saving and emission reduction, chaired by Premier Wen Jiabao.     Meeting the energy saving and emission reduction targets set in the 11th Five-Year Plan (2006-2010) remained an arduous task, they agreed. Outdated production capacity in cement, aluminum electrolysis, paper-making, iron and steel industries should be eliminated.     The government will fund key environment protection projects, including the construction of the sewage treatment facility network.     Environment-friendly construction materials should make up more than 80 percent of projects by the end of 2008.     China reported a drop in both sulfur dioxide emissions and carbon oxygen demand, a measure of water pollution, in 2007.     Last year, China saw a 3.27 percent year-on-year drop in energy consumption for each 10,000 yuan of GDP, Premier Wen Jiabao said in his government work report to the First Session of the 11th National People's Congress.     However, the government has admitted the difficulty of hitting the targets to cut China's total energy consumption by about 20 percent and emissions of major pollutants by 10 percent by the year 2010, a goal the government set in 2006.

LANZHOU, July 10 (Xinhua) -- Local governments should promote the spirit of quake relief to carry out reconstruction work and economic and social development, said a senior Chinese official.     Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said this during his inspection tour to quake-affected Shaanxi and Gansu provinces from Sunday to Thursday that there have been heavy tasks for local governments in terms of relocating quake survivors and rebuilding damaged or destroyed facilities. KUNMING, April 2 (Xinhua) -- Chinese Premier Wen Jiabao has pledged that his government will extend further support to poor areas inhabited by ethnic minority people.     "All ethnic groups form one big family. We must be united and help each other, to prosper and make progress together," Wen told a group of Jingpo nationality farmers during a visit to the Dehong Dai and Jingpo Autonomous Prefecture in Southwest China's Yunnan Province. Chinese Premier Wen Jiabao visits the DehongDai and Jingpo Autonomous Prefecture in southwest China's Yunnan Province from March 31 to April 1.Wen's trip to Yunnan from March 31 to April 1 took place after he attended the third Summit of the Greater Mekong Subregion held in Vientiane, the capital of Laos. Yunnan has the largest number of ethnic minority groups among all Chinese regions.     Wen told farmers in Dai, Jingpo and De'ang villages that his new cabinet has decided to increase rural spending by 25 billion yuan (3.5 billion U.S. dollars).     Government shall also increase subsidies for cereal growing and farming machines as well as the minimum state purchasing prices for rice and wheat, Wen said in a Dai village, greeting local farmers in Dai language. When he learnt that Yao married a Han girl, Wen shook hands with the couple and said, "This is unity among ethnic groups."     The village was relocated to a flat place near national highway302 from a nearby mountain five years ago, with special government funding to help ethnic minority groups.     Wen urged local officials to make education their top priority, saying that education is the foundation for people to improve their life.     Wen also hosted a small meeting attended by a dairy farmer, a school master and a countryside doctor, among others, to solicit their opinions of government work.

BEIJING, May 29 (Xinhua) -- China's Office of State Flood Control and Drought Relief Headquarters (SFDH) urged local governments to strengthen flood control at a meeting here on Thursday.     Water resources authorities should double check the preparation work for the incoming flood season, strengthen monitoring systems and ensure the safety of major rivers and large- and medium-sized reservoirs, it said.     It also asked relevant authorities in quake zones to pay special attention to flood control and protect earthquake victims from fresh dangers.     Flood control precautions and safe water supplies in cities holding competitions for the 2008 Olympic Games in August should be ensured. It added that drought prevention work should also be listed on the agenda.     The SFDH initiated a level-three emergency response to the torrential rains that hit China over the past week causing 57 deaths.
