Wednesday marks the second of four presidential debates, and the only one featuring the vice presidential candidates.The debate is scheduled to begin at 9 p.m. ET, and will last 90 minutes.Here is what you need to know about Wednesday’s showdown.The candidatesRepublican Vice Presidential nominee Mike Pence and Democratic Party candidate Kamala Harris were the only two candidates invited to Wednesday’s debate based on polling. In order to be invited, a candidate’s ticket must poll at 15 percent or above in a series of national polls.Pence has been serving as President Donald Trump’s vice president since 2017. Before 2017, Pence was the governor of Indiana for four years. Before that, he served in the US House of Representatives for 12 years.Sen. Kamala Harris is in her first term as a US senator from California. Previously, she was a six-year attorney general of California, and a seven-year district attorney in San Francisco. Harris was an opponent of Joe Biden during the presidential primaries, but dropped out before the Iowa Caucuses and later endorsed Biden.The moderatorSusan Page, current Washington Bureau Chief for the USA Today, will serve as moderator. Page is the first primarily print journalist to moderate a presidential or vice presidential debate since 1976. Page is a frequent guest on the Sunday morning talk shows and was a White House Correspondents Association president.The formatThe vice presidential will feature a format similar to last week’s presidential debate. Instead of six, 15-minute segments, Page will break the debate into nine, 10-minute segments. Page will ask a candidate a question that they have two minutes to answer, and the other candidate will then have two minutes to respond. The balance of the time will be used for a deeper discussion on the topic.Why have a vice presidential debate?Vice presidential debates have generally served as an opportunity for candidates to show they are prepared to become president. Nine vice presidents have ascended to the presidency due to death or resignation.With the possibility that one of the two candidates could become president in the next four years, the debate could serve as a presidential litmus test.The biggest questionAre you ready to be commander-in-chief? Now that Trump has turned 74, and Biden is about to turn 78 next month, this year’s campaign has been between the two oldest nominees on record.Should there be a debate?This question has been pondered in recent days as the White House has had a cluster of coronavirus cases. President Donald Trump, first lady Melania Trump, aides, assistants, White House-based journalists, and three US senators have all been among those who have tested positive for the coronavirus in the last week.Not among those testing positive is Pence, who has been tested every day since Trump’s diagnosis. But CDC guidelines call for those with close contact with coronavirus patients to quarantine for 14 days regardless of negative tests as the incubation period for the coronavirus can take that long.The Commission on Presidential Debates announced Monday that a Plexiglas partition will divide the candidates, and that Harris and Pence will sit more than 12 feet apart on the debate stage.Most important VP debate in history?John Hudak, Deputy Director at Brookings’ Center for Effective Public Management,declared Wednesday’s debate as the “most important vice presidential debate in American history.” And given the age of the candidates and recent discussions over the 25thamendment due to Trump’s stay in Walter Reed Medical Center, Hudak argues that this election’s vice presidential debate takes on new meaning.“In a normal election year, vice presidential candidates often serve as presidential nominees’ attack dogs, and surely, there will be plenty of attacks and criticisms during the debate,” Hudak wrote. “However, this is hardly a normal year. While vice presidential candidates almost always wish to project a presidential aura and command at the debate, that approach is paramount Wednesday night. It will be important for both candidates to steer away from outright political warfare and focus on the solemn reality of a country with an ill president and facing multiple other crises.”Pence leads the coronavirus responsePence was tasked in February with leading the White House’s response to the coronavirus, heading the White House coronavirus task force. In the seven months since the coronavirus began spreading in earnest in the United States, more than 210,000 Americans have died from the virus.There has also been extensive economic fallout stemming from the coronavirus.So a question likely to be asked of Pence is on his performance as the leader of the coronavirus task force.Harris on criminal justiceHarris finds herself in a challenging position as both a former prosecutor and a reformer. Her record as a prosecutor became more of an issue at times during her run for the Democratic nomination for president.For Biden and Harris, the two have disappointed some in the liberal wing of the party for not echoing calls to defund police departments. Biden said during last week’s that he wants to increase funding for police departments.With race and police relations a significant issue this year, expect questions to be raised over Harris’ record as a prosecutor.What’s next?A presidential debate is scheduled for October 15, but there are questions on whether Trump will be medically cleared to participate. Assuming the debate moves forward as scheduled, it will be the second of three debates between Biden and Trump. 5606

Scammers know this.One example: Clicking an online ad, maybe for an ornament featuring a Santa with twinkling eyes and a smile hidden under a cloth mask, may put you at risk for identity theft — or maybe just for a bad deal.Kathy Stokes, AARP’s director of fraud prevention programs, says she once bought “the funniest T-shirt from a Facebook ad. It never came.” That was before Stokes began working in fraud prevention.So how do we prepare for battle? Three ways: Protect our mobile devices, recognize and avoid risks, and guard against identity theft.Make your mobile device saferYour device is only as safe as you make it. Avoiding free Wi-Fi at coffee shops and other public places is a good first step, but also:1. Secure devices with a difficult-to-guess password and/or biometrics. If you can use a fingerprint or facial recognition to sign in, that’s best. If two-factor authentication is available, use it.2. Heed notifications to update your software. Many times, updates improve security. This is true whether it’s your operating system, virus protection or an app.3. Use a virtual private network. A VPN gives you an encrypted “tunnel” when you use public Wi-Fi. Protecting a device isn’t expensive — you can protect several devices for less than a month. There are also free VPNs offered online. But Adam Levin, the author of “Swiped: How to Protect Yourself in a World Full of Scammers, Phishers, and Identity Thieves,” recommends sticking with the ones that charge, because of the risk that free ones will collect your data. Failing that, he recommends using your phone as a hot spot or using your provider’s closed cellular network.Be careful when shopping onlineStokes and Levin agree that using a credit card is essential when shopping online. A debit card withdraws your money immediately. But you can dispute a credit card charge and not have to pay while it’s being investigated.Slow down and be careful. Stokes says duplicated or spoofed websites can take advantage “when you get a text or you get an email and you get excited because it’s this thing you really wanted to buy and you can get it really cheap — and you just click and go and you don’t look for any red flags.”Other safeguards:4. Use a virtual wallet if the site allows it. Card numbers are encrypted, meaning your actual card number is not shared when you make a purchase.5. Go to the source. Don’t click on ads on social media or even in texts or emails. Some are scams. If the retailer is new to you, Stokes recommends checking carefully for contact information and for return and refund policies.6. Be cautious. When going to a site, type the URL carefully, then double-check, advises Levin. “Typo-squatters” have sites that are almost indistinguishable from the real ones.7. Don’t open attachments. The exception is if you are expecting an attachment from someone you know. Spoofing is sophisticated; the sender may not be who you think it is.8. Use retailer apps. Your payment information is better protected that way. If you regularly buy from a particular retailer — or will this holiday season — go ahead and download the app, Stokes advises.9. Use strong passwords. Using a password manager app can set complex passwords and remember them for you. If a retailer website offers to store your payment information, decline. The less information you rely on others to protect, the better.Guard against identity theftHolidays are big for identity thieves because criminals “are geniuses when it comes to taking a situation and radically turning it to their benefit,” says Levin, who is also the founder of CyberScout, a company that offers identity protection and fraud resolution services.Add to that the loneliness of the pandemic. “People are desperate to get a phone call from anyone,” Levin says, and may be more willing to talk.Protect yourself from identity theft with these tips:10. Don’t give your card number if you get a call or email to “confirm a purchase.” Real credit card issuers do not need it. If you think a retailer might be trying to contact you, initiate the call or send the email using contact information that you look up yourself.11. Don’t respond to an email “double-checking your address” for a package delivery. That may be a scam, Levin says.12. Sign up for text alerts when your credit card is used. Levin advises setting the purchase amount very low; identity thieves may test a stolen card number with small purchases.13. Check to see if you have free or discounted ID theft insurance available. You can’t entirely eliminate your risk, and it’s easier to recover from identity theft with help. An organization you belong to, your employer or your insurer may offer free or deeply discounted protection. WEST CHESTER TWP., Ohio — West Chester Police are investigating a racist letter one family said was mailed to them earlier in the week. The letter, laden with racial slurs and derogatory language, demands the family take down their yard signs supporting President-elect Joe Biden and the Black Lives Matter movement.Mia Harlan said when her husband Brian opened a letter from the mail late last week, his reaction told her it wasn't a typical piece of mail."The way he responded, the way he acted, told me something wasn't right," Harlan said.The Harlans have a Black Lives Matter flag and a Biden campaign sign in their yard; the letter the couple received threatens vandalism if the signs aren't taken down.It states, in part, "if you don't take that s*** down in a hurry, we'll be aiming at your house, your cars and you."Racial slurs and expletives in the letter have been censored.Harlan said she was disgusted and angry, and the couple reported the letter to West Chester Police."Stay away from my family," she said. "Stay away from my property...what else would they do? Will they actually come to our home and try to harm us? Or try to harm our children? Our grandchildren?"The Harlans said they're taking extra precautions to stay safe, but refuse to take down the signs in their yard."My message for them is, if you don't understand what you see when this sign here saying 'Black Lives Matter,' if you don't understand the message here, then this is absolutely the thing that needs to be here," Brian Harland said.Barbara Wilson, spokeswoman for West Chester Township, released the following statement on Monday:"The matter is being taken very seriously by the West Chester Police Department. The letter is very disturbing and is being actively investigated," the statement read.
