BEIJING, Sept. 28 (Xinhua) -- Chinese banks have extended more loans to small firms to ease their financial predicaments as the government tightens monetary supply, a banking regulator said Wednesday.Outstanding loans to small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan (1.55 trillion U.S. dollars) at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.The growth was 10 percentage points higher than that of the banks' total outstanding loans, Xiao told Xinhua.More than 100 commercial banks have set up special operations to ease small firms' difficulties getting access to bank credit, he noted.The figures came at a time when China is trying to balance the missions of countering inflation and sustaining the growth of small enterprises.The People's Bank of China, or the central bank, has raised the benchmark interest rate three times this year and increased the reserve requirement ratio six times.The measures bit into small, cash-strapped companies, which are already disadvantaged in seeking bank support due to insufficient collateral.Only 15 percent of China's small enterprises could get loans from banks and half of them had to resort to private lenders, according to a report by the National School of Development with Peking University in July.With tighter liquidity and stricter regulatory requirements on capital-adequacy ratios and loan-deposit ratios, banks are more reluctant to lend to small firms, said Ai Min, a retail banking general manager with China Minsheng Banking Corp., Ltd.Besides, the expanding size of lending to small firms may lead to higher risks, said Ai.He suggested banks improve the risk evaluation and collateral system for loans to small firms.

BEIJING, Aug. 22 (Xinhuanet) -- Researchers have discovered how a human egg captures an incoming sperm for fertilization, paving the way to help couples suffering from infertility, according to media reports on Monday.An international team of researchers found that a sugar chain known as the sialyl-lewis-x sequence (SLeX) makes the outer coat of the egg “sticky,” which has proven to be helpful in binding the egg and the sperm.As a result, this observation has filled in a huge gap in the understanding of fertility and provides hope for ultimately helping couples who currently cannot conceive.Scientists and doctors know that a sperm identifies an egg when proteins on the head of the sperm match and bind to a series of specific sugars in the egg’s outer coating. With a successful match of proteins, the outside surfaces of the sperm and egg then bind together before merging, which is then followed by delivery of sperm’s DNA into egg.To identify this molecules, the researchers used ultra-sensitive mass-spectrometric imaging technology to observe and identify which molecules are most likely to be key in the binding process.They experimented with a range of synthesised sugars in the laboratory and found that it is SLeX that specifically binds sperm to an egg.According to the World Health Organisation, infertility affects about 15 percent of reproductive-aged couples around the world and almost one in every seven couples in Britain has problems conceiving a child for various reasons.

BEIJING, Aug. 16 (Xinhuanet) -- Almost one in four Chinese students aged between 12 and 14 have tried smoking, according to the results of a survey released by the Chinese Association on Tobacco Control (CATC).The survey, carried out among 38,839 students and 6,503 teachers from middle and high schools in 11 provinces across the country between May and June, showed that 22.5 percent of students aged between 12 and 14 had tried smoking and that 15.8 percent of middle and high school students smoke regularly."There are definitely quite a number of boy students in my class who smoke regularly as some have been found smoking outside campus during lunch break," said Li Xiaolan, an English teacher from a high school in Shanghai. The survey also found that 39 percent of students took their first cigarette from their classmates."It was quite common to smoke with my classmates at school and we usually smoked in toilets or in corners of the playground after lunch," said Zhou Guangrong, a 22-year-old university student from Guiyang, Guizhou province, who started smoking when he was 12.The majority of student smokers buy cigarettes themselves and about 76 percent of the adolescent smokers said that there is at least one cigarette shop within 200 meters from their school."When I was a student at middle and high schools, they were surrounded by cigarette shops," said Zhou who used to smoke two cigarettes per day in primary school and two packs per week in middle and high school."We're keen to show that more adolescents are starting smoking much younger than before, and that we need to minimize the number of young smokers," said Duan Jiali, secretary-general of the youth tobacco control commission under CATC. BEIJING, Aug. 26 (Xinhua) -- China's maritime authority on Friday once again urged U.S. oil giant ConocoPhillips to finish cleaning up oil spills in north China's Bohai Bay as soon as possible.Aug. 31 is the deadline set by the government. "There are only five days to go before the arrival of the deadline," said a statement of the State Oceanic Administration (SOA).The SOA urged ConocoPhillips China to adopt all technical measures that could be used to clean up oil spills, and to do it "with an active manner."Liu Cigui, head of the SOA, said Thursday that his administration is collecting evidence and gauging the ecological impact of the spills in preparation for possible legal action against the company.ConocoPhillips China, a subsidiary of ConocoPhillips, first reported the oil spills in June. The spills have spread to beaches in Hebei and Liaoning provinces and been blamed for losses in local tourism and aquatic farming industries.Although the company has worked to clean up the spills, pollutants have still been found in the bay, even after cleanup efforts were reported to be complete.ConocoPhillips China admitted that a total of 16 oil spill sources have been found in the bay as of Friday.
