SAN DIEGO (KGTV) - San Diego’s boating community is stepping up to help a family who lost their floating home in a fire. The boat, Both/And World, caught fire while docked at the Shelter Island Marina Saturday just before 3 p.m. "I was just merely walking off of the boat and saw the smoke, thought it was a barbecue then the kids started screaming on the dock and saw the black smoke and knew it was time to react,” said witness Charlie Colson. The man who lived on the boat with his family grabbed a small hose and tried to put out the flames, Colson said. People on shore grabbed a larger hose and had most of the flames knocked down by the time firefighters arrived. Colson said the family, which includes the man’s wife and 6-year-old son with special needs, had just moved on to the boat last week. The only salvageable items were the boy’s stuffed Donald Duck and his iPad. According to Colson, the flames were sparked by a lithium battery on a charger. Investigators have yet to release the official cause of the fire. “It’s gonna change their plans for a little but it’ll all work out,” said Colson. “The lucky part: no one was hurt; no other boats damaged; family’s okay, other than being rattled.” Colson believes the boat is a total loss. SAN DIEGO (KGTV) -- Some students in the San Diego Unified School District are being allowed to return to campus Tuesday as the district begins the first phase of its reopening plan.The district began the 2020-21 school year on Aug. 31 with a distance learning program for its students. In recent weeks, during the distance learning period, teachers have been working to determine which students they believe would benefit from appointment-based in-person learning sessions.Appointment sessions will be voluntary; the rest of the time, those students will continue with distance learning.SD Unified officials said they’ve also been working with health experts in designing a reopening plan that would ensure all students and staff are safe.Despite the reopening plan, there are some parents who still do not believe it’s enough.On Tuesday afternoon, a group of parents called Reopen SDUSD has scheduled a rally at 4 p.m. in front of the Board of Education building to voice their concerns about the reopening plan.The group, which held a similar rally last month, is calling for a more detailed reopening plan and they want the district to be more transparent.Reopen SDUSD has gathered thousands of signatures for a petition urging the district to allow more students to return to campus.ABC 10News spoke with some parents at the September rally who said they want options because distance learning is not working for them.One mother said her children “dread going on Zoom. They dread being on the computer. They don’t like learning via the screen. SAN DIEGO (KGTV) - Scripps Health revealed Tuesday plans for major new construction projects and buildings at its hospitals in San Diego County.The master plan includes flexible design spaces for evolving technology in patient rooms, operating rooms, laboratories and diagnostic centers, Scripps officials said.More care will be delivered on an outpatient basis at clinics and other facilities so Scripps can use acute care hospitals to care for the most seriously ill patients, said the company."This is our vision to build the health care system of the future - starting today," said Scripps president and CEO Chris van Gorder. "Our focus is on delivering the right care in the right setting that reflects the changing health care needs of the communities we serve across the San Diego region."The projects will be financed by operating revenues, borrowing and philanthropy, Scripps said.Scripps Memorial Hospital La Jolla:Construction includes a new seven-story, 401,000 square-foot hospital tower. It will feature a woman's health center, nursery, and neonatal ICU. The building should be finished in 2024.Scripps Mercy Chula Vista, Scripps Green Hospitals:The facilities will undergo seismic retrofitting. The work will start in 2022 in Chula Vista and 2027 at Scripps Green.Scripps Mercy San Diego:The campus will be the largest project for the health care system. The existing acute care building will be replaced with a new 710,000 square-foot 15-story tower. Most of the rooms will be private. The central energy plant will also be upgraded. Construction will start in 2022 and end in 2027.Scripps Memorial Hospital Encinitas:Plans include a new 185,000 square-foot three-story acute care building, a new medical office building, seismic retrofitting and energy plant upgrades. The work will be finished in 2024.Other projects:Construction includes two new Scripps MD Anderson outpatient cancer centers at Scripps Mercy San Diego and Scripps Radiation Therapy Center in La Jolla. SAN DIEGO (KGTV) — Saturday, San Diego County reported a record 1,478 new coronavirus cases and six additional deaths, bringing the county's totals to 70,709 cases and 966 fatalities.Saturday's new cases yielded a 7% positivity rate out of 21,947 tests reported. The new daily case report marks the third time in a week that the county has reported more than 1,000 new cases. It was also the 11th-straight day the county reported at least 600 new cases.Eleven new community outbreaks were also confirmed on Friday: Three in business settings, three in faith-based settings, two in childcare settings, one in a TK-12 school setting, one in a restaurant/bar setting, and one in a gym setting. A community outbreak is three or more COVID-19 cases in a setting and in people of different households over the last two weeks.County businesses saw purple tier restrictions go into effect on Saturday, further limiting reopening of the county due to the surge in coronavirus cases seen over the last couple of weeks.California's limited stay-at-home order is also set to begin Saturday night, limiting non-essential businesses between 10 p.m. and 5 a.m. for one month in counties under the state's purple tier.County public health officials are worried that fatigue is setting in on San Diegans and urged residents to avoid large gatherings this week for Thanksgiving,"The virus is widespread and every element of our community is impacted," said Dr. Wilma Wooten, the county's public health officer.
