SAN DIEGO (CNS) - San Diego City Councilman Chris Cate urged prosecutors Friday to take a zero-tolerance stance on predatory scams involving fraudulent checks, particularly amid the COVID-19 pandemic when people may be especially susceptible to fraud.In a letter sent Friday to California Attorney General Xavier Becerra, the councilman suggested removing the possibility of prosecuting Penal Code 476 -- which makes creating or passing a fake check a crime -- as a misdemeanor, increasing the fine amount and maximum jail sentence for those found guilty, and assigning additional Department of Justice resources to investigate check fraud complaints.The councilman wrote that scams in the form of fake check deposits "are becoming widespread in Southern California and are causing our most vulnerable to lost thousands of dollars they cannot afford."Cate said one such fraudulent check was recently received by one of his staff members, which appeared authentic and bore the name of a "legitimate financial institution."He said he worried that with high unemployment rates amid the pandemic, people would be more likely to fall prey to scams of this sort."Taken as a whole, these measures will send a clear message to those who would attempt to prey on the most vulnerable and susceptible in our society that California stands with consumers and will not tolerate this fraudulent conduct," Cate wrote.A copy of Cate's letter, which features examples of a fraudulent check and typical accompanying letter from a supposedly legitimate company, can be viewed at https://www.sandiego.gov/sites/default/files/predatory_check_scam_enforcement.pdf. 1650

SAN DIEGO (CNS) - San Diego Mesa College announced Friday the opening of its on-campus support center for current and former foster youth.The Fostering Academic Success and Transitions Center opened Thursday, coinciding with Mesa College's first week of classes in the fall 2019 semester. The FAST Center offers services such as tutoring, computer access and a food pantry and will serve as a gathering space for youth who have gone through the foster care system."The number one goal we had in creating this program was to make it extremely difficult to NOT be successful," FAST Scholars Program Coordinator Sade Burrell said. "The center is a place for students to get the resources they need, whether that includes counseling, tutoring, food, child care, emergency housing and any other need unique to their situation."Mesa College is the first community college in San Diego County to open an on-campus support center for students in the foster system. Currently, only about one-in-10 foster youth graduate from college and one-third of former foster youth are homeless by age 25. College officials hope the FAST Center will help quell those numbers for students in San Diego."What this center does is say, we see our foster youth. We see their experiences. SAN DIEGO (CNS) - The Bengal tiger cub rescued during a smuggling attempt at the US-Mexico border was joined Monday by a Sumatran tiger cub from the National Zoo in Washington, D.C.The Bengal tiger was discovered last month at the Otay Mesa border crossing last month and taken to the San Diego Zoo Safari Park for care.RELATED: Smuggled tiger cub found at US-Mexico borderThe Sumatran tiger that joined the cub in San Diego is nine-weeks-old. He has been fed by humans since last month because his mother became aggressive toward him. Zoo personnel said the cub would "chuff" in a friendly tiger greeting but his mother, Damai, would not respond.Animal care staff from the Safari Park were on hand at San Diego International Airport to meet the cub and the keepers upon their arrival. The young tiger was immediately transported to the Safari Park’s Ione and Paul Harter Animal Care Center, where he will continue to receive the care he needs.“We are beyond thrilled to welcome this tiger cub to the Safari Park,” said Andy Blue, associate curator of mammals at the San Diego Zoo Safari Park. “His keepers reported he did extremely well during the flight — slept most of the way. SAN DIEGO (CNS) - The local U.S. Attorney's Office announced Monday that one of its prosecutors will oversee efforts to handle complaints of voting rights abuses and election fraud in the Southern District of California, which includes San Diego County.Assistant U. S. Attorney Christopher P. Tenorio has been appointed to serve as the District Election Officer for the region. Tenorio will oversee local reports of potential election fraud and voting rights violations through Election Day, in consultation with Justice Department headquarters in Washington, D.C."Every citizen must be able to vote without interference or discrimination," U.S. Attorney Robert Brewer said.
