(KGTV) - Organizers of the Imperial Beach Sun and Sea Festival say they're ready to go this year, despite a recent sewage spill from Tijuana."It's always on my mind," says Co-Chair Shirley Nakawatase. "I think it's an ongoing situation that we have at the beach."Nakawatase says the spill shouldn't impact the festival, because they only use ocean water for the sandcastle competition. If the water is considered unsafe, they can use fresh water purchased from Cal-Am."We're going to request daily testing to make sure the bacteria count is low," she says, noting that testing will begin on the Monday before the festival.A recent sewage spill dumped 3.5 million gallons of sewage into the ocean south of Imperial Beach, prompting a full closure of the coast in the area. So far this year, Imperial Beach has lost 50 days of beach time because of sewage-contaminated water.RELATED: Imperial Beach Coastline closed due to runoffThe Sun and Sea Festival brings thousands to Imperial Beach every summer for a day of sandcastle competition, concerts, food and more.This year's festival will be on July 13th. The theme is "Under the Sea.""It can just make people smile," says Co-Chair Leah Goodwin. "If you spend the whole day at the beach and give people a memory, that takes you away from some of the craziness. That's why we do this."As for the sewage concerns, Nakawatase says people don't need to worry."Nothing's going to spoil the party," she says. 1481

Hundreds of museums across the country are struggling financially. Many were shut down for long periods of time during stay-at-home orders to slow the spread of the coronavirus. Some are still not ready to reopen. "We're targeting to reopen next year. Hopefully, we will sit back and recover and be able to think through and make sure everything will be safe for everybody," said Lily Birmingham, the director of the San Diego Chinese Historical Museum. Birmingham's museum, like many others, shut down in March because of shelter-in-place restrictions."We have very little funding to begin with so with the closure of the museum, we can not raise funding. We couldn't get admission funding so we had to lay off our employees. We now rely on volunteers, so it's very difficult. Funding is always difficult for museums. We're a non-profit organization," said Birmingham.Recently, The American Alliance of Museums surveyed more than 750 museums nationwide. From large to small and in urban and rural communities. What they found was that nearly one-third of them may not survive this pandemic."Back in March, I kind of speculated that it might be 25-30% of museums that would not make it through an extended financial crisis and indeed the survey did confirm our worst fears that one in three museums say there is a significant risk for having to close permanently," said Laura Lott, the President and CEO of the American Alliance of Museums. Lott says most museums make the majority of their money from ticket sales, renting their space for events and sales from their gift shops and cafes. Lott says museums have three major impacts on their communities, the first is economic."Museums contribute more to the economy than we might imagine. Nationally it's about billion that museums contribute to the national GDP across the country. They employ 750,000 people and pay billion in tax revenue at the state, federal and local level, even though most are non-profits," explained Lott.The second impact is on education, as they host numerous schools for field trips. Lott says the third impact museums have is they protect our cultural heritage. "Each museum is unique. It holds unique artifacts and stories that we’ve chosen to preserve and protect for future generations and if those museums go away, they're likely to be gone forever," said Lott.For the San Diego Chinese Historical Museum, historians have been collecting items dating back more than 100 years, preserving history of when Chinese immigrants first came to California. "There's a couple things people can do to help museums right now. People need to really contact their legislators and let them know why their museums are important to them and advocate that museums be included in any financial relief at all levels; the federal, state and local levels," said Lott."It could be monetary, of course, is the best. Volunteer hours or just show the appreciation. Show the concern and care so we know people love our museum. So, there are different ways to show the appreciation," said Birmingham. Lott says any bit of support will make a difference for many museums so they can continue to preserve history for years to come. 3202

  

IMPERIAL BEACH, Calif. (KGTV) - South San Diego County families were left in tears. A single mother and her kids were forced to sleep in their car. 10News investigative reporter Jennifer Kastner is exposing the man accused of running an elaborate housing rental scheme and preying on people who are struggling to make it in San Diego. Deputies believe that Daniel Uriarte pretended to own a house and scammed more than ,000 from several families that were looking to rent. Jacenia Ramos was crying when she met with 10News. “I mean, he didn't only do it to us, he did it to other people, too. That's just wrong,” Ramons says. Two weeks ago, 10News connected with Ramos’ family and other families after someone posted a warning about Uriarte on an Imperial Beach community Facebook page. Multiple people told 10News that Uriarte was operating a fake rental on a property in Imperial Beach.When 10News arrived at the house, there were signs in the window. “I basically placed [the signs up] that the house is not for rent and if someone did rent it out to them, to contact the local deputies and they'll help them out,” says Eric Leon Estrada.Leon Estrada cares for the house for his mother, who owns it. They started renting it out to Uriarte and his family in 2018. Leon Estrada and his mother tells 10News they came across a Craigslist post a few months ago advertising a two-room apartment for ,200 a month. The ad said the unit -- which was a garage converted to an apartment -- was still under construction, according to Estrada. Leon Estrada says that Uriarte knew that subletting was not allowed. He showed 10News a copy of the lease, which clearly states that they agreed "not to transfer, assign or sublet the premises or any part thereof." Leon Estrada and his mother say that they told Uriarte’s family that they had 30 days to leave.Leon Estrada says he noticed "mail coming in from different families with different last names, so it doesn't take a detective to figure that out.”“I’m very grateful that we had a car to sleep in. We could have been sleeping on the sidewalk,” says a young woman who 10News is not identifying. She’s overcome with shame and embarrassment. She says her family fell for Uriarte’s Craigslist ad and handed over a massive deposit, thinking that he was the owner. Yet when they tried to move in, they tell 10News that Uriarte kept making excuses to delay their move-in. “There was lead paint. There was something wrong with the electric cables. It was just excuse after excuse,” she adds. Ramos tells 10News that Uriarte gave her a similar run-around. “I was so stressed out. I ended up in the hospital because of all the stress,” she explains. She shared with 10News a voicemail that she says Uriarte left her. In part of it, the man’s voice is heard saying, "It’s not that I don't want to rent to you. It's not. I'm telling you, and it's the truth, it's the fact that I don't have enough time to finish up that job.” A few days after 10News interviewed some of the families at the house in Imperial Beach, this station received a call from a San Diego County Sheriff's detective. He told 10News that they planned to arrest Uriarte soon. Over the phone, Uriarte denied doing anything wrong. Last Friday, he was scheduled to meet 10News, but he never showed up. He texted that his attorney would contact 10News, which never happened. This Tuesday, deputies notified 10News that they'd arrested him. Part of the statement reads, “From June 5 to July 24, 2019 Daniel Uriarte…misrepresented himself as the owner and manager of a rental property located in the 800 block of 10th Street in Imperial Beach. Uriarte advertised the property via Craigslist and presented fraudulent rental agreements to his victims. To date, Uriarte has scammed six known victims out of more than ,000. On August 23rd, Detectives from the Imperial Beach Sheriff's Substation arrested Uriarte for six counts of obtaining money by false pretenses. He was booked into the San Diego Central Jail. Uriarte's first court appearance is scheduled for August 28th at 1:30 p.m. at the South Bay Courthouse. While this case has been submitted to the District Attorney's Office, the investigation is ongoing. The Sheriff's Department is looking for additional victims or witnesses. Anyone with information can call Detective Jason Phillips with the Imperial Beach Sheriff's Substation at (619) 498-2400.”10News attended Uriarte’s arraignment on Wednesday, where he pleaded not guilty. If you get a letter in the mail from the IRS, you might want to open it.In an attempt to track down some Americans who did not receive an economic impact check earlier this year, the IRS said on Thursday it is sending 9 million letters to Americans who do not file a traditional tax return.The letter will encourage recipients of the letter to visit the IRS.gov before an Oct. 15 deadline to register for a stimulus check. For most Americans, the checks are worth ,200.“The IRS continues to work hard to reach people eligible for these payments,” said IRS Commissioner Chuck Rettig. “These mailings are the latest step by the IRS to reach as many people as possible for these important payments. We are releasing this state-by-state information so that state and local leaders and organizations can better understand the size of this population in their communities and assist them in claiming these important payments. Time is running out to claim a payment before the deadline.”But the IRS says just because you receive a letter does not automatically make you eligible. To be eligible, the IRS requires that an individual is a US citizen or resident alien, have a work-eligible Social Security Number and can’t be claimed as a dependent on someone else’s return.Americans who earn less than ,200 a year, or married couples earning less than ,400 a year, are not required to submit a federal tax return. These Americans, if they did not apply for a stimulus check, would have been excluded from receiving a check unless they earn another form of government income, such as Social Security.Those who believe they are eligible for a check don’t have to wait for the letter.
