(KGTV) — It’s a United States census year and so far, census numbers are not where they should be for San Diego, so Chula Vista leaders held a “week of action” to try to increase numbers.San Diego County has reported a 67.7% response rate compared to 68% in 2010. The goal is to surpass the 2010 numbers and hit 70% this year.Angelica Davis with the City of Chula Vista said they had planned many outreach events to connect with the community, but coronavirus has made that difficult, so they’ve had to find new ways to encourage people to fill out the census in a safe way.The final day of the week, residents could attend a drive-through event where the first 50 cars got whole pizzas and everyone was entered to win prizes and bikes. Anyone who came had access to translators, technology, and people who could answer questions.Davis said these resources are crucial in the Chula Vista community, especially with a push this year for 80% of participants to do the census online.“Not everybody has access to wireless or devices to be able to do it online,” she said.She also said many people in the Chula Vista community are worried about how their information will be used. Of the nine questions on the census, none of them ask about citizenship status and all responses remain private.“The information that gets obtained by the census cannot be taken by other reporting agencies, it’s all confidential,” said Davis.Davis said another problem is that people don’t realize what the census does, so they don’t bother to do it.”We’ve actually had people ask well what is the census, and I don’t think they make that connection that with that data, they determine where the funding is needed, where it needs to go,”The more people who live in a community, the more funding they’ll get, and that funding goes toward resources like rental assistance and food programs, which she said have all been needed the past few months with coronavirus.The U.S. Census Bureau is scheduled to start door knocks to encourage census participation in August. (KGTV) - Extra security officers are in place at Eastlake High School in Chula Vista Friday due to confusion over a school threat at a similarly named school near Tampa, Florida.Pinellas County, Fla. deputies found an unspecific threat written on a wall of a girl’s bathroom at East Lake High School in Tarpon Springs Thursday, according to TampaBay.com. The threat, which was also posted on Snapchat, warned students not to come to school Friday.Word of the Florida threat spread on San Diego County social media pages Thursday night, according to Sweetwater Union High School District spokesperson Manuel Rubio.There is no credible threat to Eastlake High School, Rubio said.As a precaution, the local school added extra security officers on campus Friday.  Families also received an automated phone call Friday morning to reassure them the campus was safe, according to Rubio.The written threat to Florida's East Lake High School has also been deemed not credible, said Pinellas County Sgt. CHULA VISTA (CNS) - A Chula Vista church that challenged California's COVID-19 restrictions in a legal fight that went before the U.S. Supreme Court has filed an amended complaint in its bid to see churches reopened during the pandemic.South Bay United Pentecostal Church and its pastor, Arthur Hodges III, filed the new complaint last week in San Diego federal court, nearly two months after the U.S. Supreme Court ruled 5-4 to uphold COVID-19 restrictions placed on religious gatherings by Gov. Gavin Newsom.At the time, the church accused the state of arbitrarily allowing certain sectors considered essential to stay open, while discriminating against religious institutions, a move they claimed "intentionally denigrated California churches and pastors and people of faith by relegating them to third- class citizenship."California imposed restrictions this month on a number of indoor activities due to a spike in COVID-19 cases, and the church is seeking an injunction that will allow it to open under the same standards as other sectors when those businesses are allowed to reopen.This time, the church renews its objections while also taking aim at alleged favoritism toward the police protests that began in late May following the Memorial Day Minneapolis death of George Floyd."When the public sentiment began to favor race-based political protest instead of compliance with the pandemic restrictions, public officials were all too eager to grant a de facto exception for those favored protestors," the complaint states. "This favoritism has caused amazing harm in the form of a general loss of confidence by the American people in the merits of the pandemic restrictions at all."The church again says that a number of secular industries were allowed to reopen, while alleging they may have presented more of an infection risk than places of worship.It also takes issue with restrictions Newsom placed on churches when they were allowed to reopen, including attendance caps of 100 people or 25% occupancy, and prohibitions against singing indoors. The injunction South Bay United seeks would also prevent California from banning singing or chanting during worship services, or issuing any other "allegedly neutral ban...that clearly targets worship."As in its earlier filings, the church states that indoor services are needed for proper worship and that tele-conferenced or outdoor services are "inadequate substitutes."In the amended complaint, the church states its preference that "the entire congregation meet at once" and that placing capacity restrictions on services "would be like holding a family reunion in three sessions."In its allegations of discriminatory practices, the church alleges "ordering that `worshippers may not gather' is not different than -- and equally repugnant as -- ordering that `African-Americans may not gather' or `Chinese may not gather,"' in addition to comparing the restrictions on worship to "providing specific (mandatory) guidance for heterosexuals, homosexuals and other sexual minorities."The complaint also alleges the state's shutdown orders are too restrictive in the face of a "generally non-lethal disease."South Bay United's attorneys allege that death rates from COVID-19 are declining and that California's death rate "has largely stabilized."While California recently overtook New York as the state with the highest number of COVID-19 cases nationwide, and ranks fourth in total deaths, the church states California has the 30th-highest death rate in the nation, while also alleging that death rates in San Diego County have been low."In a society hostile to religion, banning worship might be justified to prevent deaths, but not common, flu-like symptoms," the complaint states.Both a San Diego federal judge and the U.S. 9th Circuit Court of Appeals rejected the church's challenges, leading to the U.S. Supreme Court's rejection in late May in a 5-4 decision.Chief Justice John G. Roberts wrote in an opinion denying the request that "Although California's guidelines place restrictions on places of worship, those restrictions appear consistent with the Free Exercise Clause of the First Amendment. Similar or more severe restrictions apply to comparable secular gatherings, including lectures, concerts, movie showings, spectator sports and theatrical performances, where large groups of people gather in close proximity for extended periods of time. And the order exempts or treats more leniently only dissimilar activities, such as operating grocery stores, banks and laundromats, in which people neither congregate in large groups nor remain in close proximity for extended periods."The majority opinion noted: "The precise question of when restrictions on particular social activities should be lifted during the pandemic is a dynamic and fact-intensive matter subject to reasonable disagreement. Our Constitution principally entrusts `[t]he safety and the health of the people' to the politically accountable officials of the states to guard and protect."Justice Brett M. Kavanaugh wrote the dissenting opinion joined by Justices Clarence Thomas and Neil M. Gorsuch."I would grant the church's requested temporary injunction because California's latest safety guidelines discriminate against places of worship and in favor of comparable secular businesses. Such discrimination violates the First Amendment," according to the opinion, which also noted that "comparable secular businesses" were not subject to occupancy caps. 5507

Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

(KGTV) – A Chula Vista family came home to their house completely ransacked by burglars.“It was a total mess,” homeowner Eric Deas said. “It was like a hurricane came into my house.”Deas says he left for his aunt's house around 11:30 a.m. on Tuesday. When he got back around 3 p.m. he found that someone had tried to get into his backdoor, then smashed a window to get in.The thieves stole thousands of dollars worth of jewelry and electronics. But they also raided his fridge, drank his alcohol, and ate his food. They trashed his house, dousing his floors and furniture with booze.  Deas even found feces in the upstairs bathroom. "They didn't flush," he said.He also found a shoe in his aquarium.  About ten of his prized fish were dead.  He thinks the thieves dumped wine in the fish tank.“It looked like they had a good time,” he said.  “They had a party in my house. Unfortunately, it was a 'damage party.'”A neighbor’s security camera caught a white BMW park in the neighborhood. Then it appears of group of teens got out of the car and started walking towards Deas' house. The video was taken in the same time frame of the break-in. It was hard to make out faces or a license plate, but Deas thinks its video of the party bandits.The intruders also took something very sentimental from him.“My mom wrote me these handwritten notes. She passed away two years ago,” Deas said, “Things that sad, 'love you, ma.' It was personal.”Deas doesn't think he will get them back.“I call them punks; they don’t deserve to be people.
