SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. Seven other people were also seriously injured.Sepolio was traveling between 81 and 87 miles per hour when he lost control and plunged over the bridge, landing in the park below where a motorcycle rally had attracted nearly 1,000 people, according to Stephan. Sepolio had testified that another vehicle would not let him over into the left-hand lane, so he sped up twice to pass before the crash occurred. 1912

SAN DIEGO (KGTV) - San Diego Police arrested a man on suspicion of killing the owner of an East Village flooring business, but a female suspect remains at large, detectives said Thursday.Kevin Eugene Cartwright, 51, was arrested in El Cajon Tuesday. No motive was released.??????10News spoke to Venus, who told us she was Ghedeer "Tony" Radda's cousin. Ten years his junior, she said she always looked up to Radda as a "cool older brother," who taught her everything from pop culture to how to grow up. She said the tragedy was so numbing, she still cannot accept it as reality. "I wake up everyone morning thinking, is this still a dream? Am I ever going to wake up from this nightmare?" Venus asked.Officers believe Kevin Cartwright and an unidentified woman killed Radda at Bottom Price Flooring on G Steet, October 10. Radda suffered trauma to his upper body and died at the scene."I can't imagine him thinking, am I going to go now? Do I call my kids? Do I call my wife? At the end of the day, I just want him to tell us, why?" Venus said. For more than a week, investigators looked for two disguised suspects caught on Radda's newly-installed surveillance cameras. They captured a person in a Granny Mask and a woman with a purple wig.San Diego Police said Wednesday evening they arrested the man they believed was behind the Granny Mask-- Kevin Eugene Cartwright."Today did give us a little bit of peace, not that it will bring him back, but just to know that there is a little bit of closure, that one person has been caught," Venus said. 10News went to Cartwright's last known address in El Cajon. A man answered the door but provided no comment. We then looked into Cartwright's criminal background and found he had been arrested for at least nine felonies -- four in San Diego and five in Virginia -- in the last 33 years. Detectives told family members that Cartwright was once a customer of Radda's, and now he is behind bars, accused of killing him. "I hope that he asks for forgiveness, and I hope he realizes what a tremendous loss we as a family have suffered," Venus sobbed.RELATED: Police searching for masked suspect in East Village homicideCartwright will be arraigned on Friday afternoon. The woman wearing the purple wig has not been arrested. Anyone with information is asked to call San Diego Police Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477.RELATED: Crime expert: Mask may be key to solving East Village murderRadda left behind a wife and two young children. SAN DIEGO (KGTV) — San Diego Humane Society has placed 140 rats up for adoption after they were given up by a woman in Del Mar this week. The rats have undergone veterinary exams and tests and are "happy and ready" for adoption, the Humane Society says. Because rats are social animals, the society is only adopting them out in same-gender pairs unless the owner already has a rat.The rodents were given to SDHS after a woman's pet rats multiplied out of control while she was living out of her vehicle in Del Mar. The population eventually grew to more than 300 pet rats. The rats chewed through the vehicle's wiring, rendering it inoperable.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsNeighbors have since rallied around the woman, helping her tow her old vehicle, get a new car, and turn over the rats to SDHS. Many of the rats were pregnant females and are currently in foster care through the Humane Society. The 140 rats available now are males and non-pregnant females, according to SDHS."Although rats are not as common as other small rodents, they make great pets," SDHS said. "They are very social, smart and love to interact with humans ... They are very popular as classroom pets, because they like to interact with people."Rats eat pellets, veggies, and fruit and stay clean by grooming themselves, much like a cat, several times a day.If anyone is interested in adoption, the animals are available at Escondido, Oceanside and San Diego Humane Society locations for a pair.SDHS also recommends any pet owners in need of help contact them at 619-299-7012. 1601
