(KGTV) — New businesses are set to call the Otay Ranch Town Center home in the coming months. Just a few months ago, the mall had more than a dozen empty storefronts and employees at the mall called it a ghost town. The new businesses moving in include Novo Brazil Brewing, Planet Fitness, and Barons Market.LONGFORM: Vacant storefronts reflect mall struggles at Otay Ranch Town CenterBrookfield Property Partners took over full ownership of the mall six weeks ago. It was a part of a larger merger across the country. The mall's general manager, Steven Sayers, sat down with 10News."Nothing was going wrong with the property at all. It was just, some of it was just timing with expiring leases and unfortunately, some tenants just left," says Sayers.Sayers says these new businesses were already in the works before the merger. (KGTV) - If a person suffers cardiac arrest inside a hospital, their chances of surviving are lower than you may think.According to the American Heart Association (AHA), the survival rate for adults is just 23%. The nonprofit attributes this low number to poor-quality CPR."So we need to do better in order to improve that number, our patients deserve better, our staff deserves better," said Sarah Saunders-Harbaugh, a clinical lead at Sharp Chula Vista Medical Center.Saunders-Harbaugh is leading the hospital's effort to adopt the new AHA training method: RQI 2020, which stands for Resuscitation Quality Improvement. The simulation-based training provides verbal feedback in real-time while staff members do compressions and ventilations. Previously staff was only required to get re-certified every two years. With RQI 2020 staff will train every three months, but only for about 15 minutes each time."So 'we're constantly building muscle memory, and we have the opportunity to get better while we're using this equipment and then we have the opportunity to save more lives in the hospital," said Saunders-Harbaugh.A Texas hospital using this training method increased its survival rate by 21%, doubling the previous rate.Sharp Chula Vista is the first hospital in the county to implement RQI 2020, and the AHA hopes to have it in every hospital by 2025. 1389

CINCINNATI -- On Tuesday afternoon, 16-year-old Kyle Jacob Plush called 911 panicking.Over the course of a three-minute call in which he gasped, cried repeatedly for help and struggled to communicate with the operator, he relayed that he was trapped inside his car in the parking lot of Seven Hills School."I probably don't have much time left, so tell my mom I love her if I die," he said. The call ended; when the operator attempted to call back, only a voicemail responded.A deputy sent to the scene called in soon after to report that he couldn't find anyone trapped in a van. He questioned if the call had been a prank.Plush was there. He called again."This is not a joke," he said. "I am trapped inside a gold Honda Odyssey van in the parking lot of Seven Hills. ... Send officers immediately. I'm almost dead."At several points in the second three-minute call, during which the operator does not respond and loud banging or heavy breathing can be heard, he attempts to call on the Siri automated iPhone assistant without success.Around 9 p.m., according to police, a family member discovered him dead inside the van -- a death Hamilton County Coroner Lakshmi Sammarco would rule accidental "asphyxia caused by chest compression."Something -- neither Sammarco nor Lt. Steve Saunders indicated what -- had pressed so hard against Plush's chest that he suffocated.The information released by police Wednesday afternoon did not clarify the reason the first deputy to respond was not able to find Plush's van or where Plush had been inside of it. (KGTV) - A South Bay officer was arrested Wednesday after a reported domestic violence incident, police confirmed.Chula Vista Police officer Leopoldo Armando Chousal, 27, was arrested at a residence in the 6400 block of Potomac Street by San Diego Police. The incident occurred while Chousal was off-duty, police said.SDPD said Chousal was booked on one count of making "criminal threats" to harm his girlfriend. CVPD personnel were also at the scene when SDPD made the arrest.RELATED: Former Marine sentenced for punching San Diego Police Officer answering callChousal has been placed on administrative leave with a suspension of peace officer powers."CVPD takes these allegations seriously and was disappointed to learn of this incident. CINCINNATI -- Lockland (Ohio) firefighter Michael Allen said he could feel his heart beating in his chest when he heard a 10-month-old was trapped in an apartment fire.A mother had been cooking at her apartment on Sunday when a fire started in the kitchen. She was able to get three of her children outside, but the smoke was too thick for her to get to her baby. A police officer tried to rescue the child, but he too was swallowed in smoke.Allen was on his way to the fire when he learned the child was trapped on the second floor.“There was no thinking twice, there was no second guessing in what had to be done.  You just – you know everything comes to you, things (you've) probably not thought about in five years … everything comes back, and you jump in the action and you go,” Allen said.He said he could see the fire growing from the kitchen when he opened the door. He heard the baby crying as he put his oxygen mask on and made his way through the smoke to the second floor.“The baby stopped crying, so then immediately you’re thinking the worst is about to happen,” Allen said. “I made it into her bedroom. I found the crib relatively quick, was able to pick her up and when I did she did start to cry again, so I took my mask off, covered her face up and brought her outside to mom.”Allen has been a firefighter for more than 10 years. He said nothing tops the joy he felt when he handed the baby to her mother.“It’s an incredible feeling. It’s exactly why we do this job,” Allen said. “It doesn’t matter who you are. You become a fireman to help people and make their day better than what it was before you got there.”First responders gave the baby oxygen and transported her to Cincinnati Children’s Hospital Medical Center for observation, but she is expected to be OK.Allen said he knows things could have been much worse.“Had we been on a call, you gotta have units respond from other departments if you’re out, so knowing that everything just fell in place perfectly today and that little baby is going to make it … it’s a good feeling,” he said. 2097
