SAN DIEGO (KGTV) - The pinch of the partial shutdown on federal government agencies and employees approached a squeeze Wednesday as workers prepared for their first pay period without a paycheck. Hundreds of thousands of federal employees who are furloughed or working without pay during the government shutdown are anticipating an end to the political standoff. The partial shutdown, which took effect Dec. 21, forced 420,000 workers to continue their jobs without pay. 380,000 workers were furloughed nationwide. 5,000 of the affected workers are in San Diego County, according to Rep. Scott Peters' office, which cited the Association of Federal Government Workers. Border Patrol agents enforcing the U.S.-Mexico border in San Diego County are among the affected employees. So are TSA agents, including those who kept holiday travelers safe at Lindbergh Field. Dozens of national parks and museums, including Smithsonian facilities, closed Wednesday as they ran out of money. Yosemite National Park limited entry due to problems with human waste and public safety. Visitors were told to use restrooms in nearby communities before entering the park. The Coast Guard is scaling back boating safety checks, mariner licensing, and fishing law enforcement, according to Politico. Tax filing season, which usually starts in January, may start later, and many IRS workers may be called to work without pay for filing season. The most recent pay period ended Dec. 22, with paychecks arriving Dec. 28. The next pay period ends Jan. 5, with the check due Jan. 11. There’s a possibility that check may never come. Workers may be paid retroactively but it would take an act of Congress. To make the financial picture even more grim for federal employees, President Trump issued an executive order Friday, freezing their pay for 2019. Their 2.1 percent hike was supposed to take effect this month. SAN DIEGO (KGTV) — The possibility of Topgolf coming to San Diego took another step forward Tuesday.During a Port of San Diego board meeting, staff were authorized to begin to negotiate and enter into an exclusive negotiating agreement with Topgolf, according to the Port. Once the Port enters into the agreement, staff can begin to refine their proposal for the land, allow Topgolf to conduct its own due diligence, and negotiate terms until the agreement expires on Dec. 31, 2020.According to documents, Port and Topgolf officials are eyeing East Harbor Island's "Elbow Parcel" area along North Harbor Drive as a potential location for a seven-acre site. The report goes on to say the project could help ignite future development of the area with more entertainment and hotel options."As an attractor, Topgolf is in that special category or destination activities which are likely to draw patrons to the Port, and who will utilize hotel rooms, restaurants and bars, visitor attractions and recreational boating throughout the Port lands," the analysis said. "While this report details the economic impact of Topgolf, it likely does not do justice to its overall impact as an enhancement to San Diego's front door."Topgolf's proposal includes a facility featuring a driving range, restaurant, bar, meeting space, event and stage area, outdoor patios, three levels of golf bays, and additional games and entertainment, according to the Port. SAN DIEGO (KGTV) - The purple most restrictive tier for coronavirus guidelines goes into effect Saturday forcing many museums around San Diego County to close their doors once again."It really wasn't a surprise and when this all first started happening I think we realized that there wasn't going to be a magic date that everything was going to be better," James Haddan, Senior Director of Development and External Communications at the Museum of Us, said they've been anticipating the county's fall back into the purple tier."We made some hard choices initially, right away," Haddan said they made difficult cuts to staff at the beginning of the pandemic, hoping to sustain for the next two years."It has been extremely difficult for arts and cultural organizations throughout the city and Balboa Park would be no different," Executive Director of the Balboa Park Cultural Partnership Peter Comiskey said.Comiskey said while many of the museums must close, there are still things to do at the park. The Japanese Friendship Garden, Spanish Village, and restaurants are open.In La Jolla, the Birch Aquarium is shifting too. They reopened in July and are creating as many exhibits as they can outside. SAN DIEGO (KGTV) - Thirteen people overcoming a unique set of obstacles plan to conquer a 13.1-mile marathon this weekend.They're called the Lucky 13."It takes a lot of courage, and you've got to be really brave, even just to apply," said Paul Carey, the Lucky 13 Coordinator, and Head Coach.The Tri-City Medical Center program assists those who have had or are currently overcoming health obstacles to achieve their fitness goals. For six months, they're professionally trained and receive wellness support ahead of the Tri-City Medical Center Carlsbad Half-Marathon."Everything good I have in my life can be traced back to Lucky 13 and being part of that," said Carey, who was a participant years ago.For 30 years Carey felt trapped in his bipolar diagnosis.During that time, he was on heavy medications, had several psychiatric hospital stays, and underwent 50 sessions of electroconvulsive therapy.Then he found the Lucky 13 program."It's an endless foundation of support that's just something really remarkable," said Carey.
