ISTANBUL, Oct. 9 (Xinhua) -- Chinese Premier Wen Jiabao left here for home on Saturday after concluding his visit to Turkey, the last leg of his four-nation tour.During the eight-day tour, which also took him to Greece, Belgium and Italy, Wen participated in more than 70 meetings and events.In Brussels, Wen attended the 8th Asia-Europe Meeting (ASEM) and the 13th China-EU summit, on the sidelines of which he addressed the first China-EU high-level cultural forum.The Chinese premier also paid a brief visit to Berlin as a guest of German Chancellor Angela Merkel during his stay in Brussels.

BEIJING, Aug. 27 (Xinhua) -- Chinese Premier Wen Jiabao has urged government officials at all levels to strictly follow the laws and regulations in a bid to steer away from corruption and ensure the good of the public."In a peaceful time, corruption is the greatest danger for a ruling party, and the basic reason for corruption is that powers are not properly supervised and restricted," Wen said Friday during a national meeting on lawful administration.He called it a "major test" for the government to handle graft issues properly.Wen said the task of building a lawful government is the basic guarantee for promoting social fairness and justice, a key measure for anti-corruption and also an essential part for the reform of the country's political system."Currently our country's economic and social development has entered a new phase. More challenges have emerged as domestic and overseas environments become more complicated. We should deepen reform while promoting administration in accordance with the laws in order to solve new problems," he said.According to Wen, a sound market environment with fair competition can only be created when the government uses laws and regulations to manage various market entities, provide services for them and ensure their rights.He urged officials to strengthen legislation in key fields in order to solve deep-seated problems in the economic and social development, and ensure public ideas be fully reflected during the legislation process.Further, Wen called for scientific and democratic decision-making."Before making a major decision, the idea must be examined as to whether it is in accordance with the laws. If it goes beyond the authority of the decision makers or goes against the laws, the idea should be discarded," he said.Wen also called for a transparent and open government work system as long as it doesn't involve state secrets, commercial secrets or individual privacy.He cited key areas that should be open to the public including financial budgets, management of public resources, major construction projects and charities, among others.In addition, Wen urged improving the current administrative supervision system and called on government departments to protect civilians' rights to directly supervise the government and support media exposure on illegal activities and improper behavior by government officials.

BEIJING, Nov. 1 (Xinhua) -- China and Turkey voiced commitment here on Monday to make joint efforts to crack down on terrorism and separatism."China would stay firm on safeguarding its national interests relating to the national sovereignty and territorial integrity," said Chinese Vice President Xi Jinping.Xi made the remarks in his meeting with visiting Turkish Foreign Minister Ahmet Davutoglu, according to a press release from Chinese Foreign Ministry.Xi also expressed his appreciation during the meeting for Turkey's support of China's efforts to combat the "East Turkistan" terrorist forces that threaten to sabotage China's unity.The "East Turkistan" terrorist forces pose threats to the development and stability of northwest China, Xi told Davutoglu, noting that China wants to step up cooperation with Turkey in this regard.A bomb attack on Aug. 19 in Aksu City in China's Xinjiang Uygur Autonomous Region left eight people dead, including the two attackers, and 15 others injured.Chinese authorities believe the "three forces," an umbrella category for separatists, extremists and terrorists, are responsible for the attacks.Xinjiang -- with 41.5 percent of its population Uygurs, a large Muslim Chinese ethnic group -- is China's frontline against terrorism. The region borders eight central and west Asian countries, many of which have been attacked by terrorist and extremist militant groups.Echoing Xi's views, Davutoglu said Turkey values its ties with China and would unswervingly uphold the one-China policy and crack down on any activities in Turkey that aim to sabotage China's sovereignty and threaten its territorial integrity.The two sides also hailed progress made on bilateral relations, according to the press release, pledging to intensify high level political exchange, expand economic and trade cooperation and strengthen coordination on regional and international issues in an effort to safeguard the interests of the developing countries.Davutoglu's China visit was at the invitation of his Chinese counterpart Yang Jiechi.

BEIJING, Oct. 15 (Xinhua) -- The 17th Central Committee of the Communist Party of China (CPC) opened its fifth plenary session in Beijing Friday to discuss the nation's next five-year development plan.The four-day meeting will review proposals for the country's 12th five-year program (2011-2015) on national economic and social development.The period would be critical for building a moderately prosperous society, the Political Bureau of the CPC Central Committee announced last month.It would be a time of difficult issues for deepening the reform and opening-up process while accelerating the transformation of the nation's economic development pattern, said the announcement.China has pledged to build a "xiaokang" -- moderately prosperous -- society in the first two decades of the 21st century."The next five-year program will be vital for dealing with difficulties to realize the objective by 2020," said Prof. Hu Angang, a prominent expert on China's national situation in Beijing."The new program will basically be in accordance with the principles of Scientific Outlook on Development," Hu said.Despite of high GDP growth for years, China still faces huge challenges in development, ranging from unbalanced economic growth pattern, widening gap between urban and rural areas and between different regions, to environmental problems as well as international trade protectionism."China's export-driven economic growth is unsustainable," said Justin Yifu Lin, World Bank Chief Economist and Senior Vice President."Transformation of the country's economic growth pattern should still be a major issue for the next five years, 15 years and even a longer period of time."The CPC Central Committee Political Bureau said in a last month's statement that transformation of the economic growth pattern should be based on improving people's livelihoods.President Hu Jintao has pledged to adopt "Inclusive Growth," a concept created and advocated by Asian Development Bank in 2007, for resolving social problems as a result of economic development.According to Hu, inclusive growth means to spread the benefits of economic globalization and development among all countries, regions and people and to realize balanced economic and social progress through sustainable development.World Bank President Robert Zoellick said developing countries will play a more important role in balancing and stabilizing the world economy, and China's effort will be of great significance for restructuring the world economy after global downturn.A draft version of the proposals for the 12th five-year program has been offered to some delegates of the CPC's 17th National Congress and organizations outside the Party.The document was further revised based on their suggestions.Sources with the CPC said the proposals, accumulated from throughout the Party and other organizations, would become a guideline document for China's continued reform and opening-up process as well as socialist modernization.
