SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. "We look forward to addressing all concerns, proving our compliance, and continuing to serve the San Diego community.”On Monday, the City Council approved a response to a grand jury report that said in part the city should increase scooter enforcement. Recommendations to make changes to the city rules could come in the next 30 days. 1690

SAN DIEGO (KGTV) - San Diego City Council members approved Tuesday a new state of emergency resolution linked to sewage in the Tijuana River Valley. District Eight Councilmember Vivian Moreno, whose region includes the Tijuana River Valley, authored the resolution. Moreno cited significant amounts of plastic, tires and sediment flowing from Mexico into the United States. “This has been going on for far too long and South Bay is not a dumping ground,” Moreno said. “To solve this international crisis, we must stop pointing fingers. This is a regional issue that calls for a regional solution.” The crisis, which was first recognized with a resolution in 1993, has since worsened, council members agreed. The City of San Diego’s new resolution was designed to raise awareness about the public health impact. “District Eight residents frequently experience a foul smell, and people who have been exposed to the toxic waste have reported skin rashes, headaches and respiratory issues,” said Moreno. “The sewage, sediment and trash occurring in the Tijuana River Valley is an environmental crisis and we’re going to keep fighting until it’s fixed once and for all,” said Mayor Kevin Faulconer. “We’ve seen some positive movement recently after decades of advocating as a region to our leaders in Washington and Mexico City. They’ve identified the problem and the projects needed to fix it, and now we must push for them to take action.” 1444

  

SAN DIEGO (KGTV) -- San Diegans welcomed spring Tuesday as a storm raced towards Southern California. It's expected to be a pleasant and warm day with a mix of sun and clouds for San Diego County, but this is merely the calm before the storm. The latest predictions from the National Weather Service show that the storm could dump anywhere between a quarter of an inch to as much as three inches of rain in parts of the county. RELATED: Mandatory evacuations issued for Santa Barbara County ahead of winter stormAs far as timing, the first storm of the spring should fall over San Diego Thursday afternoon into the overnight hours. The public can get free sand and bags, or free bags, at locations around San Diego County. From there, Senior Volunteer Patrol members keep a watchful eye of homes while residents are away. Check out the list below to see what services are provided: Security inspections around your home Monday through Friday Check your home for broken windows, open doors, garages or other suspicious cluesHide newspapers and packages in your side fence or back patioCall for a deputy’s assistance if there is a problemProvide a welcome letter upon the resident’s return listing the dates the home was checked and observations made during the visitRELATED: Major storms could disrupt trips on one of the busiest travel weeks of the year"Especially if you're out of the country for some time, it's really nice to know that somebody's looking out for your property," says Tom Beltz, one of the volunteers who does the checks.If there is a problem, the volunteers call Sheriff's Deputies to come check out the home.Beltz adds that one of the biggest services they offer during the holidays to make sure packages don't get stolen."If we find packages on the front porch, and if there's a backyard entrance for us to go through, we take those packages and put them in the back yard," says Beltz.
