(KGTV) — A new initiative between California and Mexico officials could pave the way for solving the persistent issue of sewage flowing from Tijuana to the U.S.The sewage comes as runoff from the Tijuana River or as flow from the Punta Bandera treatment plant, leading to beach closures in Imperial Beach and Coronado. On Friday, officials from California and Mexico met in Imperial Beach to launch the California-Mexico Strategic Dialogue. The inaugural issue is to find solutions to stop the sewage from flowing into the U.S."While other leaders may use the border as an opportunity to distract and divide, we want to use this as an opportunity to convene and advance," said State Assemblyman Todd Gloria, a Democrat. Officials are reporting progress. Tijuana Councilman Manny Rodriguez said he and others just requested 300 million pesos, or about million dollars, to improve processing tanks at Punta Bandera."We need to focus more on treatment, and if we get the money for that, I think this problem can be fixed," Rodriguez said. Imperial Beach Mayor Serge Dedina said the International Boundary and Water Commission is installing an Earthen Dam in the Tijuana River channel to stop any accidental flows during the dry time of year. A network of instruments to measure local wave and water level conditionsIt is something that people are concerned about and they want to know how often is this likely to occur as sea levels continue to rise,” said Mark Merrifield, the director of the Coastal Data Information Program at Scripps.Imperial Beach is one of the most vulnerable in California to sea-level rise as it experiences flooding during periods of extreme high tides and winter swell.The main data gathering buoy is 2-miles off the coast and already transmitting data back to scientists.Scientists say it is their intention to develop the program in IB and expand to other beach communities.  1148

In a security policy that has been implemented in many stadiums and arenas around the country, large bags will soon be banned inside Cinemark's movie theaters, the company has announced. The ban will go into effect on Thursday at all of its theaters. Cinemark is the parent company of chains such as Rave Motion Pictures, Century Theatres, CineArts and Tinseltown. Bags larger than 12 inches by 12 inches by 6 inches will not be permitted. Exceptions may be made for medical equipment and diaper bags. Cinemark said there will not be anywhere to check bags. The chain also said that the company reserves the right to inspect all bags entering its theaters. A Century Theatre, which is owned by Cinemark, was the scene of a mass shooting in July 2012, when 12 were killed and 58 were wounded by a gunman. Survivors and families of the victims sued Cinemark claiming the company did not take adequate safety and security precaution. (KGTV) - An Imperial Beach man said he was sucker punched during a peaceful protest in Imperial Beach on Sunday.Marcus Boyd was one of the people at the rally, which started at Veteran's Park. The attack happened when the group got to the beach, Boyd said."We were shouted at by three or four individuals, telling us to go home," Boyd said. "They decided to start throwing eggs at us. I crossed the street just to get a good image of the perpetrators."That's when Boyd said he was hit from behind. He still has a sore neck and headache. He said emotionally, it has been hard to watch the video. "He really tried to hurt me," Boyd said. Imperial Beach Mayor Serge Dedina tweeted that he's called on the San Diego Sheriff's Department to "investigate the violent assault on peaceful protestors" that occurred at the Imperial Beach Pier Plaza on Sunday afternoon. Mayor Pro Tem Paloma Aguirre added that she does not want residents to feel unsafe "for exercising their First Amendment rights."According to a Sheriff's spokesman, the incident occurred at about 3 p.m. on Sunday. The protester reported that he had been punched by another man after a verbal confrontation. The suspect ran away with two men, but deputies later made contact with the two individuals, SDSO added.SDSO said the suspect was eventually contacted, but could not be identified by the victim or other witnesses.
