BEIJING, Dec. 12 (Xinhua) - A senior Communist Party of China (CPC) official briefed the non-Communist Party elites about a top-level CPC economic meeting that ended on Sunday.Du Qinglin, head of the United Front Work Department of the CPC Central Committee, briefed the leaders of the non-Communist parties and the All-China Federation of Industry and Commerce, as well as other public figures without party affiliations, on the guiding principles of the three-day Central Economic Work Conference.The CPC pledged to enhance and improve macro-economic regulation to ensure stable and healthy economic development next year at the annual meeting that set out major economic policy targets for 2011.Du also passed on the speeches of Chinese President Hu Jintao and Premier Wen Jiabao at the economic meeting to the non-Communist elites.Du said 2011 is the first year of the 12th five-year program and the non-Communist parties should fully recognize its significance.He urged them to study and implement the guiding principles of the economic conference and to actively make political recommendations to ensure a good start of the 12th five-year program.The CPC normally holds such a conference with non-Communist elites after a top-level meeting of its own.

VIENNA, Dec. 3 (Xinhua) -- China remained open to initiatives on the establishment of an international nuclear fuel bank , a senior Chinese diplomat said here Friday. "The International Atomic Energy Agency (IAEA should play an active role in establishing such mechanism, on the prerequisite of maintaining its independence, " said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and other international organizations in Vienna. "China is of the view that the establishment and operation of multilateral mechanism on assurance of nuclear fuel supply involves complex political, economic, technical and legal factors as well as practical interests of all Member States, " Hu told a board meeting of IAEA. Referring to an U.S. proposal on the establishment of an IAEA low-enrichment uranium bank, Hu noted that some IAEA Member States still had concerns on that proposal. "The concerns of relevant states should be taken into full consideration and resolved in order to seek the most extensive support," Hu said. He also said that while the objective of preventing the proliferation of nuclear weapons should be promoted, Member States ' right to peaceful uses of nuclear energy should not be affected.There have been a number of initiatives to establish nuclear fuel reserve banks in recent years.The U.S. proposal envisions a nuclear fuel bank run by IAEA, to which countries could turn to if their regular supplies were cut.However, the plan has met opposition from some developing countries. They worry that a nuclear fuel bank could undermine their right to acquire their own nuclear technology for peaceful purposes. Some countries are also concerned with the possibility of fuel supply being controlled by western powers and used for political purposes.

CHONGQING, Dec. 11 (Xinhua) -- Environmental sanitation workers from southwest China's Chongqing Municipality have collected 78,000 tonnes of garbage from the Yangtze River near the Three Gorges Dam, ensuring the dam's safe and effective operation after its water level was raised.More than 68,000 workers in nearly 21,000 boats retrieved the garbage.In late October, the water level in the dam was lifted to its designed maximum of 175 meters, allowing the dam to play its full flood control, power generation, navigation and water supply roles, said Wang Yuankai, a Chongqing municipal work administrator.Raising the dam's water level increased the surface area of water in the dam. It also increased garbage collectors' workload, with about 60 percent more garbage appearing.The cleanup operation helped ensure the water quality of the dam and its navigability.The Three Gorges Dam is the world's largest water-control and hydropower project.
